This work presents the application of the COMFAR III software package in development a feasibility study of investment. The application of this program enables an efficient analysis of investment justification and numerous variations of both input and graphic and alphanumeric output data. The methodological basis of economic analysis, used in this software package, is based on decades of experience of economists, engineers, managers, ecologists and experts from the other fields, as well as on the experience of numerous investment projects within the United Nations Industrial Development Organization. The applied methodology is the current standard in the field of economic evaluation and analysis of the industrial development projects. The software package was used on a specific example of the open pit of technical stone Gelja Ljut-Gacko, in a function of providing the concession right of this deposit for the needs of the Gacko Mine and Thermal Power Plant.

The article deals with the development of nuclear energy, classification of risks, approaches to risk assessment of investment projects of NPP construction abroad. Presented integrated methodology for assessing the risks of nuclear investment projects is based on the recommendations of the United Nations Industrial Development Organization (UNIDO), the International Atomic Energy Agency (IAEA), the sectoral methodological recommendations of the State corporation Rosatom. A way of accounting for risks in the calculation of economic efficiency is proposed. Calculations have been made for several real NPP construction projects (Rooppur NPP in Bangladesh, Astravets NPP in Belarus, Hanhikivi NPP in Finland). Analysis of the results of these projects shows that, taking into account all types of risks, its investment attractiveness has significantly decreased.

This paper examines the CO2 sequestration potential of magnesium silicate minerals in Turkey for two example cases, the Orhaneli-Bursa and Divrigi-Sivas regions. The distribution and properties of the silicate mineral deposits are provided and the quantities of CO2 that can be sequestered in these deposits is estimated. The silicate minerals in the Orhaneli and Divrigi deposits provide significant CO2 sequestration capacity. Assuming 100% mineral carbonation efficiency, approximately 2.4 million tons/year of olivine and 6.5 million tons/year of serpentine would be required to sequester the CO2 released by the power plants investigated in this study. Although more detailed studies are needed, it is concluded that this approach has potential given Turkey's large dunite (olivine) and serpentine reserves. Furthermore, the proximity of these deposits and active open-pit mines to thermal power plants emitting CO2 facilitate the utilization of mineral carbonation.

The method of the social investing of the Arctic subsoil users is considered in this article. As the portfolio of social investments is formed based on the interests of indigenous peoples, the authors used expert assessment and sociological research for social investing modeling. A two-stage procedure for forming a portfolio of such projects is proposed. An approach has also been developed for assessing and selecting investment projects for the Arctic sustainable development according to different criteria of optimality. The authors substantiate the need for a new approach to sustainable development of the Arctic, based not on compensation for the negative consequences of industrial development used in many countries, but on social investment. In this article the proposed approach is tested on the case of the Arctic indigenous community in Taimyr and the optimal social investing portfolio is justified.

The development of an entrepreneurial environment and entrepreneurial initiative is a priority task for the socio-economic development of the country as a whole and its individual regions. Its implementation is possible, among other things, by supporting and developing entrepreneurial initiatives from the state. At the same time, the sustainability of economic growth in individual regions is largely determined by the effectiveness of the implementation of the economic development strategy adopted at the regional level and the practice of activities of economic entities operating on their territory. The article presents the materials of theoretical studies of areas of activity and empirical studies of the results of the activities of federal institutions created to activate innovative processes and implement investment projects in the regions. The presented results of the analysis of the activities of such institutions, expressed in the types and volumes of state support for economic entities, made it possible to identify and formulate the following conclusions: 1) enterprises of the Volga Federal District actively interact with such organizations and institutions as the autonomous non-profit organization Agency for Strategic Initiatives to Promote New Projects, State Corporation Bank for Development and Foreign Economic Affairs (Vnesheconombank), “AO Russian Export Center”, “AO Russian Venture Company”, Industrial Development Fund, Fund for Assistance to Small Innovative Enterprises in Science and Technology, RUSNANO Group; 2) due to active participation in the programs and projects of these organizations, the Volga Federal District is in the group of leaders in terms of the main economic indicators. The practical significance of the obtained research results lies in the formation of an idea of the mechanisms and instruments for the implementation of state support for entrepreneurial initiative, based on the interaction of economic entities with federal development institutions.
