Public lands in Alberta are managed under the principle of multiple use. The two case-studies considered highlight the current and likely future impacts of this policy on forestry and other ecological values as development pressures continue to increase. Ultimately, sustainable forestry management in Alberta should not be about forestry policy alone, but a much broader land-use framework that embodies the principle of "envision–do–check–adapt." 1. The public right to use and enjoy its forest- and lakeland must be protected.2. Specially developed areas to provide for wild-land recreational use is necessary to enable people to participate in outdoor experiences. An expanding provincial parks system is fundamental to this.3. Multiple-use of public lands, including parks, is fundamental to a full land use concept. A waste of a resource is contrary to the public interest.4. There should always be a practice of reserving public lands for park purposes, incorporating the multiple-use concept, in order to avoid a possible development that is not compatible with the main potentials of the land.5. The recreational resource in forest areas is very real and must be part of a land use plan in which timber production and recreation, being renewable resources, should be reconciled and each developed to provide the maximum public value.

The main question this article seeks to address is how the Bureau of Land Management’s (BLM) bureaucratic autonomy is affected by deep ideological divides over public lands management policy. Daniel Carpenter’s theory of bureaucratic autonomy serves to provide the definition and method for evaluating the research question. The case study identifies that the bureaucratic autonomy afforded the BLM is intrinsically bound to interest group politics. There exists little room for initiative not supported by specific interests. Actions required by the multiple use mandate, but not supported by interests, will be suppressed. But, of greater interest in understanding the BLM, once support shifts for an initiative, all previous action is undone or at least mitigated to a point of inconsequence. Hence, limited bureaucratic autonomy is afforded either way, as the multiple use requirement will not satisfy all parties and does not allow the BLM to ignore other potential uses of the public lands.

Ecosystem management may extend multiple use management, where economists identify and value a complex mix of ecosystem outputs. The dominant theme in conservation biology favors “safe minimum standard” (SMS) constraints on ecosystem attributes, which respond to complex and purely uncertain ecological knowledge and lead economists toward valuation questions that identify “tolerable” constraints. A hierarchical SMS constraint raises substitution possibilities among ecosystem-level components. Economists may identify unavoidable resource tradeoffs, such as in allocating land among elements of a reserve network, particularly when ecological wealth differs among geographically dispersed human communities. Economic and ecological ironies obfuscate intuitive contributions to ecosystem management policy.

In the years since 2000, the authorities in charge of forests in canton Vaud have made some substantial changes as a reaction to the political decisions arising from the Swiss Forest Programme and the projected revision of the Federal forestry Law, as well as to the deterioration of the economic situation in forestry enterprises. This article gives a survey of the directions taken. Thus the canton recognises the primordial role of wood production as a driving force behind the creation of a multifunctional forest. The Service for Forests, Wildlife and Nature has invested a great deal in planning, and has redefined the management plan to be an instrument intended for forest owners and forest managers. The canton has innovated by introducing forestry groups and a scheme of equalisation of forestry costs between communes. Hence the conception of forestry management in canton Vaud is resolutely that of a multifunctional natural heritage.

Invasive alien species (IAS) not only displace nearby indigenous plants and lead to habitat simplification but also cause severe economic damage by invading arable lands. IAS invasion processes involve external forces such as species characteristics, IAS assemblage traits, environmental conditions, and inter-species interactions. In this study, we analyzed the invasion processes associated with the introduction and spread of Ageratina altissima, a representative invasive plant species in South Korea. We investigated 197 vegetation quadrats (2 × 20 m) in regions bordering 47 forests in southern Seoul and Gyeonggi-do, South Korea. A total of 23 environmental variables were considered, which encompassed vegetation, topography, land use, and landscape ecology indices. The model was divided into an edge and an interior model and analyzed using logistic regression and a decision tree (DT) model. The occurrence of Ageratina altissima was confirmed in 61 sites out of a total of 197. According to our analysis, Ageratina altissima easily invaded forest edges with low density. The likelihood of its occurrence increased with lower elevation and gentler slope. In contrast, the spread of Ageratina altissima in the forest interior, especially based on seed spread and permeability, was favored by a lower elevation and gentler slopes. The analysis of Ageratina altissima settlement processes in forest edges coupled with the DT model demonstrated that land characteristics, such as the proximity to urbanized areas and the number of shrub and tree species, play a pivotal role in IAS settlement. In the forest interior, Ageratina altissima did not occur in 68 of the 71 sites where the soil drainage was under 2.5%, and it was confirmed that the tree canopy area had a significant impact on forest spread. Based on these results, it can be assumed that Ageratina altissima has spread in South Korean forests in much the same way as other naturalized species. Therefore, vegetation management strategies for naturalized species should be developed in parallel with land use management policy in regions surrounding forest edges to successfully manage and control Ageratina altissima invasion.

Summary Neoliberal land reforms to increase economic development have important implications for biodiversity conservation. This paper investigates land reform in New Zealand’s South Island that divides leased state-owned stations (ranches) with private grazing leases into state-owned conservation land, private land owned by the former leaseholder and private land under protective covenant (similar to conservation easement). Conserved lands had less threatened vegetation, lower productivity, less proximity to towns and steeper slopes than privatized lands. Covenants on private land were more common in intermediate zones with moderate land-use productivity and slope. Lands identified with ecological or recreational ‘significant inherent values’ were more likely to shift into conserved or covenant status. Yet among lands with identified ecological values, higher-threat areas were more likely to be privatized than lower-threat areas. This paper makes two novel contributions: (1) quantitatively examining the role of scientific recommendations about significant inherent values in land reform outcomes; and (2) examining the use of conservation covenants on privatized land. To achieve biodiversity goals, it is critical to avoid or prevent the removal of land-use restrictions beyond protected areas.


Economic and social changes in the western world increase the need for multiple land use. Recreation in forested areas is therefore an important issue, as well from the point of forestry policy as of forestry planning. This is illustrated with some examples from the Netherlands. Recreation planning is surveyed in three successive steps (determination of the location, of the capacity and of the layout) with the aid of some schemes and examples. With regard to the economic evaluation of future recreation values mention is made of the use of the consumer-surplus method. Finally some pointers are given on forestry policy in connexion with physical planning and, in this context, the obtaining of data for recreation research.
