When we talk about Meskhetian/Ahiskaian Turks, it is perceived that the Turkish community with a population of approximately 200 thousand existed in the Meskhetian/Samtskhe-Javakheti region of Georgia, who was exiled from their ancestral lands to the Central Asian countries in 1944 by the Soviet government. Due to its settled position, Ahiskaian Turkishness has been a gateway between Anatolia and the Caucasus, in other words, between the regions and civilizations, as well as the unifying bridge of Anatolian and Azerbaijani Turks. After the exile, this position expanded further, and it also assumed the role of the cultural carrier of Central Asia, Anatolia, and Azerbaijan. Today about 150 thousand Meskhetian Turks live in Kazakhstan, 100 thousand in Turkey, 100 thousand in Azerbaijan, 100 thousand in the Russian Federation, 50 thousand in Kyrgyzstan, 15 thousand in Uzbekistan, 10 thousand in the United States, 10 thousand live in Ukraine and 1,500 in Georgia. As they live in different countries, Meskhetian Turks are defined as a trans-national community. It is known that Meskhetian Turks have a rich cultural heritage. The modern type of schooling process of this community has an important historical background. In the presented article, the schools that operated before the Turks' 1944 evacuation from the historical Meskhet-Javakheti region in south-west Georgia are investigated. At the end of the 19th century, the new type of credit schools gave education in the Turkish language and opened in the villages of the Turks inhabited by the Turks in the Akhaltsikhe District in the province of Tiflis in Tsarist Russia, is being studied. In this context, the activity history of the primary schools established in the villages of Atsquri and Okam in 1881, Khertvisi in 1885, Adigeni in 1895, Oshora, Tsnisi, and Varkhani in 1897, the content of education in these schools, the contributions of reformist teachers who lit the light of enlightenment in the Akhaltsikhe cultural region, information specific to students is presented. The study's subjective sources and materials are mainly related materials in the Central Historical Archives of the National Archive of Georgia in Tbilisi.

This article describes the history of Sultan Muhammad Pahlavi which lived in the 19th century. In particular, archival documents show us his migration from Central Asia to Ottoman Turkey and his activities in some regions there. New finding of archival documents about Sultan Muhammad refer to him as the «Prince of Tashkent», that is «Khanzada» and indicate that he was a descendant of Yunus Khan (1416–1487), who ruled in Tashkent (1485–1487). The article analyzes the documents of Sultan Muhammad’s arrival from Ottoman Turkey to his native Central Asian cities. It was concluded that most of the archival documents found in his possession were related to his activities in Turkey.

Even before its hundredth year anniversary on 16 May 2016, the Sykes-Picot agreement had become a widely cited historical analogy both in the region itself and in Europe and the United States. In the Middle East, it is frequently deployed as an infamous example of European imperial betrayal and Western attempts more generally to keep the region divided, in conflict, and easy to dominate. In Europe and the United States, however, its role as a historical analogy is more complex—a shorthand for understanding the Middle East as irrevocably divided into mutually hostile sects and clans, destined to be mired in conflict until another external intervention imposes a new, more authentic, set of political units on the region to replace the postcolonial states left in the wake of WWI. What is notable about both these uses of the Sykes-Picot agreement is that they fundamentally misread, and thus overstate, its historical significance. The agreement reached by the British diplomat Mark Sykes and his French counterpart, François Georges-Picot, in May 1916, quickly became irrelevant as the realities on the ground in the Middle East, U.S. intervention into the war, a resurgent Turkey and the comparative weakness of the French and British states transformed international relations at the end of the First World War. Against this historical background, explaining the contemporary power of the narrative surrounding the use of the Sykes-Picot agreement becomes more intellectually interesting than its minor role in the history of European imperial interventions in the Middle East.

Abstract The generally accepted belief about the rule prohibiting recourse to legislative history as an aid to statutory interpretation is that it began in the case of Millar v.Taylor in 1769, and it was followed thereafter in England and throughout the United States through to the 20th century. However, all four judges on the panel in Millar v.Taylor considered evidence from the Journal of the House of Commons and changes made to the relevant bill in their opinions. Meanwhile, the case was widely cited for several substantive and procedural matters throughout the 19th century, but it was not cited by a judge as a precedent for the rule against legislative history until 1887. A careful examination of the relevant cases and secondary literature from the 18th and 19th centuries reveals a much more nuanced and complex history to the rule. Its emergence becomes less clear because it is shrouded in judicial silence. Its beginnings must be inferred from a general and often unarticulated principle that lawyers felt free to disregard. Furthermore, the development, refinement, and decline of the rule followed a different timeline in England, the US federal courts and the state courts.

