Recent attempts by local governments to engage in participatory policy-making hint at a willingness for a more democratically inclusive approach to policy. However, there is often a gap between the rhetoric of citizen engagement and the actual implementation of these policy-making initiatives. There is concern that, in certain instances, the terms ‘co-production’ and ‘participatory democracy’ have been adopted whilst the participatory nature of policy-making procedures has, in reality, remained very limited. This article aims to contribute to these broader discussions and debates around the democratic nature of ‘co-produced’ policy practices. This article considers Calgary’s recent ‘co-produced’ Cultural Plan as a potential example of participatory policy-making. Using a framework based on key concepts within the democratic theory, including works by Arnstein (1969), Rawls (1971) and Pateman (1970, 2012), we consider how the strategy adopts participatory policy-making processes, and question how the plan’s development process has succeeded and failed in creating meaningful participation.

Across the Central American region, several groups received political autonomy by the end of the 20th century. By granting autonomy to these groups, countries like Nicaragua acknowledged certain populations as members of distinct ethnic groups. This was not the case for every country or group in the region, and the lack of effective ethno-racial policy-making considerations across Central America has led to language attrition, loss of land and water rights, and commodification of historic communities. This article focuses on Honduras and Belize as unique sites of ethno-racial and socio-cultural policy making, group identity making and unmaking, and group rights for the Garinagu. Specifically, this work forwards a re-examination of national ethno-racial policy and a critical assessment of political models based on ethno-cultural collective rights intended to combat racial discrimination.

Participatory mechanisms are now widely used by national and local governments in developed and developing countries. While their purpose and form varies greatly, they all rely on the discretion of a professionalised bureaucracy to manage these processes and prepare their outcomes in a manner that they can feed into policy-making. Bureaucrats thus have a gate-keeping role. They can substantially influence whether and how information from participatory processes feeds into policy-making. Bureaucrats can thereby impact to what extent participatory mechanisms can deliver on their promise of giving citizens greater direct control over the policy-making process. Formal political control over the bureaucracy is limited in this case. Could informal controls make bureaucrats comply more with the demands of participatory mechanisms? This study employs a large field experiment (N=7,532) to test (1) whether citizen input filters through to bureaucrats tasked with policy design and implementation and (2) whether bureaucrats’ engagement with citizen input can be in- creased by using non-monetary rewards and value-based communication. The experiment accounts for heterogeneity by bureaucrat seniority, central versus street-level roles and involvement in the collection of citizen input. It finds no meaningful engagement at the baseline (C=0%) but that motivational interventions can significantly increase engagement (T1= 14%, T2=15%). The findings suggest that currently little input from citizens filters through to bureaucrats, but small tweaks substantially increase the democratic potential of participatory initiatives.

Decentralization in the field of local government is very necessary for regional development, it is highly recommended by local governments to improve the economy or form new regional planning. Different conditions between neighboring regions make cooperation as an alternative in the development process. This paper is a literature review of an inter-regional cooperation between local governments that can lead to development progress. In this paper an example is given of cases in the East Java Province in which the province has done a lot of cooperation between regions, but even so there are still many weaknesses that exist in the implementation of such cooperation so that development cannot be carried out properly.

In Paris, the rearrangement of the balance between city, periphery and national territory creates tensions also shown in the area of cultural policies. Concentrating on the recent conflict between the Comédie Française and other local cultural actors in Bobigny, this paper shows how national initiatives for cultural planning in the metropolitan region are rooted in a project of democratisation and decentralisation on a national scale, which could be defined as ‘cultural Keynesianism'. The paper maintains that similar processes and tensions are more comprehensible if placed within local cultural ‘scenes' that include places designated for culture as well as other amenities and cultural practices. In this way the event in Bobigny is explained by considering the cultural policies and experiments in participatory democracy within this territorial context.

This chapter explores experiences and reflections of having engaged with citizens towards ensuring greater and responsible participation in the electoral processes before and during elections at different levels. In 2013 and 2014, these efforts took shape of a formal campaign in and around Mysuru in India, but received recognition and appreciation in forums across the country. Making participatory democracy work is in the hands of citizens, and exercising their electoral franchise is the first step towards this. A ‘vote’ in the world's largest democracy is however a complex phenomenon given how it is sought, and how people respond to it. Collectively, people ought to put an end to unhealthy trends in the Indian electorate by voting responsibly, by being politically more conscious, by demanding accountability, by participating, or by resisting.

Taking into consideration the growing popularity of social media in North American countries, this chapter aims to perform a comparative analysis of the use of Facebook as a communication strategy for encouraging citizen engagement among local governments in The United States, Canada and Mexico. With regards to the three dimensions used in all regions to measure online citizen engagement, in general terms, the “popularity” and “virality” dimensions are the most common, while the “commitment” dimension is still underutilized. With respect to the significant differences found, Mexican citizens are those that make the best use of the tool “like” to express their support of the information supplied by local governments. Furthermore, in relation to the citizens that are fans of the Facebook pages of local governments, we can observe that Canadian citizens show a greater interest in participating more actively in dialogue building while U.S. citizens are the most willing to disseminate information from their local governments.

The chapter questions what planners really mean when they display positive attitudes toward increased citizen participation via ICTs? Are they aiming for change or the reinforcement of existing values and practices? What are the assumptions that underlie and condition the explicit support for e-participation? In addressing these questions, this chapter draws upon a survey mapping the support for e-participation in the field of urban planning, targeting the heads of the planning departments in all Swedish local governments in 2006. The results show confusing or conflicting attitudes among planners towards participation, supporting as well as challenging the classic normative theories of participatory democracy and communicative planning.

Since the end of 1980s, different sectors have implemented geographical information systems (GIS) in Turkey. A study on GIS market in Turkey indicates that municipalities are the primary customers (Gülersoy & Yigiter, 1999). One of the earliest GIS projects in Turkey began with the production of digital maps covering the boundaries of Istanbul Metropolitan Municipality in 1987. Since 1994, a rapid development process has occurred with the widespread diffusion of GIS especially in universities and large public sector organizations respectively. However, the early city-wide municipal GIS projects were initiated only after 1996 (Ucuzal, 1999).
