Identification and rank of delay factors in construction projects depending on the project delivery system . The implementation of construction projects depends on many unpredictable factors, which can cause delays in construction works. The article proposes classification of the validity of delaydepending on the project delivery system. Two of them were considered: the traditional system (Design – Bid – Build), where the design stage is separated from the construction stage and the design and build (Design & Build), which consists in entrusting design works and carrying out works to one contractor. The order of validity is based on results of research carried out among participants of the construction project.

Changes will always occur in project construction and can not be avoided. Many factors can cause changes in the construction project. Most dominant factors of cause of changes in project construction is design change. Design changes will have bad impact on the performance of construction projects, especially the performance of cost and performance time. Many factors can be the cause of design changes. Knowing the factors that cause a design change and knowing its behavior is very important to do. Knowing factor and behavioral of design changes that occur in project construction, and then can be managed properly, it will can be reduce the occurrence of design changes in projects construction. With the reduction of design changes will be able to improve the performance of construction projects, especially at cost and time performance. Construction projects carried out by using a project delivery system. Each project delivery system used will have different contractual relationships, rules, and responsibilities of each party involved. These differences will lead to in the occurrence differences in design change in project construction. Selection of appropriate project delivery system to complete a construction project is needed. The purpose of this paper is to provide a conceptual framework that can be used to determine the behavior, and the effect of design changes on project construction at some project delivery system used.

Prefabrication has been widely adopted in the construction projects in recent years. It has also been advocated as a greener and more sustainable approach of project delivery. However, with a wealth of evidence supporting other reasons as the drivers of using prefabrication, it is questionable whether the real goal of prefabrication is to achieve sustainable construction. This study aims to investigate the roles of prefabrication in fostering sustainable construction. The effectiveness of prefabrication on fostering sustainable construction was evaluated on the five aspects enlisted by the UK’s Green Construction Board: Waste, Water, Carbon, Materials, and Biodiversity. An industry survey was conducted in Melbourne, Australia for data collection. 200 questionnaires were sent via email or post to a variety of fields within the construction industry. Entropy ranking analysis was adopted to analyze the effectiveness of using prefabrication in construction. The results suggest that prefabrication is effective in reducing construction waste and sourcing energy efficient materials. However, the utilization of prefabrication was found unsuccessful in reducing carbon emissions during the construction process. It is suggested that proactive actions should be taken at the design stage to unleash the potential of prefabrication in construction.

This study compares the levels of planning and the outcome of projects procured by direct labour and traditional contract procurement options. For this comparison, a survey of 130 projects was carried out. Data were collected using structured questionnaires and analysed using percentage, mean and t-test. The study discovers that whereas the levels of conception and overall planning done in projects procured by the two options are the same, the levels of design and construction planning done in DBB and DL projects differ. The study also discovers that the time-overruns of projects procured by the two methods differ but their cost-overruns are the same. The study concludes that projects procured by DBB and DL options differ in planning and time-overrun and suggests improved planning at the design stage when DL option is adopted and improved planning at the construction stage when DBB option is adopted. Santrauka Šiame darbe lyginami planavimo lygiai ir projektų rezultatai, kai naudojamas tiesioginis darbas ir taikomas tradicinis pirkimų metodas (projektavimas–konkursas–statyba; angl. Design-Bid-Build, D-B-B). Palyginimui atlikta 130 projektų apklausa. Duomenys surinkti naudojant tam tikros struktūros anketas ir išanalizuoti pagal procentus, vidurkius ir t testą. Atliekant tyrimą nustatyta, kad abiem paslaugų pirkimo atvejais projektų sumanymo etapas ir bendras planavimas yra vienodo lygio, tačiau tradicinį pirkimų metodą pasirinkusiuose projektuose projektavimo ir statybų planavimo etapų lygis skiriasi nuo tiesioginį darbą pasirinkusių projektų etapų lygio. Atliekant tyrimą paaiškėjo, kad abiem atvejais laikas viršijimas skirtingai, tačiau sąnaudos viršijamos vienodai. Daroma išvada, kad projektams taikant skirtingus pirkimo būdus (tradicinį metodą arba tiesioginio darbo variantą) skiriasi planavimas ir vėlavimas; taip pat siūloma, kaip pagerinti projektavimo etapo planavimą, kai naudojamas tiesioginio darbo variantas, ir kaip pagerinti statybų etapo planavimą, kai taikomas tradicinis metodas.

The management of construction projects needs to complete the basics of system management and work. Starting from the idea and how to turn it into a full study and ended at the construction project completion arriving at the purpose prepared for it, so the projects need to control on its operation and integration system in order to succeed. It is no secret for who concerned in construction projects field that the design stage is a very important stage in construction project because it determines the final features of the project through the requirements provided by the employer for the consultant to formulate it during this phase in the form of plans, drawings, and specifications, then translated on the ground as the shape of completed project meets those requirements. Therefore it has been necessary to focus in this paper on the design stage also demonstrated and analysis the most important risk facing this stage and their impact on a construction project by introducing a questionnaire to identify the most important risks factors at this stage affecting on the project. The paper had been shown that the effect of the design stage on Lump sum type of project contract was higher than the unit price, while the most important factor effect on a project its fast response of design team to prepare the design documents in order to facilitate the workflow and sequence of execution with effect level 3.714.

The construction industry in Nigeria faces many problems, including the delay due to variations in project execution. This delay has been studied as a major setback in the Nigerian construction industry. In Nigeria, the construction industry's performance in terms of time has been observed to be poor. The objective of this study is to examine the variation of the construction project in order to determine the effect on the delivery of the project. The maximum performance of the project would be reached if the work always goes efficiently on time with the budget. The result of the variation is delay, cost overruns, quality defects and other negative impacts. The causes of variation were identified by a questionnaire survey for two higher education institutions. The results of the study identified the five main factors, including change of plan or scope, defective labour, customers' financial problems, unavailability of skills and desired profitability of the entrepreneur. In general, the study shows agreement among clients, consultants and contractors regarding the classification of the 20 factors that cause the variation. The results also reveal that factors related to clients are the main causes of variation, followed by factors related to contractors. An understanding of the causes and effects of the variation would be helpful in training professionals to assess the variation. In addition, the study would also help professionals take proactive measures to reduce the gaps on construction projects.

Infrastructure, including public works, plays a very important role in supporting a nation’s effort for a better condition of life through economic growth and, in this regard, the Indonesian government is striving to accelerate the execution of a vast number of construction projects. A total budget of around USD 420 billion is made available to realize the program. Meanwhile, public works project delivery in Indonesia still have problems hampering the achievement of its ultimate objective, i.e. producing high quality facilities on time and without cost overruns. A breakthrough in project delivery is needed to ameliorate the condition. This paper describes Indonesia’s struggle to shift from a traditional Design-Bid-Build to a Design-Build delivery system for big public works construction projects. The research consists of a desk study of related existing literature and planning as well as evaluation documents to identify and analyze the challenges and strategic issues of this undertaking to create better value for money. A critical review of a recently issued Indonesian public works’ ministerial regulation on design-build project delivery system is also carried out. Finally, the paper offers important suggestions for a thrust forward to improve the quality of Indonesia’s public works’ construction project delivery and construction industry as a whole in supporting infrastructure development.
