Nature Based Solutions applied to road infrastructure in Nepal, a vehicle for development.

<p>This article describes research undertaken in the Panchase Region of Western Nepal as part of the “Ecosystems Protecting Infrastructure and Communities” (EPIC) project 2012-2017, where three community-led bio-engineering demonstration sites were established along roadsides.  The topic of Nature Based Solutions (NBS) and Eco-DRR/CCA is explored adopting interdisciplinary research methods, spanning both social and physical sciences, and citizen science alongside state-of-the art high resolution erosion monitoring and remote sensing. We examine the nexus between infrastructure design (traditional roads vs green roads) and landslides. Investigations included a watershed study of land use changes over time and erosion rates associated with road construction in the Phewa Lake Watershed (Kaski district, Western Nepal), an analysis of the effectiveness of vegetation in reducing erosion rates using LIDAR and drone measurements, and a cost-benefit analysis of conventional “grey” versus bio-engineered roads, or “eco-safe roads”.</p><p>Results of the watershed study indicate a trend from erosion due to open grazing thirty years ago to increased erosion by new roads; Land IDAR measurements show that vegetation has been effective in reducing erosion rates. The cost benefit analysis (CBA) explores the net benefit of grey vs eco-safe roads using different time horizons and precipitation distributions associated to monsoonal activity and climate change trends. The CBA results demonstrate that initial costs in installing the bio-engineered eco-safe road are higher than for the “grey” road, however the bio-engineered road rapidly becomes more cost-effective, especially when factoring in avoided damages and multiple co-benefits to the population. Findings from this work have led to policy recommendations promoting and upscaling a more sustainable approach to bio-engineering for rural road construction in Nepal as well as methodological recommendations for replicating and up-scaling similar studies elsewhere.</p>

On the basis of a cost-benefit analysis it was decided to expand the Arnsberg WWTP by a multistage biological process which allows for cost-effective integration of the existing facilities. Carbon removal will then be accomplished in a high-loaded activated sludge stage for which the existing primary clarifier is to be reconstructed. The existing trickling filters will be used for nitrification during a midterm period and will be replaced later on either by a moving bed system or by new trickling filters. Line 3 of the existing secondary clarifiers will be reconstructed and used for post denitrification in a moving bed system. The carbon needed for denitrification will be provided by means of sludge hydrolysis and the use of an external carbon source.

OBJECTIVE: To perform a cost-benefits analysis of a clinical pharmacy (CP) service implemented in a Neurology ward of a tertiary teaching hospital. METHODS: This is a cost-benefit analysis of a single arm, prospective cohort study performed at the adult Neurology Unit over 36 months, which has evaluated the results of a CP service from a hospital and Public Health System (PHS) perspective. The interventions were classified into 14 categories and the costs identified as direct medical costs. The results were analyzed by the total and marginal cost, the benefit-cost ratio (BCR) and the net benefit (NB). RESULTS: The total 334 patients were followed-up and the highest occurrence in 506 interventions was drug introduction (29.0%). The marginal cost for the hospital and avoided cost for PHS was US$182±32 and US$25,536±4,923 per year; and US$0.55 and US$76.4 per patient/year. The BCR and NB were 0.0, -US$26,105 (95%CI -31,850 – -10,610), -US$27,112 (95%CI -33,160–11,720) for the hospital and; 3.0 (95%CI 1.97–4.94), US$51,048 (95%CI 27,645–75,716) and, 4.6 (95%CI 2.24–10.05), US$91,496 (95%CI 34,700–168,050; p < 0.001) for the PHS, both considering adhered and total interventions, respectively. CONCLUSIONS: The CP service was not directly cost-benefit at the hospital perspective, but it presented savings for forecast cost related to the occurrence of preventable morbidities, measuring a good cost-benefit for the PHS.

The aim of this study was to calculate the cost benefit analysis and economic viability of seedling production on the floating bed at Nazirpur Upazila in Pirojpur district of Bangladesh. The study area was selected purposively and 50 households (HHs) were surveyed through purposive sampling technique from a population of 80 households. From the results of those primary data, it was found that 68% farmers were engaged in seedling production as business purpose, and 30% as both own and business, 21 vegetables and spices seedlings were cultivated in the studied area. Average per square meter cost for floating seedling cultivation found BDT (Bangladeshi taka) 281 and benefit was BDT 401. The net benefit of floating agriculture found BDT 120 and with a BCR of 1.43. Income from floating seedlings mainly utilized in winter vegetable cultivation (Kandi), mainstream agriculture, business, house development and land purchase etc. Fifty percent (50%) of the floating farmers mentioned various constraints regarding floating seedling production such as lack of government aid, higher interest from NGOs and lack of capital. Among the surveyed respondents, 64% agreed that floating cultivation is effective to combat climate change and 76% replied as beneficial to the environment. Although floating agriculture is an indigenous age-old practice in the South-western region of Bangladesh, it can be replicated with the help of subsidy and agro-technology.

