In the last few decades, data communication has recorded massive improvements. These improvements were brought about by advancement in digital circuitry, its availability and persistent reduction in cost. Before the advancement of digital communication technology, analogue communication was the dominant means of transmitting data. As the internet expands across the globe, the need to transfer data over long distances increases. However, the major problem with analogue communication is that the quality of signals is lost with distance. Also, it has minimal security and does not support data integration. Digital communications provided an alternative to analogue communication. Today, digital modulations have become part and parcel of the present and future communication technologies. Despite the advantages of these schemes, the traditional channel impairments, such as noise, can affect their performance. Moreover, data transmission is mostly done over wireless channels, which are very unpredictable and are characterised by multipath fading effects. This paper presents a short research article that presents a study of digital modulation schemes (M-ary QAM and M-ary PSK) using MATLAB/Simulink under Additive White Gaussian Noise (AWGN). The result shows that, among the three modulation schemes compared, QAM has the best BER performance with minimal energy consumption.

The quality of emergency medical services (EMS) prior to a patient's arrival at a hospital is directly affected by the efficiency to dispatch an ambulance for first aid. In this paper, we created an ambulance dispatching system for first aid, which is integrated with Information and Communication Technology (ICT) and performed on a cloud platform. In virtue of ICT, the system can readily monitor the movements of ambulance with Geographic Information System (GIS) and determine any ambulance dispatching task and saves more time spent in transporting an accident victim to a hospital. Furthermore, the system running on a cloud platform is characteristic of integrated medical resources and terminal equipment with or without powerful hardware that is flexibly added into or removed from the system for supporting dispatch.

Even though open and distance learning (ODL) using Information and Communication Technologies can be applied across disciplines and at various levels, this paper focuses on the supervision of PhD students studying through the Open and Distance Learning mode of education using Information and Communication Technologies (ICTs). Taking into account the fact that higher education institutions are always striving to increase the quality of supervision and throughput of doctoral programmes, the study highlights how Information and Communication Technologies (ICTs) can mitigate these challenges. The study was carried out in 10 Zimbabwean universities to evaluate the levels of preparedness of universities, supervisors and PhD students in using information and communication technology during their studies. Purposive sampling was used focusing on PhD students studying through ODL, local universities offering PhD programmes experienced, PhD supervisors, the Zimbabwe Council for Higher Education officials and officials from the Ministry of Higher and Tertiary Education, Science and Technology Development. Students, universities and supervisors were not fully prepared to do their work using ICTs due to various reasons. Some of the reasons given were that some universities did not have the required infrastructure and facilities in place. Some of the supervisors and students lacked basic computer skills and this affected the quality of supervision and slowness in giving feedback. The lack of internet availability and poor connectivity were also cited as challenges especially with the prevailing load shedding. The study recommends universities to invest in ICTs infrastructure since higher education transcends geographical boundaries.

Mobile information and communication technologies are increasingly used in nursing. In a new plasma-supported treatment for patients with chronic wounds in outpatient nursing settings, the LiveCity camera can be used as an innovative mobile communication technology. It enables rapid and high quality exchange of information between remotely located doctors and nursing staff. This procedure promises to deliver positive outcomes regarding the quality of the treatment and patient safety while avoiding additional hospitalisation and saving time and costs. This is achieved by rapidly confirming diagnoses and agreeing on a joint treatment appropriate for the current wound status. Thus, complications in wound healing can be promptly identified and countermeasures initiated through quick and easy access to medical and nursing expertise.

As information and communication technologies have rapidly developed in the 1990s, enormous changes have taken place everywhere. At work environment, these have been newer tools for increasing organizational productivity, and these are transforming organizations to the degree that Taylorism once did (Davenport, 1998). These trends have spread over various fields of society, and have over countries caused economical and cultural innovation and reformation. These phenomena can be summarized as informatization. Informatization is defined as “converting the main goods and energy of a social economy to information through the revolution of high data communication technology and utilizing information produced by gathering, processing and distributing data within the vast fields of the society” (National Computerization Agency [NCA], 1997).

Cloud computing is dealing with large amount of data during data communication. This data processing is named as big data. The big data is growth of the demand in accessing the storage, computation and communication. This big data has the major defects. A raising issue in emerging big data is cost minimization. The architecture of big data ranges over multiple machines and cluster which have sub system. The major challenge of this big data is pre-processing and analysing the data patterns. This research article is dealing with different data pre-processing and secure data storage. There are many research challenges during this data process. The possible gap and drawbacks in the technology are identified through this survey and the efficient big data service is provided through MHT and AES algorithm. The main aim of this proposed method is to provide better data security during larger data process. The proposed hybrid MHT with AES algorithm is to minimize the encryption and decryption time apart from that it reduces the attacker ratio. All these parameters automatically increase the Quality of Service.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested
