Indigenous participation and knowledge justice in deliberative systems: Flooding and wild creek remediation controversies in Taiwan

Research on deliberative systems with detailed discussions on the deliberative features of Indigenous activism is limited. The systemic approach of deliberative democracy argues that activism constitutes an integral part of public deliberation. Drawing on the controversy on flooding and wild creek remediation on Orchid Island, Taiwan, this article explored how Tao tribespeople have used deliberative ways to influence political processes at multiple scales and improve the democratising quality of deliberative systems. Tao tribespeople engaged in communication and activated deliberation across scales when facing the government’s dominant policy framing and expert claims with limited discursive space. Tao activists use the virtual community as both an internal and external communication platform and engaged in transmitting policy ideas and visualizing Tao traditional knowledge system and situated practices to address knowledge injustice. This article illuminates connectivity of Indigenous deliberation and activism at multiple scales. These connectivity contribute to shaping knowledge production and dynamics of governance practices.

Despite growing consensus that Indigenous peoples, knowledge systems, rights and solutions should be meaningfully included in international climate change governance, substantive improvements in practice remain limited. An expanding body of scholarship examines the evolving discursive space in which issues facing Indigenous peoples are treated, with a predominant focus on decision outcomes of the United Nations Framework on Climate Change (UNFCCC). To understand the opportunities and constraints for meaningful participation of Indigenous peoples in international climate policy making, this article examines the experiences of Indigenous participants in the UNFCCC. We present findings from semistructured interviews with key informants, showing that material constraints and the designation of Indigenous peoples as nonstate observers continue to pose challenges for participants. Tokenism and a lack of meaningful recognition further constrain participation. Nevertheless, networks of resource sharing, coordination, and support organized among Indigenous delegates alleviate some of the impacts of constraints. Additionally, multistakeholder alliances and access to presidencies and high-level state delegates provide opportunities for international and national agenda-setting. The space available for Indigenous participation in the UNFCCC is larger than formal rules dictate but depends on personal relationships and political will. As the Local Communities and Indigenous Peoples Platform established by the Paris Agreement formalizes a distinct space for Indigenous participants in the UNFCCC, this article outlines existing opportunities and constraints and considers potential interactions between the evolving platform and existing mechanisms for participation.

Post-disaster reconstruction relies on, and is shaped by, the good intentions of states, non-governmental organizations, and donors. These intentions, however, are inescapably framed by historical circumstances and cultural values. Consequently, post-disaster interventions can reinforce patterns of prejudice, injustice, and disadvantage that were entrenched in pre-disaster settings. Focusing on the experiences of Indigenous Rukai communities in southern Taiwan during recovery and reconstruction following Typhoon Morakot in 2009, this article explores the challenges faced in addressing Indigenous-specific concerns in post-disaster reconstruction and community development. We argue that institutional capacity (and capacity deficits) and the procedural vulnerability created in post-disaster responses are components of the risk landscape which require greater attention to diverse cultural values, protocols, and experiences in fostering resilient and inclusive disaster recovery approaches. In Taiwan, the particular complexities of Indigenous geographies, colonial and postcolonial circumstances, and contemporary political dynamics make developing approaches that are respectful of Indigenous cultural values, social aspirations, and political processes not only more difficult but also more important in shaping post-disaster community at multiple scales. Attentiveness to these values, aspirations, and processes generates opportunities for decreasing vulnerability to the extraordinary and the everyday disasters that communities confront.

AbstractThe intensifying impacts of climate change pose a serious global threat, particularly for rural populations whose livelihoods are closely tied to natural resources. Yet there is a lack of critical understanding of how asymmetric power dynamics shape the vulnerabilities of such populations under climate change. This article examines the interrelations between smallholders’ climate-related vulnerability experiences and power relations across multiple scales of climate adaptation in the Peruvian Andes, a region susceptible to increasing climatic threats. The analysis draws on a case study conducted in the Mantaro River Valley in Central Peru using qualitative methods: open-ended interviews, participant observation, and document analysis. Findings of the study show that in the context of climate change, the production of vulnerabilities has much to do with larger socio-political structures in which protection of the highland farmers is not prioritized. The impact of the uneven scalar power dynamics in climate adaptation and other overlapping fields of policy have created uneven terms of adaptation among smallholders. This has created marginalization, conflicts, and deepened smallholders’ vulnerabilities under climate change. I argue that to reach a better understanding of the multidimensionality of vulnerabilities, more detailed attention must be paid to place-based climate experiences within context-specific, socio-political processes, and to the ways these are shaped by unequal power relations across multiple scales.

I examine Hungary’s Catholic arts industry and its material practices of cultural production: the institutions and professional disciplines through which devotional material objects move as they become embedded in political processes of national construction and contestation. Ethnographic data come from thirty-six months of fieldwork in Hungary and Transylvania, and focuses on three museum and gallery exhibitions of Catholic devotional objects. Building on critiques of subjectivity- and embodiment-focused research, I highlight how the institutional legacies of state socialism in Hungary and Romania inform a national politics of Catholic materiality. Hungarian cultural institutions and intellectuals have been drawn to work with Catholic art because Catholic material culture sustains a meaningful presence across multiple scales of political contestation at the local, regional, and state levels. The movement of Catholic ritual objects into the zone of high art and cultural preservation necessitates that these objects be mobilized for use within the political agendas of state-embedded institutions. Yet, this mobilization is not total. Ironies, confusions, and contradictions continue to show up in Transylvanian Hungarians’ historical memory, destabilizing these political uses.

This article explores the voice of black minority ethnic (BME) women in devolved Scotland. Particular attention is given to examining multicultural policies and devolved political processes and how these impact on the position of BME women in the political life of Scotland. The study is based on secondary analysis of existing survey and focus group data, and primary data drawn from qualitative interviews conducted with a sample of respondents from political and non-governmental organisations. Drawing on feminist theories of multiculturalism, culture is perceived as dynamic and contested and the research depicts BME women as agents engaged in shaping Scotland and their own cultures. The findings show that devolution has created a political opportunity structure more favourable to the voices of BME women. However, this voice remains quiet and is limited by barriers within and outside of BME communities. The research also highlights the role of third sector organisations in enabling the voice of BME women. The author concludes by arguing that successive devolved governments’ promotion of multiculturalism in Scotland has benefited BME women but with important limitations.

This article considers the politics and aesthetics of the colonial Bildungsroman by reading George Moore's often-overlooked novel A Drama in Muslin (1886). It argues that the colonial Bildungsroman does not simply register difference from the metropolitan novel of development or express tension between the core and periphery, as Jed Esty suggests, but rather can imagine a heterogeneous historical time that does not find its end in the nation-state. A Drama in Muslin combines naturalist and realist modes, and moves between Ireland and England to construct a form of untimely development that emphasises political processes (dissent, negotiation) rather than political forms (the state, the nation). Ultimately, the messy, discordant history represented in the novel shows the political potential of anachronism as it celebrates the untimeliness of everyday life.