This paper presents the operational procedures involved in incorporating the environmental costs in the cost–benefit analysis of a hydro-electric project. The proposed project, if implemented, would result in the loss of 2,800 hectares of tropical forests and dislocation of two settlements of about 200 families who are currently dependent on the forests for their livelihood. The forests are mainly used for extracting reed – a material used both by traditional artisans and the paper-pulp industry. The potential environmental costs and benefits of the project are identified and approximate estimates of some of these costs are made for items such as carbon sequestration, bio-diversity, and so on, based on similar estimates made elsewhere. These estimated environmental costs are incorporated into the analysis, and the hypothetical estimate of the non-use value, which would make the project's net benefit zero, is estimated under different discount rates. The analysis brings into sharp focus some crucial factors that have a direct bearing on the social trade-off involved in the project choice.

This study is intended to evaluate the feasibility of introducing a single loop-based vehicle detector in preparation for installing the device for permanent traffic volume counts by segment. Existing AVC comprises two loop sensors and one piezo sensor which are costly for installation. Should the vehicle classifications be similar within the section, reliable traffic data collection would be possible using a single-loop alone, which needs to be evaluated. For this, traffic volume and vehicle classifications collected by two AVCs within a section were analyzed with cost-benefit analysis for analyzing the feasibility of applying a single loop-based vehicle detector . As a result of comparing and analyzing the vehicle type ratio in 36 sections where two AVCs are installed respectively, 90% of the total showed the error rate 15% or less, and according to T-test and correlation analysis result, no statistical significance between two locations in vehicle type ratio was found. According to economical feasibility analysis, B/C 12.19, NPV 474.0 bil and IRR 196%. Thus, collection of vehicle type ratio from one AVC in the section and installation of a singl loop-based vehicle detector in a single section would produce more efficient and cost effective count. Further study on cost and benefit through more intensive statistical analysis would be necessary in the coming days.

AbstractObjective:To determine the net benefit and costs associated with gown use in preventing transmission of van-comycin-resistantEnterococcus(VRE).Design:A cost-benefit analysis measuring the net benefit of gowns was performed. Benefits, defined as averted costs from reduced VRE colonization and infection, were estimated using a matched cohort study. Data sources included a step-down cost allocation system, hospital informatics, and microbiology databases.Setting:The medical intensive care unit (MICU) at Barnes-Jewish Hospital, St. Louis, Missouri.Patients:Patients admitted to the MICU for more than 24 hours from July 1, 1997, to December 31, 1999.Interventions:Alternating periods when all healthcare workers and visitors were required to wear gowns and gloves versus gloves alone on entry to the rooms of patients colonized or infected with VRE.Results:On base-case analysis, 58 VRE cases were averted with gown use during 18 months. The annual net benefit of the gown policy was $419,346 and the cost per case averted of VRE was $1,897. The analysis was most sensitive to the level of VRE transmission.Conclusions:Infection control policies (eg, gown use) initially increase the cost of health services delivery. However, such policies can be cost saving by averting nosocomial infections and the associated costs of treatment. The cost savings to the hospital plus the benefits to patients and their families of avoiding nosocomial infections make effective infection control policies a good investment.

The newly established New Car Assessment Program for Southeast Asian Countries (ASEAN NCAP) has incorporated Safety Assist Technologies (SATs) in its automobile safety rating scheme. In order for any assessed car to be eligible for the maximum 5-star rating, it should first be equipped with Electronic Stability Control (ESC) and fitted with seatbelt reminder (SBR). However, since these SATs are not being evaluated in their performance by the means of field testing, this paper explains the benefit of having these SATs through Cost-Benefit Analysis (CBA) which help to rationalize the importance of SATs in preventing road accidents or mitigating severity of injuries. Due to data limitation, this preliminary CBA assessment will only be focusing on Malaysia’s situation and is based on published sources and the authors’ best estimates. This study also includes the Cost-Benefit Analysis on Anti-lock Braking System (ABS), which is the basis for ESC technology, in preparation for its inclusion in the future rating scheme to expedite the vision of making ABS as standard fit in all ASEAN’s passenger cars. The preliminary result shows that all technologies – ESC, SBR and ABS – appear to be cost-effective (benefit/cost-ratio > 3) or most likely cost effective (1 < benefit/cost-ratio < 3) in Malaysia’s road safety situation per se.

The aim of the paper is to test the effect of climatic conditions and management practices on the yield of two quinoa cultivars (Puno and Titicaca) and to analyze the economic benefits of quinoa productivity. The experiments were carried out during the 2017 and 2019 growing seasons in rain-fed conditions on a Serbian farm. The results of the two-year long experiments proved that the growing of the quinoa cultivar Puno and particularly the cultivar Titicaca in the agro-ecological conditions of Serbia would be remarkably successful from the aspect of agronomy (with the obtained average yield of 2.5 t ha-1 ) as well as from the aspect of economy (with the achieved average profit of 9,411 € ha-1 ). The obtained profit values indicate that the quinoa production in the Republic of Serbia would be more cost-effective than the production of the field crops which are already produced, particularly in the increasingly present arid conditions.
