« From the Sino-Soviet strategic project to the Sino-American strategic project » is a purposely schematic interpretative essay on the evolution of Chinese foreign policy from 1949 to 1979 with emphasis on, the latter phase of that evolution, that of the 1969—1979 period, and more particularly on the last year of that decade, 1979. The project, both defensive and offensive, of American and Chinese co-leadership of the planet that Mao had undertaken to carry out in 1971-1972 with the encouragement of Nixon had to be more or less put aside from 1973 to 1978 because of the seriousness of the domestic crises that were successively shaking both China and the United States during those years. In 1978—79, it was able to be reactivated by Deng Xiaoping who sought, with the benediction of the White House, to add an economic and a cultural dimension to Us diplomatic and strategic dimension. It is unlikely however in the near future that the United States will consider China as other than an auxiliary aspect of the fundamental game of their relations with the most powerful of their adversary-partners, the U.S.S.R. As in the case of the Sino-Soviet strategic project that China promoted from 1949 to 1959, the Sino-American strategic project that China has sought to « sell » the United States since 1969 has not, therefore, much chance of success.

The article is devoted to one of the United States Secretaries of State, Edward Stettinius, a political figure who is well known and ambiguous in American society and less well known in Ukraine. The author first reports on E. Stettinius’ emergence as a financier and a person involved in American business, and emphasizes that the victories in the business have attracted the attention of political circles in Washington and the White House. It is stated that with the outbreak of World War II, the United States introduced a land-lease program, administered at the request of Washington by Edward Stettinius. Following his successful experience in conducting a land-lease, US President Franklin Roosevelt began to think of involving E. Stettinius in leadership positions at the State Department, which could not cope with his functions due to the challenges of wartime. In addition, F. Roosevelt’s «personal diplomacy» and distrust of «foggy bottom» workers contributed to the decline in the authority and importance of the State Department in shaping the country’s foreign policy. It was for this purpose – to streamline the activities of the State Department and to put things in order inside of the structure – F. Roosevelt appointed E. Stettinius to the post of Deputy Secretary of State, and after the next fourth victory in the presidential election, he replaced then Secretary of State Cordell Hull. It is emphasized that E. Stettinius «correctly» understood his place in the issues of forming the foreign policy of the country. He did not interfere with F. Roosevelt’s «personal diplomacy», but at the same time he was always close and put his ideas into practice (as an example, the creation of the UN). And while the president was shaping the course of the country, he, E. Stettinius, was shaping the course for reorganizing the State Department.

The presidential elections held in November 2020 in Moldova resulted in the victory of a pro-European candidate Maia Sandu. In Moldova the problem of determining the foreign policy course does not lose its relevance –confrontation between pro-Russian and pro-Western forces does not stop in the country. The main goal of the right-wing forces that came to power is to change the geopolitical vector of Moldova in favor of the EU and the United States. In the near future the Moldovan society is expected to change, and first of all in the field of integration.

Xi Jinping’s rise to power has heralded a new foreign policy that is more assertive and uncompromising toward China’s neighbors, the United States, and the rest of the world. This change presents challenges for the United States and Taiwan in particular which must be addressed with a sense of urgency due to Xi Jinping’s ambitious objectives and his firm grip on the levers of power which increase the likelihood that the Communist Party and government of China will seek to achieve them without delay. This paper reviews changes to Chinese foreign policy in the Xi Jinping era and argues how the modernization of the People’s Liberation Army (PLA) over time has increased the threat to Taiwan, with concurrent risks for the United States. Taiwan and the US can address the challenge presented by China by strengthening their relationship to adapt to the new era under Xi Jinping’s leadership. According to CIA (2018), China’s economy now stands at approximately US$12 trillion, second only to the United States (CIA [2018]. World fact book). Unlike in 1978, China’s economy today is dependent on access to globally sourced raw materials, and access to overseas consumer markets for its industrial and consumer goods. This dependency on overseas markets has increased China’s global presence and interests, driving the need to protect them. The Chinese Government’s now ample resources have been allocated to both hard and soft power means toward this purpose. The PLA has greatly benefitted from economic development and the expansion of the Chinese economy, transforming from a backward institution focused on private-sector moneymaking into the sharpest tool of China’s power and influence. Since Xi Jinping came to power in 2012, China’s foreign policy and strategy have undergone a dramatic shift away from Deng Xiaoping’s focus on increasing domestic productivity and avoiding potentially costly overseas entanglements. The confluence of accumulated national wealth, diplomatic, economic, and military power, and the will to use those levers of power, has dramatic implications for the United States and China’s neighbors. A more assertive China, confident in its wealth, power, and international status, is increasingly unafraid of overt competition with its neighbors and the United States, unwilling to back down or compromise in the face of disputes. This dynamic has resulted in a new paradigm in the Indo-Pacific region that is unlike previous challenges of the past 40 years. The shift in China’s foreign policy and the PLA’s modernization threaten to challenge the credibility of US security assurances and alliances in the region, making the cultivation and strengthening of the US–Taiwan relationship, and the network of US bilateral alliances in the region an urgent imperative.

