Freedom is widely regarded as a basic social and political value that is deeply connected to the ideals of democracy, equality, liberation, and social recognition. Many insist that freedom must include conditions that go beyond simple “negative” liberty understood as the absence of constraints; only if freedom includes other conditions such as the capability to act, mental and physical control of oneself, and social recognition by others will it deserve its place in the pantheon of basic social values. Positive Freedom is the first volume to examine the idea of positive liberty in detail and from multiple perspectives. With contributions from leading scholars in ethics and political theory, this collection includes both historical studies of the idea of positive freedom and discussions of its connection to important contemporary issues in social and political philosophy.

The emergence of an internal control system to guide operations along the Rideau Canal beginning in 1832 is examined through analysis of a book of directives (the Order Book) maintained by the lockmaster at the Isthmus lockstation. The Orders guided the work of the lockmaster and established general controls and control activities. Orders for adequate documents and records, physical control over assets and records, and proper authorization of activities were common. Orders are seen as efforts by British Royal Engineers, who were geographically removed from the oversight of the Rideau Canal Office, to discipline civilian lockmasters and to encourage lockmasters to govern themselves. Comparing the Order Book to Orders and Regulations in place in 1831 for the Royal Engineers also highlights similarities between expectations of Royal Engineers and those established for the civilian workforce under their direction, indicating a transfer of accounting technologies from the Royal Engineers to the civilian workforce.

Modern communication devices are often equipped with multiple wireless communication interfaces with diverse characteristics. This enables exploiting a form of multi-connectivity known as interface diversity to provide path diversity with multiple communication interfaces. Interface diversity helps to combat the problems suffered by single-interface systems due to error bursts in the link, which are a consequence of temporal correlation in the wireless channel. The length of an error burst is an essential performance indicator for cyber–physical control applications with periodic traffic, as this defines the period in which the control link is unavailable. However, the available interfaces must be correctly orchestrated to achieve an adequate trade-off between latency, reliability, and energy consumption. This work investigates how the packet error statistics from different interfaces impact the overall latency–reliability characteristics and explores mechanisms to derive adequate interface diversity policies. For this, we model the optimization problem as a partially observable Markov decision process (POMDP), where the state of each interface is determined by a Gilbert–Elliott model whose parameters are estimated based on experimental measurement traces from LTE and Wi-Fi. Our results show that the POMDP approach provides an all-round adaptable solution, whose performance is only 0.1% below the absolute upper bound, dictated by the optimal policy under the impractical assumption of full observability.

The Nigerian government has for a long time recognized problems relating to mismanagement of public funds evidenced by lack of transparency, poor accountability, corruption, financial leakages and budgeting processes, financial excesses, poor cash management and resource allocation. This is coupled with the fact that there is a near total absence of the notion and ethics of accountability in the conduct of public activities in the country. This study investigates the effects of financial control practices on accountability in Nigeria public sector. This is due to dearth of literature in this area of study. The cross-sectional survey research design was employed, the data were primarily sourced by means of a questionnaire (research instrument) and empirically analyzed. The target population of this study was the staff (2,125) of public/civil servants working in the Accounts and Finance departments of Lagos and Ogun States government Secretariats, Taro Yaman was adopted to arrive at 337 sample size. Data were analyzed using the SPSS 20.0 version software, inferences were made at 5% significant level. The study showed that financial control has a significant influence on accountability of public sector (Adj. R2= 0.468, F(4, 349) = 77.692, P< 0.05). Based on this finding, the concluded that there is significant effect of financial control practices on accountability in the public sector. The study also established that financial control has a significant influence on responsibility of public sector (Adj. R2= 0.141, F(4, 349) = 15.296, P< 0.05). Therefore the study concluded that there is significant effect of financial control practices on responsibility of public sector accountability. The study therefore, concludes that there is a positive significant effect between financial control practices and accountability in public sector. Based on the findings of this study the study recommends that: The existing physical control assets should be strengthened in order to ensure effective financial control and improve on accountability thereafter due to the insignificant effect of physical control of assets has on accountability in public sector. Effective and efficient application of financial control methods and management strategies to accountability in the public sectors will compel each employee to be more serious, focused and loyal in the discharge of their responsibilities.

The type of research used in this research is normative legal research. The transfer of ownership rights to the Fiduciary Collateral Objects is handed over in a constitutum possessorium, which means that the trustworthiness of the guaranteed property (the debtor's property) is transferred to the creditor, with physical control over the goods remaining with the debtor. Where it’s agreed that the owner of the object will surrender his/her right over the object to the Fiduciary. But with a promise that the owner of the object may still use it and then hold onto the object for the Fiduciary. So the status, the person who was originally the owner, is now a borrower. In this incident, there was no real surrender, but only based on an agreement.
