The socio-economic impact is part of the benchmark for measuring the success of regional development in various sectors, especially tourism in Indonesia. During the Covid 19 pandemic, the tourism sector in Bintan Regency has decreased so that it has an impact on the life and welfare of the community. The purpose of this study is to analyze the socio-economic impacts of the tourism sector in the Bintan Regency before COVID 19 and after the COVID-19 pandemic. The research method used is qualitative with a case study approach and a literature approach which will later be analyzed in depth. The results showed that the socio-economy in the tourism sector during the COVID-19 pandemic in Bintan Regency affected people's living conditions to meet their daily needs and did not prioritize profit. Apart from that, the socio-economy also affects the lifestyle of people who must have the initiative to survive. Other findings need strengthening of stakeholders and new socio-economic needs by preparing the quality of human resources to revive the tourism sector in Bintan Regency.

“Bela Beli Kulonprogo” policy has have come a spirit for entrepreneurship of home industry in Ngentakrejo Village particularly by industry of Batik Sinar Abadi.  This spirit is considering for researcher to proved what has used criteria to improved quality of product. For that, this article aims to increase quality of human resources by Sinar Abadi Batik of industry. We conducted a case study approach, the data in this research was collected through interview and field observation process. This context has occurred by Batik Sinar Abadi that implemented new role of the quality product of increase it. Before production of promoted in the market, Sinar Abadi Batik of industry has conducted empleyment criteria to accepted. After that, an employee was given to supporting work harder until synchronous productivity with the company vision.  For achievers employment, they are giving reward in the form of money who is supported workers harder by labor. One side, the author was founded new role based on before and after improving human resources. On the other side, the quality of improving those human resources has have given positive impact and increasingly to promotion for region until it shall be branding of village.Kebijakan “Beli Beli Kulonprogo” menjadi spirit para pengelola home industri. Terutama industri Batik Sinar Abadi Desa Ngentakrejo. Spirit ini menyita perhatian peneliti untuk membuktikan kriteria apa saja yang digunakan untuk meningkatkan kualitas produksi tersebut. Untuk itu, artikel ini membahas mengenai peningkatan kualitas sumber daya manusia oleh Industri Sinar Abadi Batik. Dengan menerapkan case study approach, data-data dalam riset ini dikumpulkan melalui proses wawancara dan obervasi lapangan. Oleh karena corak penelitian bersifat narasi deskriptif, peneliti menemukan sebuah kebaruan pada paper ini. Konteks semacam ini terjadi karena industri Batik Sinar Abadi di Desa Ngentakrejo menerapkan pola baru dalam meningkatkan kualitas produknya. Sebelum hasil produksi dipasarkan, industri Sinar Abadi Batik melakukan kegiatan seleksi karyawan. Setelah itu, karyawan yang diterima dilatih (training) disesuaikan dengan job descriptions. Jika sudah mahir, karyawan diberikan support lain untuk terus bekerja lebih giat, sehingga sesuai dengan harapan perusahaan. Bagi karyawan yang berprestasi, mereka diberikan reward berupa uang lembur yang mendorong pembatik lebih baik dalam bekerja. Di satu sisi, penulis menemukan pola perubahan berdasarkan pra dan pasca adanya peningkatan sumber daya manusia. Di sisi lain, peningkatan kualitas sumber daya manusia tersebut memberikan kontribusi positif dan promosi daerah sehingga menjadi branding desa.

This article aims to determine the background and objectives of provincial government policies in improving the quality of Madrasah Diniyah teachers in East Java, Indonesia. The management of Islamic Education institutions is the authority and responsibility of the Ministry of Religion, however, the East Java provincial government has a moral responsibility to participate in developing Islamic education institutions, namely Madrasah Diniyah through policies to improve the quality of Madrasah diniyah teachers. This research method uses qualitative research with a case study approach and research design using descriptive-analytic. The research findings are: 1) The reality of Diniyah Madrasah teachers in East Java, there are still many who have not met the qualifications as mandated in the Teacher and Lecturer Law. 2) The Provincial Government of East Java made a policy to improve the quality of madrasah diniyah teachers due to social and political factors.

This study discuss about the strategy of National Archives on improving the quality of archival services. The main problems of this study are how the strategy of Sub-Directorate of Archives Services on improving the quality services and what the factor that can influence the quality services. This study aimed to describe the services’ strategy that is undertook by National Archives of The Republic of Indonesia. This research’s method is qualitative-descriptive through a case-study approach. The conclusion of this research shows, are: Develop of human resources through the delegation to enroll some education and training, ISO 9001:2008 certification about Management Quality’s System, integrated static archives services’ innovation, usage of technology, synergy of institutions, service of static archiving usage facilitated, and efficiency of archive services time’s period. The factors that influence the improvement of quality services are human resources, tools and infrastructures, and the availability of the archive.

A creative economy is based on people’s use of their creative imagination to increase an idea’s value. Howkins’ creativity-based model includes all kinds of creativity, whether expressed in art or innovation. The narrower culture-based models concentrate on arts, design and media and are normally restricted to nominated industries. The problem in this research is how the concept of creative economic development, as well as forms of tourist development policies capable of stimulating the economy and incomes in Sambas district? The method used in this research is the case study approach using SWOT analysis on a matrix approach. Results from this study that the development of the creative economy in Sambas district is to improve the quality of human resources in particular culture-based creative industries such as weaving craft that emerged from the group of small and medium industries, with has a unique and sale value.

