This article addresses questions of political reform and colonial intelligence collection in 1930s India. It focuses on the expectations British colonial officials had of the impact of the 1935 Government of India Act reforms on Indian political behaviour, especially regarding the creation of largely autonomous provincial assemblies. The 1937 provincial elections put these colonial suppositions to the test, and found them wanting. The article outlines the flawed and blinkered nature of colonial information gathering, demonstrating how the election results, particularly the very strong showing by an organized Indian National Congress, came as a real surprise to colonial administrators. However, the article also shows that these results did not necessarily change colonial opinions about Indian politics overmuch, as administrators and governors sought to frame what had happened within their existing understanding of India. Overall, this piece argues for the persistence of certain ways of colonial thinking in India, driven by ideological or cultural biases, as well as by the real limitations on the capability of the colonial state.

AbstractRecent studies have stressed the need for micro-histories of the environment so that important differences and similarities at local, regional and national level might be revealed. This paper analyses the process and patterns of environmental degradation at regional level by taking the case of deforestation in colonial Punjab by studying its implication at the level of empire. More specifically, it examines three aspects of how the operation and expansion of railways from 1869 to 1884, a peak period of railway expansion, affected the forests of the Punjab's plains. First, the paper analyses the reasons for large-scale railway expansion in the Punjab by discussing spatial and temporal expansion. Secondly, the impact of the railway firewood demand on the Punjab's forests between 1860 and 1884 is examined, specifically, the conditions that facilitated the increased dependence of the railways on firewood. Next follows an examination of the temporally varying nature of deforestation, given that railway firewood demand was determined by railway line openings. This section also includes a discussion on the nature of the colonial state response to the deforestation crisis and its role in maintaining the fuel supply to the railways. Finally, in the context of deforestation in the Punjab, the paper discusses how and why railway fuel changed from firewood to coal.

Colonial Terror begins with an examination of a historic case before the High Court of England and Wales in 2011 regarding torture in colonial Kenya that exposed facets of the brutal violence that sustained Britain’s empire, and argues that the case and its aftermath offer a number of insights into the role of extraordinary violence in the operation of colonial states, and with it to the maintenance of imperial and colonial sovereignties, in addition to the discourses and practices of denial regarding British culpability for torture and other forms of colonial violence. After elucidating the book’s key arguments regarding the centrality of the torture of Indian bodies to the law-preserving violence of British colonial rule in India the introduction then considers both the virtual absence of colonial violence from British historical memory and recent scholarship on such violence in former British colonial contexts that seeks to redress such an absence. Proposing that scholars of colonial violence need to broaden their understanding of, and approaches to, violence, as well as the impact of violence on both bodies and minds, the introduction goes on to examine the scholarly literatures on, and lacunae in, colonial policing, colonial law, the colonial state, colonial sovereignties, and the use of torture and terror to construct and maintain such sovereignties, and suggests ways in which Colonial Terror will address such omissions.

AbstractThis article focuses on the Tawang and West Kameng districts of Arunachal Pradesh, northeast India, collectively known as Monyul. It was ruled by Tibet for three centuries before the 1914 McMahon Line boundary included it in India. Even after that, cross-border exchanges between Monyul and Tibet continued until the 1962 Sino-Indian war, following which border passages between the two were closed. Today, Monyul is a marginal region, geographically distant from centres of industry and education, and lacking in terms of infrastructure. This article traces Monyul's marginality not simply to the border war, but to spatial practices of the British colonial state, beginning with the mapping of the boundary in 1914. It shows how Monyul was constructed as a buffer, despite being within a delimited boundary, first, by excluding it from regular administration, and, secondly, by pushing back the older Tibetan administration, thereby, making it (what I call) a ‘zone of difference/indifference’. But the buffer project was subject to contestation, mostly from the Tibetan religious aristocracy, whose temporal hold over, and material interests in, Monyul were challenged by the latter's incorporation into colonial India.

