For decades, the gender digital divide has been observed as a concept and a construct throughout countries all over the world. It persists with particular belligerence in areas like Latin America, where myths surrounding its existence have perpetuated disparities in men’s and women’s access to and use of the internet and information and communications technologies (ICTs). In this paper, the author reveals that in order for the gender digital divide to be rectified, it must first be ‘de-myth-tified’, and claims about the divide as nonexistent, unimportant, or due to women’s inherent technophobia systematically discredited. It is then argued that, by exposing the true nature of the divide, spaces are created for libraries to take on a new role in Latin America, as advocates for gender equality in technology and information. Possibilities for improving policy, education, and innovation are explored, with a call for further research in the field. Second Place DJIM Best Article Award.

Purpose Information and communications technologies (ICTs) have transformed the lives of many people around the world, yet billions remain unconnected. While many initiatives attempt to “connect the unconnected,” initiatives focused on access and skills-development alone will still fall short. Based on the authors’ experience with the SolarSPELL initiative, this study aims to propose using the concept of socio-technical awareness as a step forward in conceptualizing a more accurate picture of capabilities necessary to enable people to make meaningful use of the internet. Design/methodology/approach This paper uses an integrative literature review for the ideas related to the digital divide, digital inclusion and digital literacies, as well as the applied work of the authors in the SolarSPELL initiative, to develop the concept of socio-technical awareness, which is presented as a method for understanding empowered, meaningful internet use. Findings The argument is made that access, skills- and literacy-development are necessary but insufficient conditions for meaningful ICTs use. Accordingly, a third concept, socio-technical awareness, is introduced, and the case is made for including this concept in both application and measurement of meaningful use of ICTs. Practical implications The design of digital inclusion initiatives should focus on increasing socio-technical awareness to empower users to make meaningful use of digital technologies. Originality/value Taking a step further than most assessments of the digital divide or digital inclusion, this study proposes that to achieve meaningful internet use, people need access, requisite skills development and socio-technical awareness, to be able to make informed, empowered decisions about ICT use.

Management of academic activities at Mahendradata University is still using manually ways, which means that it has not used an integrated information system yet, for the example the process of registering new students, arranging lecture schedules, filling in student KRS, managing lecture attendance, and managing student grades. Nowadays cultural changes have been marked by the increasingly rapid use of the internet. The internet as an information resources for its existence has now become a necessity. The benefits of the internet are quite large, especially in the world of business, entertainment and education. This system is designed to assist academic processes at the University of Mahendradata. The academic processes that have been analyzed and applied in this developed system are the process of preparing schedules, plotting teaching lecturers, printing KRS, printing lecture attendance, presenting inputs, filling in grades, and printing KHS. And the University can immediately develop a new system in order to work optimally. System design that has been used in developing this system uses the SDLC method, the waterfall method. The implementation of the system uses the PHP programming language Codegniter and MySQL database. The results of this study are in the form of an academic system design at the University of Mahendradata. This developed system is aim to assist the academic processes at the University of Mahendradata

Abstrak: Meningkatnya penggunaan internet di dunia, membuat trafik internet menjadi tinggi. Kebutuhan akan interkoneksi antar jaringan yang meningkat terutama pada perusahaan yang mempunyai banyak cabang. Oleh karena itu perusahaan dituntut untuk mengeluarkan budget lebih banyak lagi. Untuk meredam pengeluaran yang terlalu berlebih maka dibutuhkan dibutuhkan sebuah jaringan Virtual Private Network (VPN). Dengan memanfaatkan Open VPN-Access Server biaya yang dikeluarkan lebih murah dibandingkan dengan sewa VPN-IP yang relatif lebih mahal biayanya. Untuk jaringan yang lebih baik, maka harus ditopang dengan struktur topology terbaik menurut pemasangannya. Pemilihan topology pada awal pembangunan jaringan sangat penting untuk membuat akses Virtual Private Network (VPN) ini terkoneksi dengan baik.   Kata kunci: VPN, Jaringan, Open VPN-Acces Server.   Abstract: The increasing use of the internet in the world, making internet traffic become high. The need for interconnection between networks is increasing in companies with many branches. Therefore companies are required to spend even more budget. To reduce excess expenditure, a Virtual Private Network (VPN) is needed. By utilizing Open VPN-Server Access that is issued is cheaper compared to VPN-IP leases that are relatively more expensive. For better tissue, it must be supported by the best topological structure according to installation. The choice of topology at the beginning of network development is very important to make this Virtual Private Network (VPN) access well connected.   Keywords: VPN, Networking, Open VPN-Acces Server.