The tourism sector is considered as a stimulant of regional economic activity. However, innovative strategies are needed in developing existing local potential. The purpose of this research is to contribute ideas in solving the problem of the lack of community welfare in Tetandara Village, Rukun Lima, Paupanda. Some of the problems include: limited infrastructure to support tourism, poor quality of human resources, poverty, and the majority of the population living in slums. This research uses a qualitative method with a case study approach. The source of the data obtained through interviews and Focus Group Discussions. Based on the results of research in three study locations the need for tourism development while still paying attention to aspects of attraction, accessibility, convenience, and ancillary. The three study locations have similarities in terms of geography and the main economic activities that are in the coastal area and fishermen are the dominant livelihoods. On the one hand, the main problem lies in poverty with minimal income. The concept of development innovation is fishing village tourism that not only looks at physical development but also pays attention to its non-physical aspects, such as local institutions that are closely related to human resources. Required the formation of Pokdarwis institutions that must work together with cooperatives and BUMDesa as a form of support for the sustainability of tourism

The aim of this study is to analyze the implementation of performance-based budgeting in achieving minimum service standards (MSS) based on the mechanisms of performance-based budgeting, constraints the obstacles, strategies, and evaluation towards the achievement of MSS. The research method employed in this study was qualitative method with case study approach. The research was conducted to 7 respondents, the respondents were directly involved in performance based budgeting minimum service standar. The study found that the implementation of performance-based budgeting to achieve MSS refers to the regulation as outlined in the Medium Term Development Plan, the Strategy Plan, and Work Plan. There were some obstacles and challenges faced in achieving MSS i.e. limited human resources due to the lack of understanding of about Indicators of MSS, limited budget, and weak evaluation towards the implementation of the program. The strategies used to achieve MSS was taken by drawing the descriptions the progress of target achievement, identifying of needs analysis, determining achievement targets, organizingprograms and activities, determining budget requirements, and conducting monitoring and evaluation. The evaluation of the results of MSS achievement can be done at the stage of the planning, implementation, and post-implementation of the activities. It is recommendent that the local government should improve the quality of human resources by providing a training, allocating adequate budget and evaluating the achievement the MSS, as well as having goals, strategies, and targets in order to achieve MSS.Keywords: Implementation, Performance Based Budgeting, Minimum Service StandardsAbstrakPenelitian ini bertujuan untuk menganalisis implementasi penganggaran berbasis kinerja dalam mencapai Standar Pelayanan Minimal (SPM) dilihat dari mekanisme penyusunan anggaran berbasis kinerja, kendala dan hambatan dalam pencapaian SPM, strategi dalam pencapaian SPM, dan evaluasi capaian SPM. Metode yang digunakan dalam penelitian ini adalah metode  kualitatif dengan pendekatan studi kasus. Penelitian ini dilakukan terhadap 7 responden yang terlibat langsung dalam penyusunan anggaran berbasis kinerja dalam pencapaian Standar Pelayanan Minimla. Hasil penelitian menunjukkan bahwa pelaksanaan penganggaran berbasis kinerja dalam pencapaian SPM mengacu pada peraturan perundang-undangan yang dituangkan dalam RPJMD,Rencana Strategis dan Rencana Kerja. Kendala dan tantangan dalam pencapaian SPM yaitu Sumber Daya Manusia (SDM) yang kurang memahami tentang indikator capaian SPM dan penyusunan anggaran berbasis kinerja, anggaran yang kurang dan pelaksanaan evaluasi yang rendah. Strategi yang dilakukan untuk pencapaian SPM adalah melakukan diskripsi kondisi capaian SPM, melakukan identifikasi analisa kebutuhan, penentuan target capaian SPM,penyusunan program dan kegiatan, penyusunan kebutuhan anggaran, dan melakukan monitoring dan evaluasi. Evaluasi hasil pencapaian SPM dapat dilakukan pada tahap perencanaan, pelaksanaan, dan pasca pelaksanaan kegiatan. Direkomendasikan kepada pemerintah daerah untuk dapat meningkatkan kualitas SDM melalui pelatihan, menyedikan anggaran yang cukup dan melakukan  evaluasi dalam pencapaian SPM serta mempunyai sasaran, strategi dan target dalam pencapaian SPM.Kata kunci: Impelementasi , Penganggaran Berbasis Kinerja, Standar Pelayanan Minimal

The purpose of this study was to analyze intercultural communication between Japanese and Indonesian employees at PT. Tokyu Land Indonesia. This research was also to analyze barriers which occurred in intercultural communication between them, and how to overcome these barriers. The method used in this study was a qualitative research method with a case study approach. Data collection was carried out by using an in-depth interview with 3 Japanese and 3 Indonesian employees, observation, and relevant previous research articles, and research-related documents. This research used the intercultural communication model of William B. Gudykunst and Young Yun Kim, intercultural communication concepts from Edward T. Hall, such as proxemics (the concept of distance), chronemics (the concept of time), high context and low context communication, individualism and collectivism, stereotypes. The results of the study showed that intercultural communication between Japanese and Indonesian employees at PT. Tokyu Land Indonesia is relatively good. Obstacles that occurred in intercultural communication are due to problems of differences and understanding of language, habits, respect for time (Japanese monochronic while Indonesia is polychronic), and the existence of stereotypes from each nation. To overcome these obstacles, they have to learn more about Japanese culture for Indonesian employees, and Indonesian culture for Japanese employees, openness to confirm understanding of the message delivered, mutual respect, and forgiveness each other if a misunderstanding occurs.

This study aims to analyze and understand the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources. This research uses a qualitative case study approach. The data collection technique is done through interviews, observation, and documentation. Data analysis is done through data presentation, data reduction, and concluding. The results showed that the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources was through the Subject Teacher Consultation (MGMP) activities which were carried out periodically by the existing schedule, involving teachers in seminars on learning methods that creative, innovative and fun, holding independent training in schools by inviting resource persons who are experts in the field, and programmed supervision carried out by school principals to employees regarding the achievement of planned educational goals.
