Abstract. Tsunami hazard assessments for Pacific Islands Countries (PICs) tend to focus on subduction zone sources. It is generally recognised that while volcanic-related tsunamigenic sources exist, they are probably only of minor relevance to the overall hazardscape of the Pacific. This paper outlines the evidence for a previously unrecorded local tsunami that struck the uninhabited south coast of Mangaia, Cook Islands, on 13 April 2010. The tsunami had a maximum inundation of 100 m inland and a runup of 12 m a.s.l. This event was most probably caused by a small submarine slope failure, the most recent of an unknown number of previous inundations. Since most PICs have a volcanic origin, it is suggested that current perceptions about the local and regional significance of such events is inaccurate. A review of volcanic-related tsunamigenic sources throughout the Pacific reveals a wealth of data concerning submarine slope failures in particular and a more general background of active volcanism. These sources are as relevant to PICs close to or far away from subduction zones. As populations grow and the coastlines of many PICs and those on the edge of the Pacific Ocean become increasing occupied, the likelihood for loss of life from these events increases.

There is a “world of difference,” anthropologist Epeli Hauʻofa argued, “between viewing the Pacific as ‘islands in a far sea’ and as ‘a sea of islands.’” The distinction between both perspectives, he explained, is exemplified in the two names used for the region: Pacific Islands and Oceania. The former represents a colonial vision produced by white “continental men” emphasizing the smallness and remoteness of “dry surfaces in a vast ocean far from centers of power.” This understanding has produced and sustained an “economistic and geographic deterministic view” emphasizing Pacific Island nations as “too small, too poor, and too isolated” to take care of themselves. The latter, in contrast, denotes a grand space inhabited by brave and resourceful people whose myths, legends, oral traditions, and cosmologies reveal how they did not conceive of themselves in such “microscopic proportions.” Rather, Oceanic peoples have for over two millennia viewed the sea as a “large world” where peoples, goods, and cultures moved and mingled unhindered by fixed national boundaries.

<p><span>Since 2014, the NOAA Satellite Analysis Branch has used high resolution optical satellite imagery in an effort to detect ghost nets (derelict fishing gear) and other large plastic debris in the Pacific Ocean and its atolls in support of clean-up efforts (by the NOAA Pacific Islands Fisheries Science Center, Ocean Voyages Institute, etc.). Until recently, reliable detection has proven challenging. With the application of Worldview imagery matched to <em>in situ</em> information on known net locations, we have been able to extract spectral signatures of floating plastics and use these to detect and identify other instances of plastic debris. Using ENVI’s Spectral Angle Mapper (SAM) target detection method, a number of likely locations of nets/plastics in the Pearl and Hermes atoll in the Northwestern Hawaiian Islands (NWHI) were highlighted. The resulting locations of the 41 debris detections were strikingly similar to the distributions along the coast reported in surveys, and are consistent with those that would be expected due to the seasonal ocean currents. This satellite imagery analysis procedure will be repeated shortly before the next NWHI clean-up effort, which will better enable us to support the removal of ghost nets and other marine plastics, and also assess the accuracy and rapid reproducibility of the technique.</span></p>

<p>This study looks at the relevance of regional organisations in the Pacific Island region. It analyses the history of the key regional organisations: the Secretariat of the Pacific Community (SPC) and the Pacific Islands Forum Secretariat (PIFS). Since their establishment, there has been extensive criticism of the work of these organisations. This study tests and analyses the issue of legitimacy within supra-national organisations, and questions whether regionalism in the Pacific is an anachronism of the past.  In the Pacific, regionalism puts out a compelling argument for its existence. Throughout the region, small island developing states are spread across the world’s largest ocean. Pacific Island states face many challenges, including: small economies, geographical disadvantages, vulnerability to climate change, varying availability to resources and a diverse range of cultures and languages. Regionalism provides a chance for these island states to influence world policy, build capacity in the region, promote good governance, maintain peaceful neighbourly relations, and create positive development outcomes.  The methodology uses qualitative research of document analysis and semi-structured interviews with key informants. The research claims a social constructivist epistemology and uses an inductive conceptual framework in order to find solutions to the complex challenges of Pacific regionalism.  It was found that regional organisations need to increase their transparency in order to enhance their legitimacy. They need provide a clearer evidence base, where all Pacific people can recognise and understand the benefit of regional organisations. The organisations need to work strategically to be nimble and reactive to upcoming critical junctures and issues. Council of Regional Organisations in the Pacific (CROP) agencies need to coordinate better amongst themselves, open up communication with all stakeholders and create clearer mandates. In order to promote positive development, all stakeholders and Pacific people need to take ownership of these organisations, and support the Framework for Pacific Regionalism process. This study argues that there is great potential for regionalism in the Pacific, but this will only be possible if the region works collectively to enhance the legitimacy of these organisations.</p>