Abstract This article studies two seismic decades in the history of the Garo community, marked out in colonial records as among the most violent and isolated people that British rule encountered in eastern and northeastern India. Through a densely knit historical narrative that hinges on an enquiry into the colonial reordering of the core elements of the regional political economy of eastern and northeastern India, it will train its focus on the figure of the rebellious Garo peasant and on the arresting display of Garo recalcitrance between 1807 and 1820. Reading a rich colonial archive closely and against the grain, the article will depart from extant historiography in its characterization of the colonial state in the early nineteenth century as well as of its relationship with ‘tribes’/‘peasants’ in eastern and northeastern India. A critique of the idea of primitive violence and the production of the ‘tribe’ under conditions of colonial modernity will occupy the latter half of the article. Here it will argue that the numerous and apparently disparate acts of headhunting, raids, plunder, and burning by the Garos on the lowlands of Bengal and Assam were in fact an assembling of the first of a series of sustained peasant rebellions in this part of colonial India—a powerful manifestation of a community's historical consciousness of the loss of its sovereign self under British rule.

This essay aims to understand the role of religion in the social work of Pandita Ramabai (1858-1922). By focusing on a twenty-five-year period commencing with her conversion to Christianity in 1883, we argue that religion constructed a political framework for her work in Sharada Sadan and Mukti Mission. There is a lacuna in the conventional scholarship that underplays the nuances of religion in Ramabai’s reform efforts, which we try to fill by conceptualising faith and religiosity as two distinct signifiers of her private and public religious presentations respectively. Drawing on her published letters, the annual reports of the Ramabai Association in America, and a number of evangelical periodicals published during her lifetime, we analyse how she explored Christianity not just as a personal faith but also as a conduit for funds. The conversion enabled her access to American supporters, concomitantly consolidating their claim over her social work. Her peculiar religious identity—a conflation of Hinduism and Christianity—provoked strong protests from the Hindu orthodoxy while leading to a fall-out with the evangelists at the same time. Ramabai shaped the public portrayal of her religiosity to maximise support from American patrons, the colonial state, and liberal Indians, resisting the orthodoxy’s oppositions with these material exploits. Rather than surrendering to patriarchal cynicism, she capitalised on the socio-political volatilities of colonial India to further the nascent women’s movement.

Purpose – The purpose of this paper is to enhance the knowledge of the antecedents of political behaviour. Whereas political behaviour in strategic decision-making (SDM) has received sustained interest in the literature, empirical examination of its antecedents has been meagre. Design/methodology/approach – The authors conducted a constructive replication to examine the impact of three layers of context, namely, decision, firm and environment, on political behaviour. In Study 1, Greece, we gathered data on 143 strategic decisions, while in Study 2, Egypt, we collected data on 169 strategic decisions. Findings – The evidence suggests that both decision-specific and firm factors act as antecedents to political behaviour, while environmental factors do not. Practical implications – The findings support enhanced practitioner education regarding political behaviour and provide practitioners with a place from which to start by identifying the factors which might influence the occurrence of political behaviour in SDM. Originality/value – The paper fills important gaps in the existing research on the influence of context on political behaviour and delineates interesting areas for further research.

The main objective of this paper is to test the influence of Africa’s founding fathers and the impact of British colonial legacy on the political stability of Africa. We relied on a sample of 50 African countries and employed cross-sectional research designs, which covered two separate periods (1960–1989 and 1990–2018). Using logistic regression and OLS estimators and controlling for French colonial legacy, economic development, regime type, ethnic heterogeneity, and ethnic polarization, we found that the founding fathers were conducive to Africa’s political stability between 1960 and 2018. We also found that British colonial legacy had some impact on former British colonies’ stability between 1960 and 2018. In addition, GDP per capita had a significant impact on Africa’s political stability over the two periods.

The article traces the impact and relevance of the singing of the liberation songs by members of the African National Congress (ANC) and the African National Congress Youth League (ANCYL) in South Africa’s new and fragile democratic dispensation. The study also highlights the reaction of the Afrikaner section of South Africa’s population, which claims that the singing of liberation songs, particularly ‘Dubul’ ibhunu’ promotes racism and hatred. Essentially, this challenge to the song by the Afrikaners was triggered by the singing of it in public by the then ANCYL President Julius Malema. The failure by Malema to refrain from singing this song led to taking the matter to the courts in order to ascertain the relevance of such songs in a democratic South Africa.
