The paper analyzes the experience of evaluation and organization of research project competitions through the prism of the „State Program 2020–2023” competition held in the Republic of Moldova. The advantages and disadvantages of the two major evaluation methods are highlighted: peer review and bibliometric evaluation, but also alternative ways of evaluating and selecting projects. Taking into account the shortcomings established in the process of organizing national competitions, the author proposes the organization of competitions for research projects in the Republic of Moldova through a combination of bibliometric evaluation and a lottery.

The purpose of this work is to create an automated system for recording the availability and use of natural resources in the Republic of Belarus. To achieve this goal, the following main tasks were solved: to conduct an analytical review of similar information systems, to highlight their advantages and disadvantages, to develop a new improved version of the system, taking into account previous experience of use, to test the received tool for assessing the environmental friendliness of nature-intensive production and technology. The article provides an analytical review of modern software tools for automation of accounting and rational use of natural resources. It is shown that their application is not possible for a qualitative solution of urgent problems in our country. Three versions of the automated system designed for collecting, storing, processing and presenting subject data on the availability and use of natural resources are consistently described. Comparative analysis with existing analogs is carried out. The distinctive features and advantages of the proposed solution are indicated. With the use of the developed system, the nature of projects in the State Program for Innovative Development of the Republic of Belarus for 20011–2015 was evaluated. The Ministry of Energy is pointed as the state customer of the most resource-intensive use projects and  technologies. Thus, it is shown that the proposed automated information system for recording the availability and use of natural resources makes it possible to collect, store, analyze and display the subject information, and is an actual basis for supporting the adoption of management decisions in the field of natural recourses management and environmental protection. The obtained results were used by the State Committee for Science and Technology for the evaluation of projects as part of the State Program of Innovative Development of the Republic of Belarus for 2011–2015 for the sake of natural recourses cost-effectiveness.

All earthquakes felt in 2015 on the territory of Moldova occurred outside its borders, in the Vrancea and Pre-Carpathian regions (Romania). In 2015, the population of Moldova felt 4 earthquakes: on January 19 and 24, on March 16 and 29. The article discusses in detail the three most powerful of them – January 24, March 16, and 29 with epicenters in the Vrancea mountain range. The January 24 earthquake with Mw=4.3 and hрР=89 km was felt in Romania and the Republic of Moldova, where it was observed with the intensity I=3 in Cahul and I=2 in Chisinau. The March 16 earthquake with Mw=4.3 and hрР=121 km was felt in the eastern and southern counties of Romania (8 settlements). It was observed on the territory of the Republic of Moldova with the intensity I=3 in Cahul and I=2–3 in Chisinau. The intensity in the epicenter did not exceed I=4. The March 29 earthquake with Mw=4.5 and hрР=144 km was felt in the eastern and southern counties of Romania (8 settlements). It was observed on the territory of the Republic of Moldova with intensity I=3–4 in Cahul and I=2–3 in Chisinau. Solutions of the focal mechanism based on data from various agencies are presented. All three earthquakes occurred under the influence of the prevailing near-horizontal compression stress. The study is carried out within the framework of the State program, Geoseism project, registration number 36/21.10.19А.

The paper presents the results of the study focused on the analysis of technologies used in the weaving of traditional carpets in their evolution, identifying their particularities of identity but also the influencing factors that determine them. The stages of preparation for weaving and weaving techniques are presented. The defining characteristics with implications on their technological solution were analyzed. The paper presents the results of the study within the State Program 20.8009.0807.17 „Education for revitalizing the national cultural heritage through the traditional technologies of processing used in the area of the Republic of Moldova, in the context of multiculturalism, diversity and European integration”.

The problems raised in the doctrine of constitutional law related to the implementation of a decision taken in a referendum in matters of particular importance to the state, as well as the generally marginal use of the institution of popular vote in the constitutional prac-tice, give rise to reflection on the introduction of the institution of a referendum law into the Polish constitutional system. In this article the author considers the advantages and disadvantages of such a solution, analyzing at the same time contemporary normative regulations concerning such acts in other countries. The research leads to the conclusion that despite the risks involved, the refer-endum law should appear in the Polish constitutional system in the future, as it would not only give a chance for a more complete reflection of the will of the collective subject of sovereignty without the necessity of its decoding by the parliament, but it could also be an impulse for the development of the referendum practice in the Republic of Poland. However, it is important to introduce proce-dural barriers that will prevent depreciation of this institution.

On 17.03.2020, the Parliament declared a state of emergency on the entire territory of the Republic of Moldova for the period March 17 - May 15, 2020. By the same Decision, the Parliament delegated the Commission for Exceptional Situations with the right to implement a series of measures to overcome the epidemiological situation in the country. However, in the conditions of a functioning Parliament and despite the clear and exhaustive texts of the Constitution, the Commission for Exceptional Situations amended during the state of emergency the Contravention Code, which is an organic law. The amendments specifically concerned the procedure and terms for examining infringement cases brought in connection with non-compliance with the measures adopted by the Commission for Exceptional Situations and the Extraordinary Commission for Public Health. In the conditions in which an organic law can be modified only by the Parliament, it is obvious the unconstitutionality, at least partial, of the Disposition no. 4 of 24.03.2020 of the Commission for Exceptional Situations, but unfortunately, the Constitutional Court is not mandated with the right to submit to constitutional review the normative acts adopted by the Commission for Exceptional Situations. Under these conditions, the state is obliged to identify solutions in order not to allow an authority to adopt unconstitutional normative acts that cannot be subject to constitutional review.

The financial sector of the Republic of Moldova belongs to the developing ones and is characterized by a higher level of risk and, therefore, a higher likelihood of a systemic crisis. Globalization and development of advanced information technologies not only create great opportunities for rapid economic development, but also pose serious security threats to the economic development of states, especially in a developing economy. In these conditions, the issue of ensuring the financial stability of the state is becoming increasingly relevant. The state of the financial and foreign exchange market represents one of the most important aspects of the financial security of the state. This study has been developed as part of the scientific project 15.817.06.02A "Development of tools for measuring the financial stability of the state". The study analyzes various macrofinancial risk management tools. The purpose of this study was to calculate the pressure index on the foreign exchange market of both the Republic of Moldova and the main partner countries in terms of international trade. The results of related studies conducted by the authors of this work, which revealed that stability indicators in the foreign exchange market are associated with foreign trade risks served as an argument for the authors of the work to calculate the pressure index on the currency market of Romania and the Russian Federation for comparison with the indicators of the Republic of Moldova. Methods used in research include theoretical and comparative approaches, descriptive statistics and econometric models. The results of the research showed that international trade and the foreign exchange market are interdependent. The first can be considered a channel for transmitting the currency crisis, since demand increases with increasing imports, and this leads to increased pressure on the foreign exchange market. Increased exports reduce pressure on the foreign exchange market. But the greatest impact on the foreign exchange market in the Republic of Moldova is made by remittances from abroad, which are directly correlated with the dynamics of labor exports. At the same time, it was concluded that at present, due to macroprudential regulation, there are no linear dependencies in financial markets and, therefore, there are no correlations, but only the interdependence of variables.
