A “Mendelian” executive is proposed as an image of strategy-making that lies intermediate between the grand strategist suggested by rational choice approaches and a Darwinian process of random variation and market-based differential selection. The Mendelian executive is capable of intentional design efforts in order to explore possible adjacent strategic spaces. Furthermore, the argument developed here highlights the role of intentionality with respect to selection processes within the organization, and the culling and amplification of strategic initiatives. The firm is viewed as operating an “artificial selection” environment in contrast to selection as the direct consequence of the outcome of competitive processes. Examining the nature of the processes generating these experimental variants and the bases of internal selection, and how these selection criteria may themselves change, is argued to be central to the formation of strategy in dynamic environments.

Latin Americans are one of the most relevant migrant minorities in Spain. In this article, we analyze their political representation at the local level by describing how councilors of Latin American councilors perceive three stages on their “pathway to power”: the selection method most frequently used by them to become electoral candidates, their ranking as candidates in the Spanish closed and blocked lists system, and their view of political representation once in office. The article contributes to a better understanding of the political incorporation of sizable minority groups in politics in recent immigration countries by implementing a mixed method strategy with survey data and in-depth interviews. The results show how candidates of Latin American origin are included in electoral lists following more participative ways of internal selection than their native-born counterparts, who are more frequently appointed by a party leader. Despite this, those who eventually get elected perceive that they have been ranked in “unsafe positions” of the electoral lists, and therefore with no guarantee of being appointed. Interestingly, once in office, councilors of Latin Americans perceive that they represent immigrants to a lesser degree, compared with their native-born counterparts.

Resumo O caso aborda a situação vivenciada por Gustavo, gestor de uma equipe de seis analistas da diretoria financeira de um grande banco público. Um dos analistas seniores da equipe havia sido promovido a gerente de outra área e ele se viu diante da necessidade de escolher um dos analistas plenos de sua equipe para o cargo. Analisadas as competências e o perfil dos candidatos, Gustavo tinha a convicção que Clarice era a mais preparada para assumir a vaga. Ao mesmo tempo, ele sabia que Clarice poderia engravidar em um futuro próximo e, se isso ocorresse, por uma condição médica especial, ela passaria um ano ausente, somadas as licenças saúde e maternidade. Gustavo se vê, portanto, diante de um dilema. Deveria ele levar em conta apenas as habilidades da candidata, ou seria também necessário considerar a repercussão entre os demais colegas e o impacto sobre o trabalho de toda a equipe caso ela engravidasse logo após a promoção?

The paper analyses the transfer of South African literature to the German Democratic Republic. In its historiographic/methodological dimension it presents findings on the statistics of (South) African literature(s) translations in the Verlag Volk und Welt (the major East German publisher in the area of contemporary world literature), and on the place of literary translations in the East German foreign cultural policy, as well as in the socialist solidarity discourse of the Socialist Unity Party of Germany (SED) and the antiapartheid movement. Furthermore, findings are presented on the publisher-internal selection criteria applied to South African literature, based on the archival data from the Bundesarchiv in Berlin (i.e. applications for a print permit and internal/external reviews), on issues around the transformation and adaptation of literature translated in the realm of the East German Weltliteratur, and on the transfer of South African literature from the GDR, based on the English language series Seven Seas Books. Lastly, the function of this alternative canon, framed within the so-called ‘minor transnationalism’, is spelled out.

