Recognizing the existence of a crisis of civil identity, Russian state proclaims patriotic values an integral part of Russian state policy in documents of strategic importance. The need to educate citizenship and patriotism has ceased to be only a theoretical problem, and has found its embodiment in a large number of federal and regional programs. In comparison with the previous decades, the role and importance of civic identity and civic competence in modern Russia are becoming much more important. The civil competence of the student is formed by education-pedagogically organized purposeful process of development of the student as a person, a citizen, the development and adoption of values, moral attitudes and moral norms of societies. National security strategy of the Russian Federation (2015) relates to Russia's traditional spiritual and moral values: the priority of the spiritual over the material, protecting human life, rights and freedoms of the individual, family, creative work, service to the Fatherland, the norms of morality, humanity, mercy, justice, mutual aid, collectivism, historical unity of the peoples of Russia, the continuity of the history of our country. The formation of the civil identity of the young Russian personality forms with the help of Federal state educational standards of primary General, basic General and secondary General education, so the state policy in overcoming the crisis of civil identity devotes a large number of documents and programs to the field of education. The article attempts to trace how through normative and legal acts the state consistently tries to overcome the crisis of civil identity, identified by the scientific and expert community. Following the authors of state programs and the expert community studying the problems of identity crisis, it is noted in the article that the formation of civil identity is one of the most important conditions for the successful development of the country.

The elements of extracurricular activities, the mechanism of their implementation on the basis of the current regulatory framework are systematized. The assessment of the importance of extracurricular activities of primary general education is given. The author's development of the program of extracurricular activities of the general cultural direction «Magic needle» is given.

Inclusion, which promotes educating all students with disabilities in the general education classroom setting, has triggered an intense debate in the field of special education. the purposes of this study were to highlight issues regarding inclusion, present findings on state practices on inclusion, and explore implications for practice and further research. findings from state surveys indicated great variety in state policy, acceleration in inclusion activity, a commitment to providing inservice and technical assistance, emerging teacher certification guidelines specific to inclusion, and minimal empirical research regarding the benefits of inclusion.

Background and objectives: Exertional heat stroke (EHS) continues to be a prevalent health issue affecting all athletes, including our pediatric populations. The purpose of this study was to evaluate the effect of a state policy requirement for EHS prevention and treatment on local high school policy adoption in the United States (US). Materials and Methods: Athletic trainers (ATs) from high schools across the US participated in an online survey (n = 365). This survey inquired about their compliance with nine components of an EHS policy which was then compared to their state requirements for the policies. Evaluation of the number of components adopted between states with a requirement versus states without a requirement was conducted with a Wilcoxon Sign Rank test. Finally, an ordinal logistic regression with proportional odds ratios (OR) with 95% confidence intervals (CI) were run to determine the effect of a state requirement and regional differences on the number of components adopted. Results: ATs working in states with a requirement reported adoption of more components in their heat modification policy compared to states that did not require schools to develop a heat modification policy (with requirement mean = 5.34 ± 3.68, median = 7.0; without requirement mean = 4.23 ± 3.59, median = 5.0; Z = −14.88, p < 0.001). ATs working in region 3 (e.g., hotter regions) reported adopting more components than those in region 1 (e.g., cooler regions) (OR = 2.25, 95% CI: 1.215–4.201, p = 0.010). Conclusions: Our results demonstrate a positive association between state policy requirements and subsequently increased local policy adoption for EHS policies. Additionally, the results demonstrate that regional differences exist, calling for the need for reducing disparities across the US. These findings may imply that policy adoption is a multifactorial process; furthermore, additional regional specific investigations must be conducted to determine the true determinants of high school policy adoption rates for EHS policies.

The article is devoted to the analysis of the Spanish state policy in the field of science and scientific and technical information management. The paper examines the institutional characteristics of scientific policy in the country, in particular, the main bodies of its coordination, financing and implementation, including their functional powers, regulatory framework, and international cooperation. The article concludes that the Spanish authorities are taking active steps to improve the legislation in the field of science in order to increase the overall competitiveness of the country in the international arena. Important conclusions were also made by the proposed recommendations in various aspects that can contribute to achieving better results.

Legislation is described that impacts on the use of low-digestible carbohydrates in foods. This includes controls on the use of these carbohydrates, mandatory labelling concerned with gastrointestinal effects, nutrition labelling, and nutrition and other claims. Regional differences in approach to legislation have led to inconsistencies in the information that must be provided to consumers, even for the same food products. Also, within regions, different regulations apply to food carbohydrates that may be classified similarly from the physiological perspective. Consistency of food labelling globally and in application to similar carbohydrates would benefit from greater attention to the underpinning science.

The article considers the role of land reclamation in the development of modern Russian agriculture, defines its role in the development of the domestic land reclamation industry of state regulation. The implementation of the state policy for the maintenance and development of the reclamation industry in the Samara region from 2015 to the present is analyzed. The preliminary results of its implementation are summarized. The material, technical and regulatory framework for the further development of land reclamation in the region is determined.
