Changes to the structure of English education because of decentralisation policy, particularly since 2010, have resulted in the creation of large groupings of schools – multi-academy trusts, organisations with multi-level governance structures, set out in schemes of delegation. Although the government has demanded absolute clarity on the role and remit of each part of the structure and the relationship and reporting between them, recent research suggests that there is little clarity or consistency in the role and function of board structures, with members often confused about their roles. This study draws on data from a funded project to examine: What level of consistency there is in multi-academy trust schemes of delegation, and what evidence is there that schemes of delegation align with sensemaking models of board members? The article concludes with a discussion on what the findings imply for use of schemes of delegation as useful tools for board member sensemaking in multi-academy trusts; revealing that although they can be useful tools for sensemaking, their usage varies a great deal between boards and board members.

Scholarship exploring the makeup, function, and efficacy of collegial governance structures within the context of Canadian higher education is limited and primarily focused on the board or the senate. This paper expands that scholarship by focusing on the governance structures of the university library. The objective of this study was to determine the extent of library councils in Canadian universities and to examine their composition, role, and function as evidenced in their governing documents. Using Karl Mannheim’s document method to analyze the terms of reference of 23 library councils, findings reveal that, overwhelmingly, library councils function as information-sharing and discussion forums rather than decision-making bodies. The paper concludes with a review of progressive language and governance practice as gathered from the document analysis.

The growth and development of Islamic Education is inseparable from the growth of institutions. The Prophet made it happen by establishing institutions that had a role in developing and advancing Islamic education, one of which was a mosque. Research on the relationship of mosques with the social history of Islamic education is discussed by using descriptive qualitative methods that are oriented to literature review. This paper shows that in the early period of Islamic education, the Prophet provided exemplary by building and empowering mosques. The example of the Prophet continued with the Caliphs afterwards until the present era. The mosque was built by the Prophet from the Al Haram mosque located in Makkah, Quba Mosque located in Quba, Nabawi mosque located in Medina and so on. The role and function of the mosque at that time was as a place of prayer, a place of prayer, a place for discussion or deliberation, a meeting place to develop a war strategy and others related to the problems and needs of Muslims. From time to time, the role or function of the mosque has changed slightly. In essence, mosques are currently influencing the development of the social history of Islamic education in Indonesia.

The Senate Reference is ultimately a decision about how democratic decision making ought to be conducted when the role and function of fundamental democratic institutions are themselves at stake. This case stands for the idea that unilateral decision making by Parliament is not permitted even if from a substantive standpoint the government’s proposals are “more democratic” than the status quo. Consultative elections and senatorial term limits, for example, would arguably make the Senate a more representative and accountable body. Yet the Court held that such changes are subject to the Constitution’s general amending formula, which means that Parliament cannot implement these changes on its own. This article suggests that the Court’s interpretation of the amending procedures is based upon a deeper democratic commitment to ensuring dialogue and deliberation between and among the relevant stakeholders. The Court’s approach has benefits and drawbacks. By setting itself up as the exclusive arbiter of the Constitution’s “internal architecture” and the primary decision-maker as to what constitutes an institution’s “fundamental role and nature”, the Court has enhanced its own authority over the evolution of the constitutional order while significantly narrowing the possibilities for constitutional change. While the Court’s approach has the undeniable effect of making large-scale institutional reform difficult (if not impossible), the alternative is arguably worse. If it were possible for the government to unilaterally reform democratic institutions, then it could unilaterally reform them in an anti-democratic direction as well.

In this era of the COVID-19 pandemic, there are many things that need to be watched out for and also need to be prepared. The role of the government as one of the leaders of a country needs to have a plan to overcome these problems. One of the efforts made by the government is to create a Covid-19 emergency hospital by converting the Kemayoran and Pademangan  Wisma Athletes. The selection of this athlete's home is considered to be able to accommodate patients affected by COVID-19. But not only that, every room in this emergency hospital is a shield for every patient. Each room in the athlete's house has its own role and function, not least as a means of defense for every patient, to support this, the use of descriptive and narrative analysis is to explain how the architectural layout in the athlete's house and also use narrative analysis techniques to focus on an idea that can be developed into a related part. From the results of this analysis, it is also expected to get results to provide new knowledge, about how patients in the athlete's house become a means of defense for themselves.

