ABSTRACT The past two decades have seen no major technological breakthrough in the field of oil spill cleanup. It is likely that intervention by salvors will remain the preferred solution (“keeping the oil in the ship”). International Salvage Union member companies provide an effective service; they recovered more than 2 million tons of oils and chemicals from 141 ship casualties during 1995. However, spill prevention is an “invisible success” and, as such, doesn't make news. Meanwhile, the media remain strongly attracted to the few spills that still occur. During the past 20 years, great progress has been made in improving maritime safety and reducing the incidence of significant spills. Occasionally, however, things go badly wrong and a major pollution threat develops, together with the potential for huge claims. The members of the International Salvage Union want to take all possible measures to optimize salvage response in such situations. Salvors frequently work together, pooling resources and expertise to maximize operational success. In addition, arrangements are now in place that encourage salvors to respond to spill threats in highly adverse circumstances. Further improvements will materialize if the many parties involved in major casualty response draw closer together. More cooperation between these interests is vital. The new agreement on Article 14 salvage operations negotiated between the International Salvage Union and the International Group of P&I Clubs is an encouraging step in the right direction.

The past two decades have seen great progress in recognizing the importance of inflammation in medicine. Increased focus on inflammation in both prevention and treatment has improved outcomes and quality of life in chronic diseases. Science has improved our understanding of inflammation’s many causes and effects on health, and many advances have been made in the availability of targeted therapeutic options for treating inflammation. This chapter gives an overview of recognizing the many causes of inflammation, its many targeted treatments strategies, and the questions that still surround it. It discusses several integrative approaches to reducing inflammation, including exercise, diet, and different strategies for managing sleep, mood, and stress, such as meditation and massage.

Evidence-based assessment relies on research and theory to inform the selection of constructs to be assessed for a specific assessment purpose, the methods and measures to be used in the assessment, and the manner in which the assessment process unfolds. An evidence-based approach to clinical assessment necessitates the recognition that, even when evidence-based instruments are used, the assessment process is a decision-making task in which hypotheses must be iteratively formulated and tested. In this chapter, we review (a) the progress that has been made in developing an evidence-based approach to clinical assessment in the past decade and (b) the many challenges that lie ahead if clinical assessment is to be truly evidence-based.

The recent welcome inclusion of the study of African psychology within the psychology degree curriculum of some forward-thinking African universities has been lauded as a great positive drive in the right direction. In the past, the practices that prevailed were those of mainstream Western psychology imported to Africa. This awkward situation originated during the period of colonialism and the emergence of missionary Christianity in Africa. This article proposes that if the current positive attitude toward African psychology is to last and bear fruit, there is a need to formally inaugurate a new order or tradition (referred to in this paper as the Madiban tradition) that would anchor and open up the study of psychology in African universities towards a new future: a future in which the progressive arm of both Western and African approaches to psychology would coexist and enjoy enduring mutual respect and equitable participatory presence in these programmes. This paper highlights the theoretical framework undergirding this vision and the challenges to be faced and new shifts to be made in implementing such a vision.

Regeneration, the replacement of body parts in a living animal, has excited scientists for centuries and our knowledge of vertebrate appendage regeneration has increased significantly over the past decades. While the ability of amniotes to regenerate body parts is very limited, members of other vertebrate clades have been shown to have rather high regenerative capacities. Among tetrapods (four-limbed vertebrates), only salamanders show unparalleled capacities of epimorphic tissue regeneration including replacement of organ and body parts in an apparently perfect fashion. The closest living relatives of Tetrapoda, the lungfish, show regenerative abilities that are comparable to those of salamanders and recent studies suggest that these high regenerative capacities may indeed be ancestral for bony fish (osteichthyans) including tetrapods. While great progress has been made in recent years in understanding the cellular and molecular mechanisms deployed during appendage regeneration, comparatively few studies have investigated gross morphological and histological features of regenerated fins and limbs. Likewise, rather little is known about how fin regeneration compares morphologically to salamander limb regeneration. In this study, we investigated the morphology and histology of regenerated fins in all three modern lungfish families. Data from histological serial sections, 3D reconstructions, and x-ray microtomography scans were analyzed to assess morphological features, quality and pathologies in lungfish fin regenerates. We found several anomalies resulting from imperfect regeneration in regenerated fins in all investigated lungfish species, including fusion of skeletal elements, additional or fewer elements, and distal branching. The similarity of patterns in regeneration abnormalities compared to salamander limb regeneration lends further support to the hypothesis that high regenerative capacities are plesiomorphic for sarcopterygians.

