THE CHALLENGES FOR THE BIOFUELS SECTOR IN THE CONTEXT OF THE EU CLIMATE AND ENERGY POLICY

The aim of this study was to assessment of the impact of EU climate and energy policy changes on the biofuels sector. The research was carried out on the basis of the reports of the Ministry of Energy, the Ministry of Agriculture and Rural Development, the Energy Regulatory Office, the Central Statistical Office of Poland, the EU Commission, the International Renewable Energy Agency and the International Energy Agency. Tabular and descriptive methods were used. Analyzes covered the years 2007-2015 with perspective until 2030. The analyzes show that realization of assumed obligations in relation to the minimum share of renewable energy used by transportation according to the directive 2009/28/WE of 23 February 2017 may be difficult to be achieve within the proposed deadlines. Currently existing advanced biofuel installations are mainly small prototype devices. Commercialization of those installations would pose a number of threats which could make impossible to reach the assumed production capacity.

The aim of this study was to assessment of the impact of EU climate and energy policy changes on the biofuels sector, with particular emphasis on the impact of these changes on rape production prospects. The research was carried out on the basis of the reports of the Ministry of Energy, the Ministry of Agriculture and Rural Development, the Energy Regulatory Office, National Support Centre for Agriculture, the Central Statistical Office of Poland, the EU Commission. Tabular and descriptive methods were used. Analyzes covered the years 2005-2017 with perspective until 2030. As a result of these changes, the rapeseed area may be limited. The research shows that lowering the NCW implementation by 1% will result in a reduction of the rapeseed area by 42.28 thousand. ha. In 2030, the area occupied for the cultivation of this plant may be smaller by 14.3% compared to 2021.

Abstract The industrial sector of the Polish economy plays an important role in ensuring the socio-economic development of the country. The Polish industry accounts for 24.1 % of the country’s employed population and 25.1 % of the GVA. The article aims to model the structural parameters of the Polish industrial sector according to the criterion of increasing product innovation level based on a comprehensive assessment of the Polish industry performance in the regional context. The offered method focuses on estimating the industrial sector at the macro and meso levels using a set of indicators for investment, innovation, labour activity, and profitability. Correlation-regression analysis methods were used to prove hypotheses about the impact of product innovation on employment and wages in the industry. To optimise the structure of the Polish industrial sector, an economic-mathematical model was developed, which was solved using the linear programming method. The target functionality of this model is the level of product innovation, at which the gross average monthly wage of Polish industry workers will double (to the EU average). The simulation results, which was based on data from the Central Statistical Office of Poland, provide an analytical basis for selecting industrial policy benchmarks for Poland.

Since the turn of the century, gas has been highlighted as the transition fuel to a lower emissions world, and, in 2011, the International Energy Agency published a special report entitled ‘Are we entering the golden age of gas’, which indicated that gas use could rise by over 50% to provide more than 25% of world energy demand by 2035. Even though gas use has risen in tandem with the increase in renewable energy, over the past decade, coal has been the fastest growing fuel because developing countries choose cheap power to provide their growing energy needs. Gas has been, and continues to be, subject to a green, cheap squeeze; squeezed by cleaner renewables on the one hand, and cheaper coal on the other. This paper will look at the impact that increasing amounts of renewable energy has on existing power generation and supply systems, and provide insights into the potential range of outcomes in emission levels, and the need to not only discuss renewable energy target, but to also understand the total energy mix, and the need to reposition gas from a transition fuel to the natural long-term companion of renewables.

Abstract Current metrics fail to adequately capture the temporal and spatial complexity of energy transitions in a sufficiently meaningful way and this limits their usefulness to inform effective climate and energy policy and management. In this paper we propose a cumulative integral of CO2 emissions intensity for electricity and heat use as a metric to monitor energy transition progress. We demonstrate its application using International Energy Agency data for each of the G20-member countries. Findings show that whilst most countries are far from the energy transition positions required to effectively mitigate climate change, there are some examples of countries that have made an effective transition that provide useful insights into how energy transitions might progress more extensively.

