In this paper, we identify three systematic performance biases in the Korean antitrust system: the absence of structural enforcement, the minimal role of antitrust agencies in anticompetitive major industrial policy-making, and the biased conception of the problems of economic concentration. After examining five competing hypothesis based on current implementation literature, we attribute the performance biases mainly to the limited bureaucratic expertise and skills required for complex structural enforcement and to the biased perceptions and expectations, inherent in the policy environment, about the roles of the antitrust system. Further, we connect the two factors above, found in the post-decision period, with some conspicuous features of the preceding enactment process of the Monopoly Regulation and Fair Trade Act.

In order to study the effect of phosphogypsum and humic acids in the kinetic release of salt from salt-affected soil, a laboratory experiment was conducted in which columns made from solid polyethylene were 60.0 cm high and 7.1 cm in diameter. The columns were filled with soil so that the depth of the soil was 30 cm inside the column, the experiment included two factors, the first factor was phosphogypsum and was added at levels 0, 5, 10 and 15 tons ha-1 and the second-factor humic acids were added at levels 0, 50, 100 and 150 kg ha-1 by mixing them with the first 5 cm of column soil and one repeater per treatment. The continuous leaching method was used by using an electrolytic well water 2.72 dS m-1. Collect the leachate daily and continue the leaching process until the arrival of the electrical conductivity of the filtration of leaching up to 3-5 dS m-1. The electrical conductivity and the concentration of positive dissolved ions (Ca, Mg, Na) were estimated in leachate and the sodium adsorption ratio (SAR) was calculated. The results showed that the best equation for describing release kinetics of the salts and sodium adsorption ratio in soil over time is the diffusion equation. Increasing the level of addition of phosphogypsum and humic acids increased the constant release velocity (K) of salts and the sodium adsorption ratio. The interaction between phosphogypsum and humic acids was also affected by the constant release velocity of salts and the sodium adsorption ratio. The constant release velocity (K) of the salts and the sodium adsorption ratio at any level of addition of phosphogypsum increased with the addition of humic acids. The highest salts release rate was 216.57 in PG3HA3, while the lowest rate was 149.48 in PG0HA0. The highest release rate of sodium adsorption ratio was 206.09 in PG3HA3, while the lowest rate was 117.23 in PG0HA0.

The broad roles of Government, in designing laws and regulations, building infrastructure and acting as entrepreneur, are discussed. The implementation of national industrial strategies facilitates growth. The nature of industrial strategies is highlighted. Industrial policy activities, as defined by the three facets of institutions, innovation and involvement, are discussed. With respect to India’s industrial strategy, independent India’s founders’ visions of a modern industrial society, grounded in a need to involve Government in institution building, are introduced.

Modern society is witnessing a data revolution which necessarily entails changes to the overall behavior of citizens, governments and companies. This is a big challenge and an opportunity for National Statistics Offices (NSOs). Especially after the outbreak of COVID-19, when the public debate about the number of mortalities and tested and infected persons escalated, trusted data is required more than ever. Which data can modern society trust? Are modern societies being subjected to opinion rather than fact? This paper introduces a new statistical tool to facilitate policy-making based on trusted statistics. Using economic indicators to illustrate implementation, the new statistical tool is shown to be a flexible instrument for analysis, monitoring and evaluation of the economic situation in the Republic of Serbia. By taking a role in public policy management, the tool can be used to transform the NSO’s role in the statistical system into an active participant in public debate in contrast to the previous traditional, usually passive role of collecting, processing and publishing data. The tool supports the integration of statistics into public policies and connects the knowledge and expertise of official statisticians on one side with political decision makers on the other.

The present review is aimed at analysing the current evidence concerning the potential modulation of obesity and/or diet in adipose tissue ACE2. Additionally, the potential implications of these effects on COVID-19 are also addressed. The results published show that diet and obesity are two factors that effectively influence the expression of Ace2 gene in adipose tissue. However, the shifts in this gene do not always occur in the same direction, nor with the same intensity. Additionally, there is no consensus regarding the implications of increased adipose tissue ACE2 expression in health. Thus, while in some studies a protective role is attributed to ACE2 overexpression, other studies suggest otherwise. Similarly, there is much debate regarding the role played by ACE2 in COVID-19 in terms of degree of infection and disease outcomes. The greater risk of infection that may hypothetically derive from enhanced ACE2 expression is not clear since the functionality of the enzyme seems to be as important as the abundance. Thus, the greater abundance of ACE2 in adipose tissue of obese subjects may be counterbalanced by its lower activation. In addition, a protective role of ACE2 overexpression has also been suggested, associated with the increase in anti-inflammatory factors that it may produce.

State and local governments frequently invest in policies aimed at stimulating the growth of new industries, but studies of industrial policy and related economic development initiatives cast doubt on their effectiveness. This article examines the role of state-level industrial policies in contributing to the different economic trajectories of two U.S. metro areas—Pittsburgh, Pennsylvania, and Cleveland, Ohio—as they adapted to the decline of their legacy industries. Comparative case studies show that industrial policies in Pittsburgh, which empowered research universities as local economic leaders, contributed to the transformation of the local economy. In Cleveland, by contrast, state industrial policies invested in making incremental improvements, particularly in legacy sectors. The article concludes that by empowering new local economic actors—such as universities—industrial policies can foment political change that enables structural economic change to follow.
