The blind and visually impaired people are facing a number of challenges in their daily life. One of the major challenges is finding their way both indoor and outdoor. For this reason, routing and navigation independently, especially in urban areas are important for the blind. Most of the blind undertake route finding and navigation with the help of a guide. In addition, other tools such as a cane, guide dog or electronic aids are used by the blind. However, in some cases these aids are not efficient enough in a wayfinding around obstacles and dangerous areas for the blind. As a result, the need to develop effective methods as decision support using a non-visual media is leading to improve quality of life for the blind through their increased mobility and independence. In this study, we designed and implemented an outdoor mobile sensor-based wayfinding system for the blind. The objectives of this study are to guide the blind for the obstacle recognition and the design and implementation of a wayfinding and navigation mobile sensor system for them. <br><br> In this study an ultrasonic sensor is used to detect obstacles and GPS is employed for positioning and navigation in the wayfinding. This type of ultrasonic sensor measures the interval between sending waves and receiving the echo signals with respect to the speed of sound in the environment to estimate the distance to the obstacles. In this study the coordinates and characteristics of all the obstacles in the study area are already stored in a GIS database. All of these obstacles were labeled on the map. The ultrasonic sensor designed and constructed in this study has the ability to detect the obstacles in a distance of 2cm to 400cm. The implementation and the results obtained from the interview of a number of blind persons who employed the sensor verified that the designed mobile sensor system for wayfinding was very satisfactory.

Searching for relevant information on the web is an important aspect of distance learning. This activity is a challenge for visually impaired distance learners. While sighted people have the ability to filter information in a fast and non sequential way, blind persons rely on tools that process the information in a sequential way. Learning is slowed by screen readers which do not interact well with web pages. This paper introduces WAVES, a tool for the fast retrieval of information in a web page for blind and visually impaired people. The paper describes the WAVES prototype, a system that performs a page restructuring of webpages. The system analyzes webpages, identifies elements of interests from a webpage, evaluates their importance by using semantic information and visual cues, sorts them by importance and uses them to restructure the webpage so that data from the original webpage are presented to the reader in a concise format. A preliminary evaluation test of the prototype system has been performed with a sample set of users. The results of the preliminary test show an increase in speed and accuracy when the WAVES system has been used.

Although fax communications pose a problem of accessibility for blind and visually impaired office workers, with centralized readers’ services they could be used to address the wider reading needs of blind and visually impaired people. With this technology, blind persons with fax machines could send unknown print to readers at a centralized readers’ service, who would read facsimiles of the documents over voice phones. This article discusses the specifications for appropriate equipment and protocols and presents the preliminary results of a study of such a system.

The use of many media in communication strategies has led to the reconceptualization of rehabilitation in information terms which offers better prospects of self-help for several million blind people.

Mobile Navigation System for Visually Impaired Users in the Urban EnvironmentThis paper describes the prototype version of a mobile application supporting independent movement of the blind. Its objective is to improve the quality of life of visually impaired people, providing them with navigational assistance in urban areas. The authors present the most important modules of the application. The module for precise positioning using DGPS data from the ASG-EUPOS network as well as enhancements of positioning in urban areas, based on the fusion with other types of data sources, are presented. The devices, tools and software for the acquisition and maintenance of dedicated spatial data are also described. The module responsible for navigation with a focus on an algorithms' quality and complexity, as well as the user interface dedicated for the blind are discussed. The system's main advantages over existing solutions are emphasized, current results are described, and plans for future work briefly outlined.

Background: In 2004, Uslan and colleagues determined that insulin pumps (IPs) on the market were largely inaccessible to blind and visually impaired persons. The objective of this study is to determine if accessibility status changed in the ensuing 4 years. Methods: Five IPs on the market in 2008 were acquired and analyzed for key accessibility traits such as speech and other audio output, tactual nature of control buttons, and the quality of visual displays. It was also determined whether or not a blind or visually impaired person could independently complete tasks such as programming the IP for insulin delivery, replacing batteries, and reading manuals and other documentation. Results: It was found that IPs have not improved in accessibility since 2004. None have speech output, and with the exception of the Animas IR 2020, no significantly improved visual display characteristics were found. Documentation is still not completely accessible. Conclusion: Insulin pumps are relatively complex devices, with serious health consequences resulting from improper use. For IPs to be used safely and independently by blind and visually impaired patients, they must include voice output to communicate all the information presented on their display screens. Enhancing display contrast and the size of the displayed information would also improve accessibility for visually impaired users. The IPs must also come with accessible user documentation in alternate formats.

Talk about retail business can not be separated from the importance of service to consumers and good quality goods . But at the present time due to intense competition in the business world , the service and quality of goods is not enough to be able to increase revenue and attract customers loyal . This makes companies think hard to survive and stable in the business . One of them is by using a media campaign in this regard more toward print or visual media is indirectly felt the value of their effectiveness in communicating product marketing programs . PT . Times Prima Indonesia is a company engaged in the retail book with the name of the Times bookstores . Based on the analysis of the company’s problems requires additional media types supporting more varied and creatif promotion of existing ones, which will be used as a complement and a media campaign as well as to enrich the data renewal campaign design to capture the interest of consumers in which one form of the media campaign is shaped merchandise . Therefore , do Enriching ( enrich ) media campaign merchandise before it is less varied and has not formed a company image . The methodology used is the analysis, observation and design . Besides the new design has been tested with the implemented test duration for 6 months, and greatly increases the perceived contribution , this is evidenced by the chart sales increasing each month.

The special library acts as the cultural and educational center for visually impaired people, and as the center for continuing education. The multifunctional performance of the library is substantiated. The joint projects accomplished in cooperation with theatres and museums and aimed at integrating the visually impaired people into the society are described. Advanced training projects for the library professionals accomplished in 2018 are discussed.

From earliest cities to the present, spatial division into residential zones and neighbourhoods is the universal feature of urban areas. This study explored issue of measuring neighbourhoods through spatial autocorrelation method based on Moran's I index in respect of achieving to best neighbourhoods' model for forming cities smarter. The research carried out by selection of 35 neighbourhoods only within central part of traditional city of Kerman in Iran. The results illustrate, 75% of neighbourhoods' area in the inner city of Kerman had clustered pattern, and it shows reduction in Moran's index is associated with disproportional distribution of density and increasing in Moran's I and Z-score have monotonic relation with more dense areas and clustered pattern. It may be more efficient for urban planner to focus on spatial autocorrelation to foster neighbourhood cohesion rather than emphasis on suburban area. It is recommended characteristics of historic neighbourhoods can be successfully linked to redevelopment plans toward making city smarter, and also people's quality of life can be related to the way that neighbourhoods' patterns are defined.

Subject. The article considers functioning and development of process flows of transportation and logistics system of a smart city. Objectives. The study identifies factors and dependencies of the quality of human life on the organization and management of stream processes. Methods. I perform a comparative analysis of previous studies, taking into account the uniquely designed results, and the econometric analysis. Results. The study builds multiple regression models that are associated with stream processes, highlights interdependent indicators of temporary traffic and pollution that affect the indicator of life quality. However, the identified congestion indicator enables to predict the time spent in traffic jams per year for all participants of stream processes. Conclusions. The introduction of modern intelligent transportation systems as a component of the transportation and logistics system of a smart city does not fully solve the problems of congestion in cities at the current rate of urbanization and motorization. A viable solution is to develop cooperative and autonomous intelligent transportation systems based on the logistics approach. This will ensure control over congestion, the reduction of which will contribute to improving the life quality of people in urban areas.
