Instruments of Development: Randomisation in the Tropics, and the Search for the Elusive Keys to Economic Development

This lecture presents the text of the speech about economic development delivered by the author at the 2008 Keynes Lecture in Economics held at the British Academy. It examines macro and micro kinds of economic assistance and evaluates how assistance works. The lecture suggests that econometric methodology needs to be assessed, not only by methodologists but also by those who are concerned with the substance of the issue.

This article examines the link between economic development and democracy. Drawing on modernization theory, it considers whether democracy is more likely to emerge in a country that modernizes economically. After discussing various criticisms against modernization theory, the article reviews statistical evidence to determine whether economic modernization gives rise to democracy. It argues that the correlation between economic development and democracy stems from the survival of democracy and that a poor authoritarian regime is not likely to turn into a democracy even if it receives economic assistance, either in the form of foreign aid or access to markets through trade. The article highlights the correlation between economic level and survival, rather than between economic growth and survival, noting that economic growth can be helpful only if it is sustained.

This paper discusses that one way to overcome poverty is by effective economic development. Economic development with a charitable nuance is only a short-term solution and it is feared that it cannot sustainably overcome poverty. Therefore, an inclusive empowerment process is needed, one of which is an economic empowerment program by WVI in the form of economic assistance to present the independence of the community with small and medium enterprises. Through a qualitative study in this paper researchers tries to provide an overview of the role of assistant in empowerment activities. In empowerment, assistant acts as a change agent. There are three things that make WVI as an assistant play an important role in empowerment. Assistant have a role as enablers where they enable change by placing the community as the subject of change. The assistant also plays a role in improving business competence. Lastly, to create sustainable conditions, the assistant needs to initiate the formation of a social system in the community as a vehicle for independent problem solving.

The Matebele goat is indigenous to the Gwanda-Thuli area of Matebeleland. It is relatively large in size compared to most goats of the tropics, males being around 65 cm at the withers and weighing more than 35 kg, and is similar to many of the goat breeds found in southern Africa.Goats are usually kept by poor small-holder farmers and are frequently found in regions with few resources where other livestock have difficulties in surviving. Goats are important to the subsistence and economic development of peasant farmers because goats are cheaper to procure than cattle and provide a constant supply of essential food (both meat and milk) and cash income throughout the year. However, goats have a low priority in most households and little attention is given to their husbandry and welfare. This hampers attempts to improve the productivity of the goats. The results reported here demonstrate the effects of multiple births in Matebele goats upon the overall productivity of the animals.

Guaranteeing sustainable development is a pressing issue in China. To this end, balancing economic development and the protection of limited water resources enables healthy and orderly economic development. This study details the application of a water poverty index and sustainable livelihoods approach using 25 indicators to evaluate the water situation and the economic situation in rural China from 1997 to 2019. The analysis results suggest the need for location-specific policy interventions. In addition, we determined whether the water poverty and economic poverty or their spatial types featured the phenomenon of agglomeration. This study also proposes a harmonious development (HD) model and found a significant relationship between water poverty and economic poverty. Next, we adopted a spatial and temporal perspective to analyze the causes of variation in HD level using the modified Organization for Economic Cooperation and Development (OECD) model and defined four HD levels using a classification method. The results revealed that the overall HD level was higher in the east than in the west. In conclusion, water poverty is associated with economic poverty; thus, there is a need for water and economic assistance strategies in pro-poor policies. The research findings also serve as a theoretical foundation for policies aimed at resolving conflicts between water use and economic development in rural China.

Taking into account specific entrepreneurial risks, recommendations are given on the formation of the infrastructure of risky investment at the meso-level and the development of investment programs, strategies of territories within the framework of financial and economic assistance to the development of entrepreneurship in the oil and gas complex. Within the limits of the rights, powers and responsibilities granted by the legislation to local governments in the field of socio-economic development of subordinate territories, the characteristics of the means of financial and economic assistance to the development of small and medium-sized businesses in the oil and gas complex are given. From the point of view of supporting the development of entrepreneurship in the oil and gas complex, investment strategies of the territories should be based on both basic economic factors and specialized programs in relation to direct real, strategic and portfolio investors. At the same time, the systematic, integrated use of the cause-and-effect relationships described in this work should contribute to the development of the domestic oil and gas complex in modern conditions.
