<p><strong>Abstract.</strong> Land Cover (LC) maps represent key resources to understand, model and address many global and local dynamics affecting our planet. They are usually derived from the classification of satellite imagery, after which a validation or intercomparison process is performed to assess their accuracy. This paper presents the project “Capacity Building for High-Resolution Land Cover Intercomparison and Validation”, an educational initiative funded by the International Society for Photogrammetry and Remote Sensing (ISPRS) and mainly targeting developing countries. First, with the help of two open surveys, an analysis of the state of the art was performed which assessed the overall good awareness on LC maps and the needs and requirements for validating and comparing them, as well as the rich availability of educational material on this topic. The second task, currently under finalization, is the development of new educational material, based on open source software and released under an open access license, consisting of: an introduction to the GlobeLand30 (GL30) LC map and its online platform; a desktop GIS procedure showing two use cases on GL30 validation; and an application to collect LC data on the field to be used for validation. Finally, this educational material will be tested in practice in three workshops during the second half of the project, two of which held in developing countries: Dar es Salaam, Tanzania and Nairobi, Kenya.</p>

More and more historical data are available on the web. In France, old cadastral maps are regularly published by the “départements”. Such material is relevant to various applications (on-the-field search of specific objects such as old boundary stakes, historical studies of demography, human activities, land cover…). The GeF laboratory is working on the development of a complete methodological toolchain to vectorise, correct and analyse cadastral parcels and their evolution, using open source software and programming language only (QGIS, GDAL, Python). This article details the use of a part of this toolchain - georeferencing old cadastral data - on parcels located near the Loir river, in two villages of southern Sarthe: Vaas and Aubigné-Racan. After a presentation of our methodological toolchain, we will discuss our first results.

The popularity of Open Source Software (OSS) in developing countries is quiet evident from its widespread adoption across government departments and public sector organizations. The use of OSS saves economic resources of cash starved countries, provides an opportunity to promote e-government, and to utilize their resources in other sectors. Many developing countries have a large pool of skilled developers who can modify the source code of the OSS at a very low cost. Many governments in developing and developed countries have switched to OSS which probably encourages others to follow the trend. It was not possible to follow the adoption trend in all the developing countries but the usage of OSS in countries like India, Brazil, and Venezuela provides us an insight. The successful adoption of OSS requires thorough analysis of its advantages as well as the issues associated with it. This chapter will provide an overview of OSS, characteristics of OSS developers, and their motivation to volunteer by contributing in OSS projects, followed by the advantages and issues associated with OSS.

A survey on the adoption of open source software in libraries in developing countries was conducted. An online questionnaire was sent to Indian Technical and Economic Cooperation (ITEC) and Special Commonwealth Assistance for Africa (SCAAP) participants for the Advanced Certificate Course in Modern Library Practices and the Lib@web participants of the Management of Electronic Information and Digital Libraries programme at the University of Antwerp in Belgium. The ITEC/SCAAP programme is sponsored by Government of India while the Lib@web programme is sponsored by Flemish Interuniversity Council – Belgian Development Council (VLIR-OUS). The data was collected from 31 librarians who attended these training programmes. The findings revealed that most libraries in developing countries which sent participants to these programmes have adopted open source software. The author recommends that librarians should continue upgrading their skills so that they are conversant with how the various open source software can be used in their institutions.

Artifacts of the software development process, such as source code or emails between developers, are a frequent object of study in empirical software engineering literature. One of the hallmarks of free, libre, and open source software (FLOSS) projects is that the artifacts of the development process are publicly-accessible and therefore easily collected and studied. Thus, there is a long history in the FLOSS research community of using these artifacts to gain understanding about the phenomenon of open source software, which could then be compared to studies of software engineering more generally. This paper looks specifically at how the FLOSS research community has used email artifacts from free and open source projects. It provides a classification of the relevant literature using a publicly-available online repository of papers about FLOSS development using email. The outcome of this paper is to provide a broad overview for the software engineering and FLOSS research communities of how other researchers have used FLOSS email message artifacts in their work.
