On April 16, 2014, the South Korean ship MV Sewol sank, claiming the lives of 304 passengers. The accident appeared to observers to be a manmade disaster, since all the passengers could have been rescued if adequate safety measures and disaster management procedures had been in place. The Sewol sinking has subsequently turned into a focusing event in terms of safety policy debates in South Korea. On September 28, 1994, the Swedish ship MS Estonia sank, claiming the lives of 852 people. This earlier tragedy was also a focusing event in the context of Swedish debates about safety policies. In this article, South Korean and Swedish safety policies are analyzed from a historical-institutionalist perspective. While Swedish disaster prevention systems have generally performed well in a virtuous cycle, those of South Korea have performed poorly in a vicious cycle. The article highlights how South Korean policy makers might use Swedish policies, developed in response to the 1994 MS Estonia accident, to improve their safety policies. In addition, we suggest that long-term policies focusing on comprehensive social welfare and the pooling of risks are required to restore citizens' trust in government and to transform South Korea from a low safety into a high safety society.

Purpose: The purpose of this paper is to investigate US noncombatant evacuation operations (NEO) in South Korea and devise planning and management procedures that improve the efficiency of those missions. Design/methodology/approach: It formulates a time-staged network model of the South Korean noncombatant evacuation system as a mixed integer linear program to determine an optimal flow configuration that minimizes the time required to complete an evacuation. This solution considers the capacity and resource constraints of multiple transportation modes and effectively allocates the limited assets across a time-staged network to create a feasible evacuation plan. That solution is post-processed and a vehicle routing procedure then produces a high resolution schedule for each individual asset throughout the entire duration of the NEO. Findings: This work makes a clear improvement in the decision-making and resource allocation methodology currently used in a NEO on the Korea peninsula. It immediately provides previously unidentifiable information regarding the scope and requirements of a particular evacuation scenario and then produces an executable schedule for assets to facilitate mission accomplishment. Originality/value: The significance of this work is not relegated only to evacuation operations on the Korean peninsula; there are numerous other NEO and natural disaster related scenarios that can benefit from this approach.

This study is a starting point to analyze South Korean national innovation systems (KNIS) using big data and provide insights for policy makers regarding how they implement the dynamic process of innovation systems. It examines KNIS that has developed over the past 14 years from 2003 to 2016 during the governments of Roh Moo-hyun, Lee Myung-bak, and Park Geun-hye. The aim of this study is to evaluate the KNIS in three ways. The first way is to analyze the NIS of the three governments based on data of 470,000 national research and development (R&D) projects, following which the second way is to compare innovative outcomes of the three governments. The last way is to figure out the characteristics of the KNIS in innovative performance. Our analysis reveals that the KNIS was developed and evolved from 2003 to 2008, maintained until 2012, and gradually declined, even though national R&D investment increased for 14 years. Empirical evidence highlights that policies implemented for more than a decade do not effectively link to economic outcomes, resulting in an imbalance between innovation input and innovation output. This study further argues that the use of NIS concept in South Korea seems to be skewed towards measuring national performance from a narrower perspective.

Purpose The purpose of this paper is to explain why Singapore has succeeded in curbing corruption and to recommend three measures for enhancing South Korea’s anti-corruption strategy. Design/methodology/approach The paper compares the contextual differences between Singapore and South Korea before analysing Singapore’s effective anti-corruption strategy and identifying the weaknesses of South Korea’s anti-corruption strategy. Findings Singapore’s success in minimising corruption is the result of its government’s strong political will and the adequate budget, personnel and operational autonomy given to the Corrupt Practices Investigation Bureau to enable it to enforce the anti-corruption laws impartially. To improve South Korea’s anti-corruption strategy, the Korea Anti-Corruption Agency should be established and adequately staffed and funded to investigate corruption cases. Those found guilty of corruption offences should be punished according to the law, without suspending their jail sentences or being pardoned by the president. Finally, the existing public outreach anti-corruption programmes should be evaluated to identify their weaknesses and improve their effectiveness. Originality/value This paper recommends three measures for South Korean policy-makers to improve their anti-corruption strategy by learning from Singapore’s success.