<p><strong>Abstract.</strong> Fire insurance maps produced by the American firm the Sanborn Map Company have long served as cartographic guides to understanding the history of urban America. Primarily used by cultural and historical geographers, historians, historic preservationists, and environmental consultants; historians of cartography have little explored the history of this company. While this scholarship has addressed various facets of Sanborn’s history (Ristow, 1968), no scholarly piece has explored the lived experience of being a Sanborn surveyor. This lack of scholarship comes not from any significant oversight but rather from the fact that the contributions of most Sanborn surveyors were anonymous and little recorded on the maps themselves. Moreover, the company itself has done little to save its own history, thus little is known of their individual stories and experiences. The exception to this is perhaps the most famous Sanborn surveyor of all: Daniel Carter Beard.</p><p>Over the course of his nine-decade life, Daniel Carter Beard held several prominent positions including the co-founder of the Boy Scouts of America and the lead illustrator for many of Mark Twain’s novels. However, he got his start as a surveyor for the Sanborn Map Company in the 1870s, just a few years after its founding. His papers, housed at the Manuscript Division of the Library of Congress, includes a variety of ephemera from his time with the Sanborn Map Company.</p><p>Trained in civil engineering, Beard got his start as a surveyor for the Cincinnati (Ohio) Office of Platting Commission, creating the first official plat map for the city. He was hired by Sanborn in 1874 and served as a surveyor until 1878, traveling extensively over the eastern half of the United States, parlaying his skills into creating fire insurance maps for Sanborn. Thus, this paper speaks to two main themes. The first theme traces the route of Beard during his early years with the company across the eastern half of the United States, documenting both the places he visited and the challenges he faced as a Sanborn surveyor. The second theme, interwoven through the paper, is an analysis of the innerworkings of Sanborn’s administrative structure and its relationship with the larger fire insurance market during the 1870s. Altogether, these documents present unique insight into the organization of the Sanborn Map Company and how it produced its maps during the second-half of the 19th century.</p>

This paper explores the opening of a discursive space within the etiquette literature in the United States during the 19th century and how women used this space as a vehicle of empowerment. It identifies two major strategies of empowerment. First, the use or appropriation of existing discourses that can help redefine the “other” within an hegemonic space. Second, and more importantly, the transformation of that space in shifting the lines by which differentiation is produced to begin with. Admittedly, these strategies are neither unique nor the most important in the history of women's empowerment. But this paper argues that the new discourses formulated by women helped forge a new space within which women ceased being the “other,” and helped give body to a concept of womanhood as defined by a group of women, regardless of how idiosyncratic that group might have been.

This chapter traces the history of philanthropy and shows the extent to which it is woven into the very fabric of the American entrepreneurial experiment. In order to understand philanthropy as a viable system for recycling wealth and creating opportunity, it is worth probing the dynamics that have sustained philanthropic giving and the conditions under which it has prospered and wavered. After providing a historical background on philanthropy in the United States, the chapter considers the Giving Pledge, an idea put forth by Bill Gates and Warren Buffett that commits billionaires to give away one-half of their wealth in their lifetimes. It then looks at the origins of American generosity, along with volunteerism, associations, and self-reliance. It also discusses mass philanthropy, the welfare state and the persistence of philanthropy, political philanthropy, and the rationale behind philanthropy and charity.

This chapter describes the system of opportunity creation in the United States, which has been a series of inventions and reinventions of the means by which opportunity has been provided. It begins with a historical background on efforts to suppress opportunity—or at least keep a monopoly hold on it—particularly in Britain. It then considers how opportunity has been embedded in American-style capitalism in two fundamental ways. The first is by equipping individuals with the skills they need to participate in capitalism; the second relates to the functioning of innovation and markets, and to the ability of new industries, firms, and jobs to challenge the status quo—namely, creative destruction. It also highlights the fundamental tension between wealth creation and maintaining economic opportunity. The chapter concludes with a discussion of the role played by schools and education reformers in the history of opportunity and opportunity creation in America.

This article is dedicated to discussing the implementation of the descriptive geometry, i.e. the scientific novelty from the end of the 18th century, in secondary school education on the Polish territories in the 19th century. At that time, Polish lands were under the occupation of three empires: Prussia, Austria, and Russia. Over the time, the policy of the partition empires toward the Poles was changing in intensity. As a consequence, in the 19th century, there were schools on the Polish territories with Polish, Prussian, Austrian and Russian curricula and relevant lecture languages. The article analyses the implementation of descriptive geometry into teaching mathematics in schools located in all three partitions. Foreign travelers arrived in large numbers in Mexico, especially after Mexican War of Independence, to see the country and access its commercial potential. Each of them talked about the Valley of Mexico, its richness and human diversity. The way these travelers wrote about their “gazes” over this valley—in particular Fanny Calderón de la Barca—is key to understanding the politics of their trips. After their initial viewing, foreign travelers described the Mexican social and political situation as ripe for exploitation and improvement. Despite the fact that these travel accounts consider only an arbitrary section of the Mexican reality, affected by the bias and life history of each writer, they offer valuable material in their portrayal of Mexican society at that time. Hernán Cortés and Alexander von Humboldt’s views of the Mexican Valley were highly influential for the subsequent foreign travelers who went to Mexico during the 19th century, mainly from the United Kingdom, central Europe, and the United States. The work of Fanny Calderón de la Barca, and her gaze as it falls upon the Valley of Mexico, reflect the politics of mid-19th-century Mexico.