The article researches the US foreign policy towards the PRC during Gerald Ford presidency in 1974-1977. It describes the reasons, course and consequences of the intensification of the US foreign policy strategy in the Chinese direction during the investigated period. There was explored the practical realization of the “Pacific Doctrine”by Washington. The role of various groups in the American establishment in the question of the formation of the Chinese White House policy has been analyzed. The specific foreign policy actions of the administration of the US president Gerald Fordon the PRC in 1974-1977 are analyzed. The chief results of the foreign policy of the administration of the President of the United States Gerald Ford (1974-1977) concerning the PRC, which resulted from the real political steps taken by the leaders of both countries, was the establishment of systematic and reliable channels of bilateral ties, expansion of economic, scientific and cultural contacts, the beginning of a systematic exchange of views on the most important issues of international relations. In the second half of the 70’s of the twentieth century this dialogue ensured the continuity of China’s policy in Washington, which was based on the concept of a “balance of power”, while China played a complementary role in the foreign policy strategy of the White House. These factors formed the “Pacific Doctrine” of G. Ford, which gave Beijing the status of an American partner in maintaining a balance of power in the Asia-Pacific region and consolidated a positive assessment of the place and role of the People’s Republic of China in Asian politics in the United States of America. The return of American political thought to the ideas of the combination policy occurred in the formation of US-Soviet strategic parity and awareness of the ruling circles in the United States, due to the defeat in Vietnam, the limited resources of force influence on the international situation. Started in the United States the study of China’s behavior in the international arena and its power parameters made it possible then to draw a preliminary conclusion that the People’s Republic of China can fill the place of the missing link in the “triangle” of the global scheme – a place of counterweight to the USSR; this required the removal of a US-Chinese confrontation. However, the socio-political and ideological contradictions that were pushed to the foreground on the initial stage of the Chinese policy of the administration of G. Ford and the process of normalization of bilateral relations, again made themselves felt at a later stage. Their injection was promoted by the logic of the development of bilateral US-China relations, as well as by a number of internal objective and subjective reasons, as in the People’s Republic of China (a sharp increase in the struggle for power connected with the illness and death of Zhou Enlai and Mao Zedong), and in the United States (Gerald Ford made certain curtseys towards the American right-wing conservative forces and began to intensify approaches to Beijing and Moscow, and also the presidential campaign of 1976). While Stephen Harper’s foreign policy sparked heated debates during his entire tenure as prime minister, these debates were mainly confined to Canadian foreign policy circles. Little attention was paid to allies’ perceptions of these developments and, more specifically, to the perception of the United States, Canada’s main economic and security partner. How did the Bush and Obama administrations perceive these changes? Were they seen as a break from Canada’s past? Did Harper’s handling of foreign policy alter White House calculations with respect to Canada? Based on a series of semi-structured interviews conducted in Washington DC with executive officials a few months prior to the end of the Harper era in 2015, this essay shows that despite a widespread perception in Washington that Canada’s foreign policy approach had changed under Harper, partisanship was the main dividing line in terms of how this approach was perceived and assessed.

The year 2018 is a watershed year in China’s foreign relations, marked by rapid deterioration of the external environment. The trade war with the United States is fought simultaneously at business, geopolitical and ideological levels. The two were in a struggle to redefine their bilateral relations, which also affected China’s dealings with other states, including the two Koreas, Taiwan and Japan. A more cautious foreign policy is expected from China in 2019.

“Oppose the strategy of striking with two ‘fists’ in two directions at the same time, and uphold the strategy of striking with one ‘fist’ in one direction at one time.” This is a good year for looking back at the triangular relationship between China, the Soviet Union and the United States—and not only because it is the twentieth anniversary of the People's Republic. For it is also a year which has seen the contradictions in this relationship sharpened to an extreme and almost satirical degree.

According to mainstream opinion, the George W. Bush administration's assertive unilateralism represents a temporary departure from the traditional foreign policy of the United States, one that will be rectified by a change of personnel in the White House in 2009. This interpretation of recent trends in U.S. policy is illusory. The Bush administration's foreign policy, far from representing an aberration, marks the end of an era; it is a symptom, as much as a cause, of the unraveling of the liberal internationalist compact that guided the United States for more than half a century. The geopolitical and domestic conditions that gave rise to liberal internationalism have disappeared, eroding its bipartisan political foundations. In today's partisan landscape, the challenge is devising a grand strategy that not only meets the country's geopolitical needs but also is politically sustainable. A strategy that is as judicious and selective as it is purposeful offers the best hope for moving the United States toward a more stable and solvent political equilibrium.