With the unprecedented number of foreign-born population, South Korea has tried to reinvent itself as a multicultural society, but the intense multiculturalism efforts have focused exclusively on marriage immigrants. At the advent and height of South Korea’s eschewed multiculturalism, Elusive Belonging takes the readers to everyday lives of marriage immigrants in rural Korea where the projected image of a developed Korea which lured marriage immigrants and the gloomy reality of rural lives clashed. The intimate ethnographic account pays attention to emotional entanglements among Filipina wives, South Korean husbands, in-laws, and multicultural agents, with particular focus on such emotions as love, intimacy, anxiety, gratitude, and derision, which shape marriage immigrants’ fragmented citizenship and elusive sense of belonging to their new country. This investigation of the politics of belonging illuminates how marriage immigrants explore to mold a new identity in their new home, Korea.

Abstract. The black carbon (BC) and carbon monoxide (CO) emission ratios were estimated and compiled from long-term, harmonized observations of the ΔBC∕ΔCO ratios under conditions unaffected by wet deposition at four sites in East Asia, including two sites in South Korea (Baengnyeong and Gosan) and two sites in Japan (Noto and Fukuoka). Extended spatio-temporal coverage enabled estimation of the full seasonality and elucidation of the emission ratio in North Korea for the first time. The estimated ratios were used to validate the Regional Emission inventory in ASia (REAS) version 2.1 based on six study domains (“East China”, “North China”, “Northeast China”, South Korea, North Korea, and Japan). We found that the ΔBC∕ΔCO ratios from four sites converged into a narrow range (6.2–7.9 ng m−3 ppb−1), suggesting consistency in the results from independent observations and similarity in source profiles over the regions. The BC∕CO ratios from the REAS emission inventory (7.7 ng m−3 ppb−1 for East China – 23.2 ng m−3 ppb−1 for South Korea) were overestimated by factors of 1.1 for East China to 3.0 for South Korea, whereas the ratio for North Korea (3.7 ng m−3 ppb−1 from REAS) was underestimated by a factor of 2.0, most likely due to inaccurate emissions from the road transportation sector. Seasonal variation in the BC∕CO ratio from REAS was found to be the highest in winter (China and North Korea) or summer (South Korea and Japan), whereas the measured ΔBC∕ΔCO ratio was the highest in spring in all source regions, indicating the need for further characterization of the seasonality when creating a bottom-up emission inventory. At levels of administrative districts, overestimation in Seoul, the southwestern regions of South Korea, and Northeast China was noticeable, and underestimation was mainly observed in the western regions in North Korea, including Pyongyang. These diagnoses are useful for identifying regions where revisions in the inventory are necessary, providing guidance for the refinement of BC and CO emission rate estimates over East Asia.

This paper examines the emergence of business groups in Israel and South Korea. The paper questions how, in very different institutional contexts, similar economic organizations emerged. In contrast to the political, cultural and market perspectives, the comparative institutional analysis adopted in this research suggests that one factor alone could not explain the emergence of business groups. In Israel and South Korea, business groups emerged during the 1960s and 1970s, and there are common factors underlying their formation: state-society relations, the roles and beliefs of the elites, and the relative absence of multinational corporations in the economy. To a large extent, the chaebol are the result of an intended creation of the South Korean state, whereas the Israeli business groups are the outcome of state policies in the economic realm. In both countries, the state elite held a developmental ideology, did not rely on market forces for economic development, and had a desire for greater economic and military self-sufficiency. In addition, both states were recipients of large grants and loans from other countries, which made them less dependent on direct foreign investments. As a result, the emerging groups were protected from the intense competition of multinational corporations.

This article critically examines South Korea and China’s COVID-19 tracking apps by bridging surveillance studies with feminist technoscience’s understanding of the “politics of care”. Conducting critical readings of the apps and textual analysis of discursive materials, we demonstrate how the ideological, relational, and material practices of the apps strategically deployed “care” to normalize a particular form of pandemic technogovernance in these two countries. In the ideological dimension, media and state discourse utilized a combination of vilifying and nationalist rhetoric that framed one’s acquiescence to surveillance as a demonstration of national belonging. Meanwhile, the apps also performed ambivalent roles in facilitating essential care services and mobilizing self-tracking activities, which contributed to the manufacturing of pseudonormality in these societies. In the end, we argue that the Chinese and South Korean governments managed to frame their aggressive surveillance infrastructure during COVID-19 as a form of paternalistic care by finessing the blurred boundaries between care and control.