<p>On April 2, 1987, the Treaty on Fisheries Between Governments of Certain Pacific Island States and the Government of the United States of America was signed. The signatories to the Fisheries were the 16 members of the South Pacific Forum and the United States of America. After six difficult years of negotiations, the Treaty permitted American fishing vessels to fish in Pacific Islands’ waters in exchange for a substantial access fee. This thesis identifies key aspects of that treaty and examines what it meant from both a theoretical and practical standpoint. How did a collection of small, comparatively weak Pacific states strike a satisfactory deal with the most powerful state on the planet? What did the agreement mean in terms of its political, legal and environmental consequences? As well as looking at the events and negotiations that led to the treaty, this thesis also attempts to discern the key political lessons that flow from this case that might be relevant for the future development of the Pacific island States in the key area of fisheries regulation. The thesis argues that disputes between Pacific nations and the United States over tuna resources and the presence of the Soviet Union in the Pacific region were the two critical factors that led to the adoption of the Treaty. From the United States’ perspective, the Treaty was seen (at the time) as the only viable option if it were to reconsolidate its long and prosperous position in the Pacific region. The US did not want the Soviet Union to capitalize on American fishing disputes with the Pacific islands, and it could not afford for the Soviet Union to establish a strong association with the Pacific islands. The Treaty therefore served three purposes for Washington: (i) it maintained its long friendship with the Pacific islands, (ii) it maintained its fisheries interests in the region, (iii) and it kept the Pacific communist-free. This fusion of US economic and strategic interests gave Pacific Island States a stronger hand in the negotiations than their size and power would have otherwise offered.</p>

Chapters 2–6 survey the political and socioeconomic forces underlying the global sustainability crisis. Understanding the scale and depth of contemporary forces of capitalism and consumerism requires a close look at the consequences of imperialism and colonialism on patterns of violence and exploitation. This chapter begins this process of understanding by sketching the history of ecological imperialism after 1600, seeing this as a reasonable starting date for the beginning of what many scholars are now calling the Anthropocene Epoch (or the age of humans, replacing the geologic epoch of the Holocene beginning 12,000 years ago). It opens with Captain Pedro Fernandes de Queirós’s voyage across the Pacific Ocean in 1605–06 to “discover” modern-day Vanuatu, before turning to look more globally at the devastation of imperialism – and later colonialism – for the South Pacific, the Americas, Africa, and Asia. Over this time conquerors enslaved and murdered large numbers of indigenous people; cataclysmic change came as well, however, from the introduction of European diseases, plants, and animals. This chapter’s survey of imperialism, colonialism, and globalization sets the stage for Chapter 3, which explores the devastating history of the South Pacific island of Nauru after 1798.

Climate change has affected people's peace in the form of impact on livelihoods, health, and/or well-being. Most of these peace impacts, however, are felt significantly by people who are living in the low-lying communities in the Pacific, who are within and/or close to the Ring of Fire. This chapter is based on a study of peace and climate change adaptation that was conducted in the Pacific island region in 2016. It took place in five communities in Suva, Fiji: Vatuwaqa, Raiwaqa, Raiwai, Samabula, and Toorak. It highlights the impact of climate change on peace, and then it indicated how peace can be promoted in the form of climate change adaptation for these communities. Based on the results of this research, the author recommends that peace should be incorporated into the Pacific islands national adaptation plan.

The 1998 Papua New Guinea tsunami was a significant puzzle for scientists who finally cracked the cause, but it also marks the most recent event of many that can be dated back to at least 6,000 years ago where the skull of the oldest tsunami victim in the world was found. Papua New Guinea was also the starting point for the most remarkable navigational feat in the world, with Polynesians moving rapidly east into the Pacific Ocean, their settlement of the region being punctuated by hiatuses caused by catastrophic tsunamis approximately 3,000, 2,000, and 600 years ago. It was on isolated Pacific islands that humans first came into contact with the deadly Pacific Ring of Fire. Settlement abandonment, mass graves, and cultural collapse mark their progress.

Results were kept on 43 spinal anaesthetics performed for caesarean section in the Solomon Islands, a developing tropical country in the Pacific Ocean. A 25-gauge Quincke needle was used and either 2.5 ml of heavy bupivacaine 0.5% or 2.0-2.5 ml of plain bupivacaine 0.5% were injected. Hypotension down to 85 mmHg occurred in four patients and there were no spinal headaches. Five patients had to be given a general anaesthetic. We recommend this technique to other doctors working in the Pacific Islands.

Deep-sea hydrothermal vents and methane seeps are inhabited by members of the same higher taxa but share few species, thus scientists have long sought habitats or regions of intermediate character that would facilitate connectivity among these habitats. Here, a network analysis of 79 vent, seep, and whale-fall communities with 121 genus-level taxa identified sedimented vents as a main intermediate link between the two types of ecosystems. Sedimented vents share hot, metal-rich fluids with mid-ocean ridge-type vents and soft sediment with seeps. Such sites are common along the active continental margins of the Pacific Ocean, facilitating connectivity among vent/seep faunas in this region. By contrast, sedimented vents are rare in the Atlantic Ocean, offering an explanation for the greater distinction between its vent and seep faunas compared with those of the Pacific Ocean. The distribution of subduction zones and associated back-arc basins, where sedimented vents are common, likely plays a major role in the evolutionary and biogeographic connectivity of vent and seep faunas. The hypothesis that decaying whale carcasses are dispersal stepping stones linking these environments is not supported.