AbstractThis paper is based on research results that describe the role and function of foundations in fostering madrasas. His findings indicate that the weakening of the role and function of foundations in fostering madrasas, especially in their control functions, results in the existence of madrasas that are unable to compete with educational institutions at the same level as their surroundings. The transfer of control functions by the foundation to a madrasah head indicates that the management process has not been fully developed as a collaborative process between the foundation, the head, and the madrasah committee. The government itself has only played a role at the level of administrative guidance for madrasah institutions and has not yet touched on the aspect of foundations as the owner of madrasah institutions. Therefore, steps are needed to increase the role of foundations in fostering madrasas through strengthening institutional management, strengthening human resources for teaching and education personnel as well as adequate infrastructure to drive the pace of madrasah institutional organization. Supported and strengthened by refreshing mutual agreement in carrying out the vision and mission of madrasah management to achieve shared goals. The knot point, among others, lies in the leadership of the foundation and the head of the madrasa which is strengthened by empowerment support by the government.

This paper looks at the government and local governance structures of Barbados, arguing that local governance should be leveraged to expand entrepreneurship opportunities at the community level. It examines the links between local governance and entrepreneurship, and proposes a framework aimed at strengthening the relationship between Barbados’ newly formed constituency councils and its government institutions supporting entrepreneurship. The research concludes that there are many inefficiencies in the interaction between government agencies and constituency councils, which the proposed framework is a first step toward remedying.  The research suggests that local governance is a complex issue worldwide. More specifically in Barbados, even though the role of the constituency councils is defined, there are weak formal arrangements which undermine the processes and activities to support community entrepreneurship. The proposed framework highlighted in the research is a first step in formalising a way forward for entrepreneurship in the community.

TAIWAN: DILEMMAS OF DEVELOPMENT The primary research objective of the book is a comprehensive analysis of the evolution of Taiwan’s position in the international system. The specific objectives are related to the recognition of the potential of the island in the political, military, economic and social sectors; the dynamics of the relationship between them, as well as their evolution since 1949, so from the time when the ROC authorities were established on the island for a period of authoritarian regime in this country, to the present, already with the democratic government. The turning point summarizing the analysis is year 2013, the period of the second term of President Ma Ying-jeou (2012–2016) of the Nationalist Party (Kuomintang – the KMT) and the government of this party. The key to the problem is also the determination of the international environment of Taiwan, entering with its system in important interactions, and therefore identification of the area which integrates multi-level activity in Taiwan. The analysis will also concern the evaluation of the use of the potentials owned by Taiwan in shaping and implementation of strategic interests. Particular attention will be paid to Taiwan’s activity in the area of its natural neighborhood. Description and explanation of the position of Taiwan in the international system is accompanied by a research question about the type and nature of the interactions conditioning the achievement of a defined status.

The division of the powers and responsibilities of government in London has been a constant source of friction and debate between central and local government. In the wake of the abolition of the Greater London Council, the Conservative government waited for the corporate sector to take the lead. When this failed to materialise, a complicated array of unelected agencies and partnerships were constructed to promote London, deliver services and allocate expenditure. This paper reviews the nature and function of these organisations and examines proposals for regional development agencies and an elected strategic authority for the capital arising from the election of a Labour government in May 1997. While pointing to considerable organisational innovation, for instance in the setting up of the Government Office for London, it is argued that, during 18 years of Conservative government, the emphasis on policy delivery through a variety of discrete partnership agencies deliberately overlooked issues of subsidiarity and local accountability. Thus the debate about the relationship between central and local government in London reflects substantial philosophical differences between the two parties. The Labour government's proposals for a strategic authority and regional development agency will require a substantial reallocation of powers and functions between a number of overlapping and competing agencies and a redefinition of what are legitimately local and central functions.
