Selected aspects of the Europeanization of public administration in Poland

The main research purpose of the following article is to indicate selected models and methods of the Europeanisation of public administration, as well as their legal and social aspects. As a result of the research material selection, the article also attempts to indicate how certain conditions have influenced the processes of Europeanization. The political and legal context of preparing public administration (both government and local) for effective participation in the European Union public policies was also highlighted.

The main research objective of the text is to analyse the refugee relocation system in the light of historical institutionalism in 2015–2018. Historical institutionalism refers to the interaction between European integration actors in the European Union system, analysed in retrospect from a documentary perspective. The time factor is particularly important, since it enables to follow the institutional process defined by EU norms, procedures and integration rules and their sequential impact on favoured treatment or disavowing of integration visions, preferences, needs and interests. In view of the above, the refugee relocation system proposed and introduced in the period 2015–2018 confirms the above research assumption that the political decision on relocation made by the European Commission and the European Council resulted in a relevant legal act adopted by the EU Council to regulate the issue. Although under the pressure of the situation Member States agreed, some of them began to contest the decisions later.

The main purpose of this paper is to identify the problems associated with public administration, public services and the role public administrator when this process is guided by the principles of the European Union. Integration into the European Union, a long-awaited process and promoted in Albania, will have consequences in the political, economic, social live, and in the governance of this country. Public administration as an important link of the state governance and insight to citizens will certainly be affected by the integration process. The main purpose of this paper is to reflect and analyze how Public Administration works, and what is the heritage regarding Administration procedures and how to place first at the prospect of integration into the European Union. In this paper also aims to give a concise picture associated with public administrator performance and his role in providing public services. The goals of the research will be carried out between theoretical synthesis of the literature, legislation and reports. Main finding of this paper is the theoretical and practical approach about public services and public administration seen also form the European point of view.

This paper is about the ways that citizens perceive their place in the political world around them, through their political identities. Using a combination of comparative and quantitative methodologies, the study traces the pattern of citizens’ political identifications in the European Union and Canada between 1981 and 2003 and explains the mechanisms that shape these political identifications. The results of the paper show that in the EU and Canada identity formation is a process that involves the participation of both individuals and political institutions yet between the two, individuals play a greater role in identity construction than do political institutions. The paper argues that the main agents of political identification in the EU and Canada are citizens themselves: individuals choose their own political identifications, rather than acquiring identities that are pre-determined by historical or cultural precedence. The paper makes the case that this phenomenon is characteristic of a rise of ‘civic’ identities in the EU and Canada. In the European Union, this overarching ‘civic’ identity is in its infancy compared to Canada, yet, both reveal a new form of political identification when compared to the historical and enduring forms of cultural identities firmly entrenched in Europe. The rise of civic identities in both the EU and Canada is attributed to the active role that citizens play in their own identity constructions as they base their identifications on rational assessments of how well political institutions function, and whether their memberships in the community will benefit them, rather than on emotional factors rooted in religion or race. In the absence of strongly held emotional identifications, in the EU and Canada political institutions play a passive role in identity construction by making the community appear more entitative to its citizens. These findings offer new theoretical scope to the concept of civic communities and the political identities that underpin them. The most important finding presented in the paper is that although civic communities and identities are manufactured by institutions and political elites (politicians and bureaucrats), they require thinking citizens, not feeling ones, to be sustained.   Full text available at: https://doi.org/10.22215/rera.v2i4.179

Since the beginning of the 21st century, the European Union tourism policy has been increasingly focused on initiatives in the field of social tourism, which are one of the ways of achieving sustainable development in the European tourism economy. Most of the research projects that have so far been conducted in the field have focused on the benefits for its participants (subjective one: Children and youths, seniors, disabled people, people (families) with low incomes and/or unemployed, big families). However, there is a lack of research on the analysis of the place of social aspects of tourism in the general socio-economic policy of the state and, in a detailed aspect, in the sectoral policy represented by tourism policy, as well as its potential impact on the development of the national economy and meeting tourism needs of the society. The authors tried to fill this research gap in this study. The aim of the study is to differentiate the issues related to the social aspects of tourism policy from the entire socio-economic policy pursued in the European Union and selected member states (Poland and Slovakia). The article is of a theoretical–analytical–conceptual nature. Empirical research, due to the nature of its issues, was conducted with the use of qualitative research methods. The results of the conducted research showed that activities in the field of social tourism policy are conditioned by organizational solutions for the entities that undertake them, as well as economic ones, especially in the field of financing. Moreover, they made it possible to propose the concept of a model social tourism policy with an indication of its place in the European policy on the basis of the past and future EU financial perspectives.

There are many studies which implement and assess existing measurement manners and document the progress of entities towards the circular economy (CE) at various levels, or present or propose new possibilities of measurement. The majority of them refer to the micro level. The aim of this paper is to conduct a multidimensional comparative analysis of the implementation of circular economy by EU countries. After an in-depth critical analysis of the literature, CE indicators which were proposed by the European Commission were adopted as a basis. Owing to the research population-Member States of the European Union (EU-28), focusing on the said indicators was declared reasonable in all aspects. The classification of EU countries according to the level of their advancement in the concept of CE was adopted as a main research task. In order to do so, a relevant index of development of circular economy was created (IDCE). This will allow us, inter alia, to trace changes in the spatial differentiation of advancement of the EU countries in implementing CE over the years, to identify CE implementation leaders as well as countries particularly delayed in this regard. The comparative analysis was conducted by means of statistical methods. On the basis of the analyses, it was concluded that among all EU countries, those of the old EU are the most advanced in terms of CE. The analysis confirmed significant rising trends for IDCE only in the case of Belgium and The Netherlands.
