The quick development of information and communication technologies has made the countries using these technologies a step forward in the global competition. Thanks to the contributions of the public, private sector and non-governmental organizations all over the world since the beginning of the 1990s, there has been considerable progress in reaching the information society. The age we live in is called the information age. In this society where knowledge becomes power, a lot is expected from individuals. There is a need for individuals who can reach the information themselves, question the information they obtain, use them in line with their needs, and have the ability to think scientifically. In this study, analysis of written documents was used. In this respect, the analysis of written documents and documents is an information gathering method used in the qualitative research to support the information obtained both on its own and the interview and observation.

Following an initial euphoria about the power of the information superhighway to provide better access to information and wealth for all, what we have experienced in reality instead is that information and communication technologies have created further inequalities at individual, business, national and international level. To ease the effects of this “digital divide,” policy makers have taken up the role of change agencies, influencing the public in using innovative information technologies. This chapter focuses on the role of these change agencies for technology diffusion and the elimination of the digital divide. It is argued that examining the interest of change agencies and the other stakeholders involved in the diffusion process from a normative perspective can help in the preparation of effective information technology diffusion policies.

There is great interest to use artificial intelligence (AI) technologies to improve government processes and public services. However, the adoption of technologies has often been challenging for public administrations. In this article, the adoption of AI in governmental organizations has been researched as a form of information and communication technologies (ICT)–enabled governance innovation in the public sector. Based on findings from three cases of AI adoption in public sector organizations, this article shows strong similarities between the antecedents identified in previous academic literature and the factors contributing to the use of AI in government. The adoption of AI in government does not solely rely on having high-quality data but is facilitated by numerous environmental, organizational, and other factors that are strictly intertwined among each other. To address the specific nature of AI in government and the complexity of its adoption in the public sector, we thus propose a framework to provide a comprehensive overview of the key factors contributing to the successful adoption of AI systems, going beyond the narrow focus on data, processing power, and algorithm development often highlighted in the mainstream AI literature and policy discourse.

In this new age, the Internet, the network of networks connected by a complex array of electronic, wireless, and optical technologies extending from the private to the public sector, and from academic to business and governmental organizations, is starting to have increasingly broad social implications, besides the technical ones. Nevertheless, as women and men enter and progress differently into employment and occupations, not all humankind benefits equally from Information and Communication Technologies (ICTs). In this paper, the author addresses the question of whether women have equal rights and opportunities to access and use ICTs. In this article, the author strengthens the idea that in this changing era, new ICTs represent a cardinal instrument for social transformation, enabling and empowering women to become controllers of information.

<p>The development of Information and Communication Technologies (ICTs) has brought many fundamental changes in the political practices. One of the main essential aspects of ICTs is internet. This internet plays an important role in developing the information age. Therefore, the information age contributes to the way in which we effectively and efficiently create and consume the information. In this research, we focus to see the role of technology that drives to the practice of netpolitik by both the public and political actors in Indonesia. Netpolitik itself is the combination between internet and politic. Then, we analyze how netpolitik is influencing and changing the political situation in Indonesia during the recent time. Then, we put several aspects in order to see the effects driven by the netpolitik. Finally, we conclude the research by a finding stating that the netpolitik has done a political transformation in Indonesia and it becomes a core engine in determining the behaviour of political actor and audiences.</p><p><strong><em>Keywords:</em></strong><em> Internet, Netpolitik, Public, Political Actors, ICTs, Digital Era, Transformation, and Indonesia</em></p>

The article analyzes the effectiveness of the development of digitalization processes in the socio-economic sphere of the Russian Federation and its territorial entities. Based on the information arrays of the Federal statistical observation on the use of information technologies and information and telecommunications networks by the population, the level of use of information and communication technologies by the population of the Russian Federation in everyday life is studied. In order to deepen the analysis, the authors produced a ranking of regions of southern Federal district by key indicators, characterizing the use information and communication technologies in 2019 by its population, allowing to allocate and justify the leading factors in the development of the information society and the intensification of the processes of digitalization of economy and social sphere of regions. The authors formulated a number of recommendations for the further development of the information society in the Russian Federation and its territorial entities.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.

Social technologies are slowly occupying the central place of available and emerging solution for a variety of socio-economic problems. Although not a panacea, it cannot be overemphasized that social technologies have an influence on the social effects of humans, social groups, hierarchical social structures (such as public administrations, local authorities, non-governmental organizations, etc.), and behaviour. Of late, there has been an escalation in the use of social technologies in the legal fraternity. The Lithuanian government has started putting in place interventions that promote the utilization of social technologies into legal administrative processes. This came after the realization that Lithuanian citizens have the right to full and truthful information about administrative law and administrative processes. Using extensive literature reviews, this chapter probes the key success factors that need to be considered in the successful utilization of social technologies in legal administrative processes. The chapter posits that within the e-Government realm, the opportunities to be amassed from the use of Information and Communication Technologies are immense.