With the increased use of the Internet to share confidential information with other users around the world, the demands to protect this information are also increasing. This is why, today, privacy has found its important place in users' lives. However, Internet users have different interpretations of the meaning of privacy. This fact makes it difficult to find the best way to address the privacy issue. In addition, most of the current standard protocols in use over the Internet do not support the level of privacy that most users expect. The purpose of this chapter is to discuss the best balance between users' expectation and the practical level of privacy to address user privacy needs and evaluate the most important protocols from privacy aspects.

This entry examines the use of the internet by individuals with disabilities. Before people with disabilities can use the Internet for socializing, communicating, gathering information, learning, or working, they must first be able to access the Internet. This may require additional assistance by either people or modified hardware and software. Some authors have expressed concern that there is a digital divide, with many people with disabilities not accessing the Internet. The differing needs of people with disabilities, and how their needs may be met with technology and adaptations are explored. Examples of various uses of the Internet by people with disabilities are presented. This field does not have a large research base; it is difficult to do controlled large group studies with such diverse populations, so much of the information comes from position papers, demographic reports, case studies, or exploratory research.

Wearable technologies represent a rapidly expanding category of consumer information and communications technologies. From smartwatches to activity tracking devices, wearables are finding their way into many aspects of our lives, changing the way we think about ourselves and the world around us. The rapid adoption of these tools in everyday life hints at the possibilities these devices may hold in school and other educational settings. Drawing on examples taken from a five-year study using wearable fitness tracking devices in elementary and middle school classrooms, this paper presents two examples of how wearable devices can be appropriated for use in school settings. These examples focus on instances where students turned activity trackers into objects of inquiry using data from familiar activities.

Many governments world wide are attempting to increase accountability, transparency, and the quality of services by adopting information and communications technologies (ICTs) to modernize and change the way their administrations work. Meanwhile e-government is becoming a significant decision-making and service tool at local, regional and national government levels. The vast majority of users of these government online services see significant benefits from being able to access services online. The rapid pace of technological development has created increasingly more powerful ICTs that are capable of radically transforming public institutions and private organizations alike. These technologies have proven to be extraordinarily useful instruments in enabling governments to enhance the quality, speed of delivery and reliability of services to citizens and to business (VanderMeer & VanWinden, 2003). However, just because the technology is available does not mean it is accessible to all. The term digital divide has been used since the 1990s to describe patterns of unequal access to ICTs—primarily computers and the Internet—based on income, ethnicity, geography, age, and other factors. Over time it has evolved to more broadly define disparities in technology usage, resulting from a lack of access, skills, or interest in using technology. This article provides an overview of recent literature on e-government and the digital divide, and includes a discussion on the potential of e-government in addressing the digital divide.

This article examines some of the challenges faced by local government during the development and implementation of a relatively new area of e-democratic innovation in Australia: e-consultation. E-consultation is seen as a valuable way through which a two-way relationship can be developed and enhanced between citizens and elected representatives. It involves the use of information and communications technologies (ICTs), such as the Internet, to extend and/or enhance political democracy through access to information, and to facilitate participation in democratic communities, processes, and institutions. Drawing on a case study of the Darebin eForum in Victoria, Australia, this article focuses on the role of public servants as moderators of this local form of e-consultation. The discussion has three parts: online policy consultation is defined within the context of e-democracy; some of the ways that e-consultation challenges the roles of the public service, elected representatives, and citizens are outlined; and the author then argues for an e-consultation strategy that is situated within a continuum of citizen engagement that is ongoing, deliberative, educative, and inclusive.