The aim of the article is to present the most important elements to be implemented in the European Union energy policy in the 2030 perspective in the context of sustainable development of the Member States. The solution to the too high emissivity of individual economies in the European Union is the energy mix, which will establish a compromise in the so-called the triad of EU policy goals. This is undoubtedly a current climate challenge for the modern world, which also has a direct impact on the economic situation of EU countries. The basis of the presented considerations and recommendations is a literature review on the subject and a statistical analysis of empirical data of the largest statistical organizations in the EU and the world. The starting point for the analysis is the assessment of the state of the energy sector in the EU. Therefore, the goals and tasks until 2030 result from many conditions of the energy sector. The article provides recommendations for the EU on future climate and energy policy, analysing the practices of member countries empirical and data compiled by the world’s largest organizations and institutions, such as the International Atomic Energy Agency (IAEA), the World Nuclear Association (WNA), Eurostat, and the International Energy Agency (IEA). The strategic goals of the EU climate and energy policy presented in the study show the necessary challenges for the implementation of sustainable development in the analyzed sector, which is the driving force of world economies. The conclusions were presented in accordance with the current economic efficiency of various energy sources and the necessity to seek a compromise among the so-called a triad of goals defined in EU policy.

The aim of the work was to assess the changes and perspectives for the development of heat pump applications in the context of the EU's strategy “Clean Planet for All” and the Energy Policy of Poland until 2040. The research material and source of information were studies and reports of the "EurObserv'ER" Consortium, the Central Statistical Office of Poland, the European Commission and the Ministry of Energy. The analyses covered the years 2009-2017 with a prospect until 2030. The research shows that the number of heat pumps in operation in the European Union in 2017 amounted to 34.4 million and in comparison to 2012 increased by over 170%. In the same period in Poland, their number increased more than four times, however, the produced quantity increased by only 64%. Despite such significant increase, Poland in terms of the number of installations and the share of heat pumps in obtaining energy from renewable sources is still characterized by a relatively low level of utilization of this potential. Its development may contribute not only to the fulfillment of commitments resulting from the climate and energy policy, but also to a significant contribution to improving the purity of atmospheric air.

Podkarpackie Voivodeship is one of the regions of Poland in which the number of agritourism entities is very high. Therefore tourism plays a significant role in its development strategy. The aim of the paper is to identify the current state of agritourism and the changes that have occurred in the region in the years 2000–2016. Specific objectives are to determine the distribution of agritourism farms and their offer, together with a comprehensive analysis of the environmental and socio-economic factors, as well as the impact of the Slovak-Ukrainian border. The report was developed on the statistical materials from the Polish Central Statistical Office, Podkarpackie Agricultural Advisory Centre in Boguchwała and data collected from municipalities and district offices that is published on their websites, as well as through interviews with 100 owners of agritourism farms in the Podkarpackie Voivodeship. The research has shown, on the one hand, the decline in the number of farms in the region and, on the other hand, the increase in the diversity of the tourist offer of these entities. Distribution of agritourism farms is closely linked to the attractiveness of natural environment and quality of secondary tourism resources. Traditional agritourism has not yet fully used its countryside, as well as cross-border advantages of its location.

The article is a contribution to the discussion on the anticipated consequences of the United Kingdom’s withdrawal from the European Union for Poland’s trade relations with this country, with particular emphasis on the likely impacts of a hard or no-deal Brexit on Polish exporters. Its aim is to provide readers with an understanding of how agri-food flows between Poland and the UK (especially Poland’s exports) could be affected once the UK departs the EU. The question is important considering that, in recent years, the UK has been the second biggest importer and a net importer of agricultural and food products from Poland. The study is based on trade data from the UN Comtrade Database and Poland’s Central Statistical Office, and on tariff data from the UK’s Department for International Trade. Taking into account the possible imposition of customs duties announced thus far by the British government on the import of agri-food products from third countries in the event of a no-trade agreement with the EU, the introduction of additional non-tariff barriers, as well as increased transactional (friction) costs and complexity of doing business with foreign partners, a hard Brexit would have serious implications for Poland’s fast growing agri-food exports to the UK. It would even lead to a collapse of some Polish supplies, particularly of meat and dairy commodities, to Great Britain. The loss of two-way preferences in trade now arising from participation in the EU single market will undermine the competitiveness of Polish producers on UK’s market both against British producers and lower cost exporters from outside the EU.
