The new vector of the energy policy of the Russian Federation, aimed at the development of non-resource exports, was supported in 2020 by the adoption of key federal laws that stimulate gas processing (ethane and LPG) and business activities in the Arctic zone of the Russian Federation. These changes are an incentive for the implementation of innovative projects with an expanded technological chain with the production of products with high added value. Arctic gas condensate fields in the Russian Federation are acquiring additional potential to significantly increase the value and monetize large-scale reserves, most of which are located in the YamaloNenets Autonomous District. Global trends confirm the relevance of the gas chemical direction – with the growth of global consumption, the need for final polymer products will increase, and with the new environmentally friendly energy transition, the share of gas will increase. The article presents a comprehensive analysis of trends in the development of the world market of gas and gas chemical products, the hydrocarbon resource base of the Russian Federation and changes in legislation. It is concluded that the enterprises of the Russian Federation have advantages for the implementation of gas chemical projects in the medium and long term in 2022-2030, especially in the Arctic zone of the Russian Federation.

The long-term success of Russia and its competitiveness in global markets depend crucially on the implementation of the Strategy for the Development of the Arctic Zone of the Russian Federation. And the successful implementation of large-scale projects and programs involved in the Strategy requires appropriate managerial personnel. The article deals with the formation of a modern system of training, retraining and advanced training of managerial personnel in the interests of sustainable development of the Arctic zone of the Russian Federation.

New plans for the development of the Russian Arctic caused certain reactions from both the external and internal environment. In March 2018, the President of the country announced new guidelines for the development of the Northern Sea Route (NSR). The documents for the strategic development of the Arctic zone of the Russian Federation were asserted. One of the main directions in these documents is the development of the NSR as a competitive national transport means of communication of the Russian Federation on the world market. As a part of the research, the political and economic aspects of the external environment were studied, which affect the development and functioning of Arctic communications in the water area of the NSR. The informational basis was provided by expert assessments of scientists and politicians, as well as by publications of news outlets and experts’ interviews. The specificity of the institutional legal field of the NSR is considered. The article reveals the phenomena of "Arctic dualism" caused by the clash of national and international law, when changes in the national legal field lead to a response from other Arctic states and an increase in political risks related to increased competition. The main business trends in the development of the NSR were also identified. The period considered in the article is characterized by the strengthening of the domestic economic policy of Russia, which is aimed at enhancing business processes in the Arctic zone of the Russian Federation. At the same time, the considered trends within the external environment indicate a number of restrictions for the use of the NSR as an international transit highway. The processes considered indicate that in the near future, the use of the NSR can only be considered in the context of meeting the industrial needs of the Arctic business.

Post-crisis development of national economy substantially is defined by global trends on restoration of growth rates. It is necessary to use the capacity of macro regions of the country among which the important place is taken by the Arctic Zone of the Russian Federation (AZRF). There is a need for a research of ability of structure of economy of the territorial subjects of the federation entering it in whole or in part to adapta tion to the changing managing conditions. It is important to reveal effectiveness of efforts of large and small business, the regional and federal bodies of authority and management, the available market institutes in general directed to activation of economic factors of AZRF. In article the hypothesis of a possibility of assessment of dynamics of change of this structure with the indicators characterizing structure of the gross regional product (GRP) of the territorial subjects of the Russian Federation included in AZRF is made and considered. The research of structure of this indicator is conducted during 2005–2016 with application of the index of structure offered by the author. It is revealed that during the analyzed period of fluctuation of the sizes of shares in structures of GRP of subjects of AZRF significantly differ among themselves. Entry into AZRF into the analyzed period had no significant effect on change of structure of GRP of the entering territorial subjects of the Russian Federation yet. It says about prevalence of the economic practice which developed under the influence of a geographical factor. In subjects of AZRF the trend on reduction of a share of agriculture, hunting and forestry, the processing productions, transport and communication and financial activity with simultaneous increase in a share of mining proceeds. Significant growth in a share of public administration and ensuring military safety is observed; obligatory social insurance at stagnation of the size of a contribution of education, health care and providing social services. Fluctuations of the sizes of shares in structures of GRP of subjects of AZRF are uneven that speaks about preservation of a trend on a variety of structures of regional economies. The insignificant tendency to more balanced participation of subjects of the district in creation of total amount of GRP due to high dynamics of the extracting sector is revealed. In the Arctic in the analyzed years the industrial logic of development assuming large-scale industrial exploitation of natural resources amplified.

Research objective: analysis of options to complete BELKOMUR railway construction. Research methodology: analysis of directions for construction of the main transport routes that would enable comprehensive development of the North of the European part and the Arctic zone of the Russian Federation. Results: The meridian direction, i.e. the North-South Corridor, plays a crucial role in the development of the North of the European part and the Arctic zone of the Russian Federation. Using this route for transporting international transit cargo through the territory of Russia ensures a significant reduction in delivery time from European countries to countries in the Asian-Pacific Region, the Indian Ocean and the Persian Gulf regions, and completely changes the logistics. Having the construction materials relatively nearby is an advantage for building any transport highway. The huge volumes of accumulated waste rock, tailings and slags are creating serious economic and environmental problems in mining regions. The rocks in these dumps have been stored for quite a long time, so the dump is a consolidated rock massif made up of various lump sizes. Therefore, this rock can be used as a construction material for transport routes. Conclusions: This approach will make it possible to both address environmental challenges and organise large-scale production of comparatively cheap crushed stone from large-capacity sources of raw materials.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
