Abstract In order to provide reliable and harmonized information on methods for GMO (genetically modified organism) analysis we have published a database called “GMOMETHODS” that supplies information on PCR assays validated according to the principles and requirements of ISO 5725 and/or the International Union of Pure and Applied Chemistry protocol. In addition, the database contains methods that have been verified by the European Union Reference Laboratory for Genetically Modified Food and Feed in the context of compliance with an European Union legislative act. The web application provides search capabilities to retrieve primers and probes sequence information on the available methods. It further supplies core data required by analytical labs to carry out GM tests and comprises information on the applied reference material and plasmid standards. The GMOMETHODS database currently contains 118 different PCR methods allowing identification of 51 single GM events and 18 taxon-specific genes in a sample. It also provides screening assays for detection of eight different genetic elements commonly used for the development of GMOs. The application is referred to by the Biosafety Clearing House, a global mechanism set up by the Cartagena Protocol on Biosafety to facilitate the exchange of information on Living Modified Organisms. The publication of the GMOMETHODS database can be considered an important step toward worldwide standardization and harmonization in GMO analysis.

The European Union and the United States have imposed different legal management on the genetically modified food. There are some disadvantages in the legal regime of China concerning the management of GMF which make the regal reform on the issue of GMF become necessary. To ensure food safety, China should take the legal regime of EU as reference and raise its standards for the market access of the GMF. The requirements of traceability and labeling for GMF should also be included in law. A centralized governmental department responsible for the issues of GMF should also be established.

The development of biotechnology in the field of GMOs requires states to take specific decisions to regulate the spread of genetically modified crops. In the European Union all GM crops that circulation are subject to mandatory registration, which regulates the placing on the market and circulation of genetically modified raw materials, food and feed. The article presents systematized data about the registration of genetically modified soybean, maize and rapeseed in the European Union. It was established that most of the GM crops have introduced genes that give them tolerance to herbicides of different groups. The register of the European Union currently includes 12 events of soybean (GTS 40-3-2, A2704-12, Mon 89788, MON87705, DP 356043, A5547-127, FG 72, SYHTOH 2, DAS-44406-6, DAS-68416- 4, Mon 87708, BPS-CV127-9), 5 events of maize (MZHG0JG, DAS-40278-9, GA 21, NK 603, T 25), 3 events of rapeseed (GT 73, T45, TOPAS 19/2) with tolerance to herbicides. It has been shown that a significant number of registered GM plants have a combination of several events, including tolerance to herbicides and resistance to certain insects or improving quality features of crops. Among them are one event of soybean (DP305423-1), 9 events of maize (TC 1507, DP 4114-3, MON 87411-9, MON 87427, MON 88017, DAS59122-7, Bt 176, Bt 11, DAS 1507) and one event of rapeseed (MS8xRF3). Many GM crops (one event of soybean and 6 events of maize) have introduced genes that determine the plant's tolerance to insects. Only a tiny amount of GM crops are being with altered consumer or technological qualities. In the register of genetically modified crops, all events of GM crops are currently authorized for usage for food, supplements, feed and other product. А single event of maize (Mon 810), that was allowed for cultivation at the time of this analysis was at the stage of renewal of the permit.

At the end of 2009, six food poisoning outbreaks caused by staphylococci were reported in France. Soft cheese made from unpasteurised milk was found to be the common source of the outbreaks. Staphylococcal enterotoxin type E was identified and quantified in the cheese using both official and confirmatory methods of the European Union Reference Laboratory (EU-RL). To our knowledge, this is the first report of food poisoning outbreaks caused by staphylococcal enterotoxin type E in France.