So far, the management of management at MI NW Korleko has experienced obstacles because the management is handled by personnel who are not experts in their fields. In the research field taken by the author, namely Madrasah Ibtidaiyah NW Korleko, education management is handled by personnel led by the head of the madrasah and involves several employees to manage the madrasah. This study aims to describe and analyze the implementation of personnel management that follows the procurement, appointment, placement, training and termination of personnel in an effort to improve the quality of education at MI NW Korleko along with supporting and inhibiting factors for personnel management. This research is a qualitative research, taking the background of MI NW Korleko. Data collection was carried out by observation, interviews, and documentation. Data analysis was carried out by reducing data, display data, and drawing conclusions. Data validity checks were carried out by triangulating sources and techniques and combining them with theory. The results showed: (1) The implementation of personnel management at MI NW Korleko is: (a) recruitment of personnel is carried out if there is a vacancy or because it requires additional personnel in certain fields. (b) the appointment of personnel is indicated by the issuance of a decree from the head of the madrasah in deliberation with the management. (c) assignment of personnel based on the expertise possessed by personnel, which begins through internal selection by senior personnel. (d) training for MI NW Korleko personnel consists of two coaching through regular meetings which are held every month and coaching carried out conditionally based on needs. (e) dismissal at MI NW Korleko is carried out automatically if the manager is no longer part of the madrasah or has passed away. (2) Efforts to improve the quality of education are: (a) personnel development. (b) a clear division of personnel duties in the description. (c) communication between administrators. (d) holding a santri forum. (e) arranging a learning syllabus for the MI NW Korleko

Weapons technology is a key factor contributing to cultural evolution because it enables humans actively to protect themselves from a variety of natural threats and expand their access to resources. In contrast to non-military technologies, the purpose of which is to subordinate and shape inanimate, non-intentional or trivial, regular states, weapons primarily serve to assert one’s own will against self-determined, intentional and non-trivially acting organisms. This functional idiosyncrasy establishes the basis for a continuous arms race, which begins with the need to anticipate phenotypical and mental abilities of animals and other humans through weapons technology before leading to the anticipation of attack and defence capacities of groups and, ultimately, the anticipation of accumulated intelligence and productive accomplishments of entire political states. The dynamics of development in weapons technology prove that weapons are simultaneously an index and a motor of cultural and cognitive evolution. Weapons reflect the organizational and technical capabilities of cultures, indicating special cognitive capacities bound up with the abstract anticipation of enemies as well as the ability to produce mental models of complex adversarial entities. At the same time, weapons relay intercultural and internal selection pressures by playing a decisive role in the processes of general technological and organizational innovation. This innovation also influences the formation of practices, norms, motives and self-images. O presente trabalho objetiva analisar o processo de seleção interna por competências na Administração Pública Federal e sua respectiva aplicação na Justiça do Trabalho Brasileira. As questões a que se pretendeu responder na pesquisa foram: “Como é realizada a seleção interna na Justiça do Trabalho e Quais são as oportunidades de melhoria evidenciadas no processo de seleção interna aplicado na Justiça do Trabalho?”. Para tanto, foi realizada pesquisa de abordagem qualitativa e quantitativa, com levantamento bibliográfico e documental, incluindo as práticas em curso no que se refere ao estudo em tela. Com base no material pesquisado, foi elaborada proposta para a implantação do processo de seleção interna por competências na Justiça do Trabalho brasileira, obedecendo as exigências legais. O estudo permitiu concluir que as diretrizes para a gestão de pessoas na Administração Pública Federal são claras e fundamentadas, tendo como base o modelo de Gestão por Competências. Aliando o fato às práticas já existentes, foi possível identificar oportunidades de melhoria e delinear uma proposta para o processo de seleção interna por competências para a Justiça do Trabalho. This research had objective to analyze the internal selection by competences process in the Brazilian Federal Public Administration and its respective application in the Brazilian Labor Court. The questions that were intended to answer were: "How is the internal selection and What are the opportunities for improvement evidenced in the internal selection process applied in the Brazilian Labor Court?". For this, a qualitative and quantitative research was carried out with a bibliographical and documentary survey, including the current practices regarding the study on screen. Based on the material researched, a proposal was made to implement the internal selection by competencies process, obeying legal requirements. The study allowed us to conclude that the guidelines for people management in the Federal Public Administration are clear and based on the model of People Management by Competencies. Combining the fact with existing practices, it was possible to identify opportunities for improvement and to outline a proposal for the internal selection process by competencies for Labor Justice.
