Arthropod-borne viruses (arboviruses) are global pathogens circulating endemically with local explosive outbreaks and constant encroachment into new locations. Few vaccines against arboviruses exist; most for humans are in development or clinical trials. Insect-specific viruses (ISVs) offer a unique platform for expression of arbovirus proteins, through the creation of ISV/arbovirus chimeras. Studies have shown promising results of these vaccines with several advantages over their wild-type counterparts. In this review, we discuss the current status of these potential vaccines using ISVs.

AbstractQuantum computing holds the potential to deliver great economic prosperity to the European Union (EU). However, the creation of successful business in the field is challenging owing to the required extensive investments into postdoctoral-level workforce and sophisticated infrastructure without an existing market that can financially support these operations.This commentary paper reviews the recent efforts taken in the EU to foster the quantum-computing ecosystem together with its current status. Importantly, we propose concrete actions for the EU to take to enable future growth of this field towards the desired goals. In particular, we suggest ways to enable the creation of EU-based quantum-computing unicorns which may act as key crystallization points of quantum technology and its commercialization. These unicorns may provide stability to the otherwise scattered ecosystem, thus pushing forward global policies enabling the global spread of EU innovations and technologies.The unicorns may act as a conduit, through which the EU-based quantum ecosystem can stand out from similar ecosystems based in Asia and the United States. Such strong companies are required because of the level of investment currently required in the marketplace. This paper suggests methodologies and best practices that can enhance the probability of the creation of the unicorns.Furthermore, we explore future scenarios, in which the unicorns can operate from the EU and to support the EU quantum ecosystem. This exploration is conducted focusing on the steps to be taken and on the impact the companies may have in our opinion.

The importance of knowledge to an organization’s competitive performance is widely recognized. A knowledge-centric organization is one within which the creation and management of knowledge are at the heart of its strategic thinking, operations, and activities. Knowledge-centricity can only be achieved if knowledge, and the behaviors and systems associated with its creation and management, are deeply embedded within the organization. In fact, given the dynamism of organizations and their environments, knowledge-centricity is likely to be a holy grail that organizations seek but may never find. Similarly, knowledge-centricity will evolve as a concept, as knowledge of the processes of learning, knowledge creation, and management develops over time. This chapter, therefore, represents a snapshot of the current status of the concept and offers advice on how organizations can begin to make progress towards becoming knowledge-centric. On the basis of research, the chapter identifies the primary characteristics of a knowledge-centric organization, and the tools and techniques necessary for knowledge-centric organizational development.

The article brings light to the study of the nature reserve fund (NRF) of Zakarpatska oblast as a component of the national heritage of the country. Representativeness is considered to be one of the main principles of spatial formation of the NRF object network. Therefore, to determine the current state and ensure further effective development of the region’s nature reserve fund, it is necessary to analyze its territorial and internal structural indicators. The purpose of the study is to analyze the current status of the region’s nature reserve fund with the reference to the possibility of introduction of the further new management practices. The article is based on information and statistical materials, the provisions of regional programs for the formation of the ecological network and environmental legislation of Ukraine. To solve the assigned tasks, there has been done a comprehensive analysis of statistical reporting data and materials of the NRF Register in Zakarpatska oblast of the Department of Ecology of Natural Resources of Zakarpattia Regional State Administration within the period of 2019, and reporting documents of environmental institutions for the same period. The considered indicator is the territorial distribution of nature reserve areas and region areas by administrative districts (before the formation and implementation of changes to the administrative-territorial structure of the Zakarpatska oblast), which is presented in the form of the division into four groups. The spatial distribution of the territory and the NFR objects do not sufficiently meet the criteria of local representativeness, so their spatial structure needs significant improvement, be specific – the creation of nature reserves, especially in the lowlands of the region. The average density of nature protection objects in the region (36 units / 1000 km2) is almost three times higher than the corresponding indicator in the neighboring Lviv region. The average value of the reserve factor in the region makes 14.17 %. It has been found that the reserve ratio demonstrates geographically the largest disproportion in Zakarpatska oblast. It is the highest indicator in turns of administrative entities in the districts of Mizhhiria, Velyky Bereznyi and Rakhiv. The lowest one is in Svaliava and Berehove districts, respectively. In addition, the reserve ratio compared to the national average indicator and in other European countries has been carried out. The quality of the nature reserve network is determined by the insularity coefficient, which indicates the size of the NRF objects and their stability. Further expansion of the network of nature protection objects in Zakarpatska oblast is possible due to the creation of Latorytsa, Shaian and Uzhok landscape parks. A big assumption can be made that by 2020 it will be possible to create new and expand existing areas of NRF in the region up to 100–120 thousand hectares, which will increase the protected area up to 20–22 %. The key issues of nature reserves to be developed in Zakarpatska oblast are primarily related to the imperfection of the management system. To handle this problem, there is an urgent need to develop a strategy, which will envisage the perception of the NRF as a holistic anthropogenic and natural unit in order to put into practice the environmental, scientific, educational and recreational functions.

Globally, there is an emergence of open source consortia focused on the sharing of resources and code, and a desire to promote an open source approach generally. In this paper, we describe our findings from interviews with participants working in two relatively new consortia in the government sector: the Government Open Code Collaborative or GOCC, and the Open Source Software Institute or OSSI. For each case we consider six major questions: (1) How and why did these collaborative efforts begin? (2) What are their motivations? (3) How are these collaborative efforts governed? (4) What communication and collaborative infrastructure do they utilize? (5) What software do they focus on? and, (6) What is their current status? Our findings suggest that incentives, membership structures, stable paid staff, concentrated focus and attention to the creation and delivery of “value” to participating organizations are important factors leading to successful open source consortia.

Future HEP experiments require detailed simulation and advanced reconstruction algorithms to explore the physics reach of their proposed machines and to design, optimise, and study the detector geometry and performance. To synergize the development of the CLIC and FCC software efforts, the CERN EP R&D roadmap proposes the creation of a “Turnkey Software Stack”, which is foreseen to provide all the necessary ingredients, from simulation to analysis, for future experiments; not only CLIC and FCC, but also for proposed Super-tau-charm factories, CEPC, and ILC. The software stack will facilitate writing specific software for experiments ensuring coherency and maximising the re-use of established packages to benefit from existing solutions and community developments, for example, ROOT, Geant4, DD4hep, Gaudi and podio. As a showcase for the software stack, the existing CLIC reconstruction software, written for iLCSoft, is being to be ported to Gaudi. In parallel, the back-end of the LCIO event data model can be replaced by an implementation in podio. These changes will enable the sharing of the algorithms with other users of the software stack. We will present the current status and plans of the turnkey software stack, with a focus of the adaptation of the CLIC reconstruction chain to Gaudi and podio, and detail the plans for future developments to generalise their applicability to FCC and beyond.

This paper provides an overview of the current status of radioactive waste management in the UK from the point of view of Nirex, the organisation responsible for providing safe, environmentally sound and publicly acceptable options for the long-term management of radioactive materials. Essentially, it argues that: • the waste exists and must be dealt with in an ethical manner; • legitimacy is the key to public acceptance of any attempt to solve the waste issue; and • credible options and a new political will allow, and indeed, compel this generation to deal with it. In doing this, the paper takes account of a number of recent announcements and ongoing developments in the UK nuclear industry, in particular: • the recent announcement that Nirex is to be made independent of industry; • the Department of Environment, Food and Rural Affairs and Devolved Administrations’ Managing Radioactive Waste Safely consultation exercise; • the creation of the Committee on Radioactive Waste Management to oversee the consultation; • the creation of the Nuclear Decommissioning Authority to manage the civil nuclear site clean-up programme; • proposals for improved regulation of Intermediate Level Waste conditioning and packaging; and • proposals by the European Commission for a new radioactive waste Directive. These institutional and policy changes amount to an evolution of the back-end of the fuel cycle that represents the most radical transformation in the UK nuclear industry for many years. In a large part, this is a transformation made necessary by past failures in trying to impose a solution on the general public. Therefore, in order for these changes to result in a successful long-term radioactive waste management programme, it is necessary to pay as much attention to political and social concerns as scientific and technical ones. Primarily it is crucial that all parties involved act in an open and transparent manner so that the decisions made achieve a high degree of legitimacy and thus public acceptance. Crucially too, the problem must be framed in the correct term — that the waste exists irrespective of the future of nuclear power and that this is an issue that must be addressed now. Thus there is a legitimacy of purpose and scope in moving forward that addresses the ethical imperative of this generation dealing with the waste. Put together with the action the government is taking to create the necessary institutional framework, Nirex believes that for the first time in a generation the UK has the building blocks in place to find a publicly acceptable, long-term solution for radioactive waste.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.
