The purpose of this paper is to analyse and situate the changing discourses of social (in)justice in the context of political transition and restructuring process that Nepal has gone through since 2006. This paper discusses the origin and development of the discourse and analyses how its meaning has changed over time. As the paper argues, the earlier discourses of social justice in Nepal can be linked to the Hindu and Buddhist notion of dharma and various other ethnic cultural traditions. After Janandolan-I in 1990, the policy and practice of social justice began to be equated with the principle of equality, which was based on the assumptions of sameness. After Janandolan-II in 2006, the public conception of social justice has shifted towards a more vocal emphasis on social equity, inclusiveness, proportionate representation and participatory decision-making. The article provides empirical manifestations of social injustices in Nepal, linking them with various discourses and traditions of justice in the early and modern historical, socio-cultural and political contexts. It is hoped that a thorough understanding of historical shifting of public conceptions of social (in)justice in Nepal will be useful in guiding the country’s future public policies towards inclusive restructuring and equitable development.

The objective of this chapter is to trace and present the main characteristics of the public policy system in Spain, incorporating policy change over time, as well as the policy style that has characterized its different stages. The transition between Francoism and democracy generated significant continuities and discontinuities both in the decision-making processes and in the actors’ system. The full incorporation into the European Union also involved significant changes in content, processes and networks. Finally, the impacts of the 2007 crisis and the effects of globalization and technological change also generated significant disruptions that will also be incorporated. The chapter will distinguish the conceptual, substantive, and operational aspects of the public policy system in Spain, as well as the main elements of the multilevel government. This aspect is especially complex in the Spanish case, given the combination of Europeanization of policies and the very remarkable regional decentralization generated by 1980.

Modern conceptions of science literacy include knowledge of science facts; a grasp of scientific methods, norms, and practices; awareness of current discoveries and controversies involving science and refinement of the ability to comprehend and evaluate their implications; the capability to assess the priorities and actions of scientific institutions; and the capacity to engage in civic discourse and decision-making with regard to specific issues involving science. Advocates of increased science literacy maintain that widespread public understanding of science benefits individuals, culture, society, the economy, the nation, democracy, and science itself. This chapter argues that the relatively crude measures currently employed to assess science literacy are insufficient to demonstrate these outcomes. It is difficult to know whether these benefits are real and are independent of greater levels of education. Existing measures should be supplanted by multidimensional scales that are parsimonious, easy to administer, reliable, and valid over time and across cultures.

Parliament fulfils functions that are long-standing, but its relationship to government has changed over time. It has been criticized for weakness in scrutinizing legislation, holding government to account, and voicing the concerns of the people. Despite changes in both Houses in the twentieth century, the criticisms have persisted and in some areas Parliament has seen a constriction in its scope for decision-making. The twenty-first century has seen significant steps that have strengthened both Houses in carrying out their functions, the House of Commons in particular acquiring new powers. Members of both Houses have proved willing to challenge government. It remains a policy-influencing legislature, but a stronger one than in the preceding century. While strengthening its position in relation to the executive, it has faced major challenges in its relationship to the public. It has seen a greater openness in contact with citizens, but has had to contend with popular dissatisfaction and declining levels of trust.

Abstract This article presents current debates regarding the presence of young people in the public domain. There is a wealth of discussion and perplexity regarding how young people choose to get active in the public domain that originates from the distinct use of the term political in academic and policy debates. This article will proceed in the following way: it will summarise the main tenets of the Decline discourse, it will present how the Personalisation discourse draw our attention to alternative ways of involvement, it will discuss how Context focused discourses highlight how participatory decision making relates to the ways young people conceptualise their daily lived experience, and concludes arguing that youth participation can be better understood when it is contextualised within everyday lived experience.

AbstractHealth technology assessment (HTA) has assumed an increasing role in health systems in recent years, with many countries establishing agencies or programmes to evaluate health technology and other interventions to inform policy decisions and clinical practice. This paper reflects upon its development and evolution in Europe over the last decade, with a focus on England, France, Germany and Sweden. In particular, we explore how HTA has evolved over time as well as its impact on policy and practice. While countries share many of the same objectives, there are differences in the way HTA agencies and programmes are organised, operate, and influence decision making. Despite these differences, all systems are faced with opportunities and challenges related to stakeholder involvement and acceptance, the suitability and transparency of assessment requirements and methods, balancing evidence and values in decision making, and demonstrating impact.

AbstractThis article analyses critically the applicability of current theories of welfare state retrenchment to the 2004 public pension reform in Mexico, with the 1995 reform acting as a complementary case. In particular, this article contributes to the literature by analysing the reasons for which a potentially unpopular reform was successfully enacted. Available evidence suggests that – contrary to the existing literature's assertions – Mexican politicians responsible for the 2004 reform sought credit for these changes, rather than to avoid blame. Also, by presenting the reform as necessary to enhance socioeconomic equality, politicians were able to gather substantial popular support and defeat labour unions opposing this pension restructuring process. Hence, we propose that by framing the public debate as a matter of social justice, promoters of pension reform increased significantly popular support for the retrenchment of important benefits from a core group of civil servants, and successfully pressured Congress to promulgate this reform. We suggest that this created a reform path that will facilitate future efforts at reforming the remaining public pension schemes in Mexico.

This paper concerns an analysis regarding the performance of X-ray equipment as well as the radiological safety in veterinary facilities. Data were collected from 380 X-ray veterinary facilities countrywide during the on-site regulatory inspections carried out by the Greek Atomic Energy Commission. The analysis of the results shows that the majority of the veterinary radiographic systems perform within the acceptable limits; moreover, the design and shielding of X-ray rooms as well as the applied procedures ensure a high level of radiological safety for the practitioners, operators and the members of the public. An issue that requires specific attention in the optimization process for the proper implementation of veterinary radiology practices in terms of radiological safety is the continuous training of the personnel. The above findings and the regulatory experience gained were valuable decision-making elements regarding the type of the regulatory control of veterinary radiology practices in the new radiation protection framework.

Youth Arts and Awareness (RIU) is an organization that promotes youth engagement, expression, and empowerment through the use of performance and literary arts and social justice activism. We envision a world where youth are fully recognized, valued, and supported as artist-activists and emerging thought leaders, working to create a world that is just, intersectional, and inclusive. Two fundamental tenets shape RIU’s policies, practices, and pedagogy. The first is that creative self-expression and culture making are powerful tools for personal and social transformation. The second is that social justice is truly possible only if and when we are willing to have transparent and authentic conversations about the oppression children experience at the hands of the adults in their lives. We are committed to amplifying youth voices and leadership and building cross-generational solidarity among people of all ages, particularly those impacted by marginalization. Though RIU is focused on and driven by the youth, a large part of our work includes helping adult family members, educators, and community leaders understand the ways in which systemic oppression shapes our perceptions of and interactions with the young people in our homes, neighborhoods, institutions, and decision-making bodies.
