Information and Communication technologies (ICT) play a significant role in the educational process becoming a powerful tool of interaction between teachers and students; computer applications are used to present useful teaching resources and to improve knowledge of students. This article aims to examine the educational policy of the Republic of Kazakhstan within the framework of Information and Communication technology implementation. In this regard, we analyze the level of computerization of schools and universities in Kazakhstan, the teachers’ competencies, and computer literacy of population. Based on data and information from official documents, reports, and official sources of education, we concluded that the Government of Kazakhstan tries to create the “digital society” and to increase the quality of education using ICT. The results of the analysis reveal that Kazakhstan make greater effort on using ICT in the education process and the policy is aimed at increasing the number of computers in schools, opening new specialties at the universities related to information and communication technologies, as well as enhancing computer literacy of the population. However, due to the lack of funding and the comprehensive work on the training and retraining of teachers, the low speed of the Internet in some regions of the country, this process needs to be improved.

Information and communication technologies are changing so rapidly, that it is hardly possible to react properly to all changes. First of all, the speech is about technological changes. This inevitably touches education system as well. A certain technological “overloading” is felt in all levels of the system. It is especially felt in comprehensive education sector. On the one hand, a big demand remains for teachers’ qualification in ICT field, on the other hand, the pressure increases for the younger generation to possibly master technologies earlier. In Lithuania, as in the other Baltic region countries, a lot of attention is paid to ICT implementation at schools. For example, in Estonia, even primary class children are already learning programming; the state also devotes much attention to this, first of all, financially. One of priority fields in Lithuania, declared in education policy since 2000, has been information and communication technology application in education system. A very important moment is that technology progress rapidity is and it is likely to be much more rapid than society’s technological (and computer as well) literacy level. It is obvious, that every country’s social – economical development and competitiveness strongly depend on information and communication technology level. However, the ability of a concrete person to use the possibilities provided by information and communication technologies, is another thing. The opinion, that prevails in Lithuania is, that part of the problems related to ICT are determined by technical resources, computer literacy, lack of methodics and methodology, wrong attitude to the usage of technologies in general. Speaking about teachers (they are central part of education process), it is important to form an understanding, that ICT is not a thing in itself, i.e., it is necessary to use, because the others do this and do somewhere else and finally, that it is fashionable. ICT, first of all, is a didactic support seeking better education results. Key words: computer literacy, education system, education policy, ICT.

The objective of the study was to develop and implement modern information and communication technologies in the online learning process of university students. The subject of the study is the modernization of the educational process based on communicative competence in distance education. The sociological survey carried out showed the high effectiveness of the proposed methodology. The article presents the practical foundations of the application of information and communication technology in the implementation of distance education in the context of the Covid-19 pandemic. The results of the study made it possible to develop modern means of information and communication, including video and remote-controlled complexes.

There are a lot of significant structural changes in almost all higher educational institutions in Ukraine due to time requirements. Accession to a single European space, new educational standards requires the revision and expansion of the content of pedagogical activities, functions and roles implemented by educators. Students are granted the rights and opportunities for the most complete satisfaction of individual educational requests. There was a need to review the ideas about the content of teaching activities and the emergence of new positions. In recent years, scientists have been actively discussing the introduction the position of the tutor in the education system. The term «tutor» came to us from classical universities in Great Britain and extended the notion of «teacher». Tutors became widespread, especially in the context of the gradual integration of Ukraine into the European educational space. Tutor is a historically established special pedagogical position that provides the development of individual educational programs, the potential of each student and prepares him for a changing life. Tutor controls not only student’s study, but also his behavior, way of life, attending classes, rest, appearance, etc. Tutor while working with student transmits a variety of techniques and rules for mastering new knowledge. However, learning is impossible without the use of ICT. Therefore, it is not enough for tutor to use only traditional technologies of education and upbringing. After all, without the use of computer it is difficult to satisfy the individual requests of each student. So tutors need to know the possibilities of the Internet navigate the pedagogical network communities, use innovative pedagogical technologies to increase the students’ interest in learning and activating their cognitive activity. Indeed, nowadays it is difficult to imagine a learning process without the use of modern technology. Thus, information and communication technologies should become reliable assistants of the tutor to the new conditions of life and professional activity in the information society. Application of information and communication technologies in tutoring practices is considered as an innovative approach in building the process of training and preparing students for professional activities. This is due to the fact that the computerization and application of modern information and communication technologies is an opportunity that will help to create a new system of education. Information and communication technology at the university is not a trend, but a modern necessity. They must become an integral part of the educational process. Therefore, the modern tutor must be able to work with new means of education, at least in order to ensure one of the most important rights of the student − the right in qualitative education. Consequently, in the process of tutor’s support various information and communication technologies can be used to maximize the optimization of tutor activity.


E-governance means the utilization of internet and World Wide Web (WWW) for transfer of information and delivery of services from government to citizens. With the growing progress in Information and Communication Technology (ICT) and rise of innovative and creative instruments has also contributed towards the expansion and growth of government activities in the various countries around the world. For the economic and social empowerment of the citizens particularly of the developing countries, the Information and Communication Technology is recognized as an apparatus of development and mechanism of empowerment. Use of Information and Communication Technology in E-governance has created new prospects of innovation and expansion in the activities of the government and delivering services to the citizens. To improve the quality of life and to get faster economic development, the electronic governance takes for granted better importance in the platform of contemporary governmental organizations. In the project of electronic-governance, the various methods and technologies are being used to provide a structure for successful execution of government services up to grassroots level. The growth and development of various nations are mainly based on the utilization of Electronic-Governance with their penetration in contemporary periods. This E-governance has minimized the corruption and saving the time along with increasing the level of transparency in the governmental process and operation. However, the various projects such as e-seva, e-kranthi, smart government and digital India have been launched by the Government of India to execute and support the initiatives of E-governance. This research paper is an effort to examine the initiatives of E-governance which is directly related to citizens. The present work is an attempt to examine whether the latest information and communication technologies can create an important impact to the success of Electronic-governance.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.

In today’s modern world, globalization has completely changed the way of working. The way we live, learn, work, and even define work has changed due to new information and communication technologies—Hence, it can stated that human capital fuel up the modern economy. In reality, the information and communication technology revolution has turned intelligence into a valuable commodity. In today's economy, economic growth is based on mental intelligence rather than physical strength, and its worth is generated by recruiting knowledgeable workers and continuing to learn. Computer-based information and communication technologies continue to transform the delivery of health care and the conception and scientific understanding of the human body and the diseases that afflict it. While information technology has the potential to improve the quality and efficiency of patient care, it also raises important ethical and social issues. This IRIE theme issue seeks to provide a forum to identify, analyse and discuss the ethical and social issues raised by various applications of information and communication technology in medicine and health care. The contributions give a flavour of the extraordinarily broad landscape shaped by the intersection of medicine, computing and ethics. In fact, their diversity suggests that much more work is needed to clarify issues and approaches, and to provide practical tools for clinicians.

Information and Communication Technologies (ICT) hold great potential for promoting socioeconomic development in many developing countries. ICT has not significantly percolated down the economic value chain in these countries for various reasons. The example of Singapore is used to show how governments can make a difference in entrenching a vibrant ICT sector through appropriate policies, programs, and other intervention instruments. It is suggested that aspects of the Singapore experience would be useful for other developing countries.