Great progress has been made in the tandem annulation of enynes in the past few years. This review only presents the corresponding reactions of 1,3-enyne structural motifs to provide the functionalized pyridine and pyrrole derivatives. The functionalization reactions cover iodination, bromination, trifluoromethylation, azidation, carbonylation, arylation, alkylation, selenylation, sulfenylation, amidation, esterification, and hydroxylation. We also briefly introduce the applications of the products and the reaction mechanisms for the synthesis of corresponding N-heterocycles.

The haircut catalog is a book that contains information on various haircut models that are made in the form of pictures and names of haircuts, where the names of haircuts are generally made in English.The problem that can occur in cutting hair is the lack of desires of the customer to the results of the hair stylist cut, it happens because the customer does not understand or do not remember the name of the desired haircut model. Crochemore Perrin's algorithm factored the right pattern so that pattern = right pattern left pattern. Corporate governance scholars have long been interested in understanding the mechanisms through which firms and their leaders are held accountable for their actions. Recently, there has been increased interest in viewing the media as a type of corporate governance mechanism. Because the media makes evaluations of firms and leaders, and can broadcast information to a wide audience, it has the potential to influence the reputation of firms and firm leaders in both positive and negative ways and thereby play a role in corporate governance. The media can play a governance role and even influence firm outcomes by simply reporting about firm actions, giving stakeholders a larger voice with which to exert influence, and through independent investigation. However, despite the potential for the media to play a significant governance role, several barriers limit its effectiveness in this capacity. For example, media outlets have their own set of interests that they must strive to fulfill, and journalists often succumb to several cognitive biases that could limit their ability to successfully hold leaders accountable. While significant progress has been made in understanding the governance role of the media, future research is needed to better understand the specific conditions in which the media is effective in this role. Understanding how social media is changing the nature of journalism is just one example of the many exciting avenues for future research in this area.

In the past ten years, elections were held in six countries of Central Africa experiencing “post-conflict” situations. The polls that took place in Burundi (2005), the Central African Republic (2005), the Democratic Republic of the Congo (2006), Congo-Brazzaville (2002, 2007), Chad (1996, 2001, 2006) and Rwanda (2003) were crucial for peace-building. In some cases, they were widely supported and supervised by the international community, being considered the last step of a peace process and the first step toward establishing a truly representative “post-conflict” regime. The media were expected to play a large part in supporting these elections, both to inform the citizens, so they could make an educated choice, and to supervise the way the electoral administration was organizing the polls. This paper attempts to show the many challenges faced by the media while covering these post-conflict electoral processes. In a context of great political tension, in which candidates are often former belligerents who have just put down their guns to go to the polls, the media operate in an unsafe and economically damaged environment, suffering from a lack of infrastructure, inadequate equipment and untrained staff. Given those constraints, one might wonder if the media should be considered actual democratic tools in Central Africa or just gimmicks in a “peace-building kit” (including “free and fair” elections, multipartism and freedom of the press) with no real impact on the democratic commitment of the elite or the political participation of the population.

<p class="3">Over the past decade, great progress has been made in improving the quality and availability of Open Educational Resources (OER). OER proponents often discuss the ability for users to revise and remix OER to make them more suitable for local contexts; however, much OER goes unmodified. This note from the field examines the efforts of NetEase Online Open Courses, a Chinese organization, to take more than two thousand Khan Academy videos and translate them into Chinese. We provide background on this initiative and also analyze site metrics to determine what type of use these derivative OER have received.</p>

During the past year the Society has sustained one loss that overshadows all others. It is not for me to attempt to appreciate the value of the substantial contributions to the published sources of English history to which Mr. James Gairdner devoted himself so assiduously; I can only attempt to express the feeling which many of us here must share on the loss of our friend. I well remember the intense interest with which I read his ‘Life of Richard III.’ when it was first published in 1878, and the pleasure which I felt many years after in coming into contact with a man whom I admired so much. His constant kindliness and readiness to interest himself in and encourage the work of young men are not things to be readily forgotten. The chronicling of the blanks left in the roll of our officials and members is the saddest part of a President's duty. In my first address I expressed our sense of loss sustained through the death of Dr. Charles Gross; at this distance of time we can see more clearly than was possible four years ago how fruitful his work was. This year great progress has been made in the attempt to carry on the Bibliography of British History which he began, and during the last few weeks I have been impressed anew with the freshness and thoroughness of his studies, as I have been trying to look into and amplify the argument of his essay on Scottish Municipal History.
