Many countries investment and building high speed rail (HSR) infrastructure becouse produces social benefits and costs. The potential benefits are basically time savings, higher reliability, comfort, safety and the release of capacity in the conventional rail network, enviromental roads and airport infrastructure. The costs are high, and sunk in a significant proportion; therefore, the social profitability of the project requires that HSR users’ and other beneficiaries’ willingness to pay is high enough to compensate the sunk and variable costs of maintaining and operating the line plus any other external cost during construction and project life. Problem for our country, is number of passengers to justify a new high speed line. It is very variable, ranging from 3 millions to 17 millions in the first year of operation under possible assumptions examined, but typically even under favourable conditions at least 9 millions passengers per annum will be needed. The economic evaluation of long-lived infrastructure requires a careful construction of the contrafactual and there are many assumptions that might seriously bias the results. This is the case of transport pricing during the lifespan of the project. Pricing policy needs to be explicitly treated.

The development of new technologies has significantly influenced railways modernization and has caused the appearance of high-speed rail which represent a safe, comfortable and ecologically sustainable way of transportation. The high-speed rail present a big step in a relation to conventional railways, where the biggest difference is speed which even entails a change of other organizational and operational parameters, better utilization of trains, higher performance of manpower and better service to users.  That is visible in many cities around the world where high-speed trains are used by billions of users. In the EU there is no unique high-speed railway network, besides that in many EU member countries various operational models are applied. The future of the high-speed railways market depends on political, economical and technical factors and challenges as high infrastructure costs, various rates of return on investment and the negative effects of economic crises. The main objective of the paper is to analyze infrastucture costs of high-speed rail in Europe and benefits such us  time savings, higher reliability, comfort, safety, reducing pollution and the release of capacity in the conventional rail network, roads and airport infrastructure.

RESUMENLas infraestructuras de transporte presentes sobre el territorio condicionan las relaciones sociales y de comunicación de muchos espacios. Grandes estaciones, puertos o aeropuertos se presentan como ejes de centralidad sobre los que se distribuyen flujos de mercancías y personas, configurando a su vez el diseño y la funcionalidad de las ciudades. Hoy en día, con el avance producido en sectores como el ferrocarril de alta velocidad, las estaciones han transformado su función principal de nudo de intercambio, proyectándose como nuevos espacios comerciales y de negocio. En este artículo se analiza este nuevo fenómeno de transformación espacial y social vinculado a la alta velocidad ferroviaria, focalizando su ámbito en España. Se desgrana a su vez el papel de las comunidades sociales, políticas y empresariales para la ciudad y el espacio público presentes en las nuevas estaciones de ferroviarias. Palabras clave: ferrocarril; espacio público; urbanismo. ABSTRACTThis work aims to discuss the transport infrastructures presents on the territory and the conditions to the social and communication relations of many spaces. Large stations, ports or airports are presented as axes of centrality on which flows of goods and people are distributed, configuring in turn the design and functionality of cities. Nowadays, with the advance produced in sectors such as high-speed rail, the stations have transformed their main function as an exchange hub, projecting themselves as new commercial and business spaces. This article analyzes this new phenomenon of spatial and social transformation linked to high-speed rail, focusing its scope in Spain. At the same time, the role of the social, political and business communities for the city and the public space present in the new railway stations.Keywords: railroad; public space; urbanism.

The small-world model provides a useful perspective and method to study the topological structure and intrinsic characteristics of high-speed rail networks (HRNs). In this paper, the P-space method is used to examine global and local HRNs in China, meanwhile the adjacency matrix is developed, then the social network analysis and visualization tool UCINET is used to calculate the spatial and attribute data of HRNs at national and local levels in China. The small-world characteristics of whole HRNs are discussed, three networks which have different properties are determined, and a comparative analysis of the small-world effect is detected. Then, the relationship between the construction of high-speed rail and regional development of China is analysed. The results show that: 1) China's HRNs have small average path length ( L ) and large clustering coefficient (C ), representing a typical small-world network; 2) Local HRNs have a certain correlation with economic development. The reasons for the difference of HRNs with respect to characteristics among regions are eventually discussed.

This paper proposes a schedule-based passenger assignment method for high-speed rail networks considering the ticket-booking process. Passengers book tickets to reserve seats during the presale period in high-speed rail systems and passengers on trains are determined during the ticket-booking process. The ticket-booking process is modeled as a continuous and deterministic predecision process. A solution algorithm is designed using the discretization of the continuous process by partitioning the ticket-booking time and the optimal paths remain constant in any partition interval. Finally, an application to the Chinese high-speed rail network is presented. A comparison of the numerical results with the reality is conducted to validate the efficiency and precision of the method and algorithm. Based on the results, the operating efficiency of the current train schedule is evaluated and some specific improvement measures are proposed.

In this study, we focus on the Acela Express, and try to find out how selected internal and external factors affect the Acela Express’s ridership. A two-stage least square regression model is introduced in order to eliminate the endogeneity problem caused by price and ridership. Also the Cochrane-Orcutt Procedure is adopted to solve autocorrelation. The result shows that ticket price and train on-time performances, which are used to being thought as important factors affect ridership become insignificant, while other factors like employment of business and professional in the Northeast Corridor areas have higher influence on high speed train ridership. The broader objective of this research is to provide policy suggestions for building of an efficient high-speed rail network that can both be profitable and solve practical problems that the contemporary transportation system faces.
