Being in such a highly competitive knowledge economic era with changing social value and fast information spread, the relationship between school teachers and staff is different from it in the past and the dilemmas and difficulties encountered by schools are increasing. School administrators have to face problems and accept challenges on policy promotion and work execution and even have to immediately make decisions on certain issues. School administrators’ decisions mostly involve in people that the considerations are broad, e.g. conforming to education objectives, taking care of different learners’ needs, and satisfying various stakeholders. Aiming at university teachers in Shandong Province as the empirical objects, total 360 copies of questionnaire are distributed for this study. 254 valid copies are retrieved, with the retrieval rate 71%. According to the research results, suggestions are proposed, expecting to help domestic universities and colleges enhance the practice of administrative ethics, stimulate and promote the administrative effectiveness of schools, and enhance the overall effectiveness.

This study aimed to address the issue of the role of management ethics on administrative creativity, an applied study on a group of school administrators in the Asir educational region - Khamis Mushait Governorate, and the study used the descriptive and analytical approach, and where the questionnaire was used as a main tool for data collection in this study, and the study reached a number of Among the most important results are: the presence of a statistically significant effect of administrative ethics in its dimensions on administrative creativity in the school administrations of the Asir educational region, and that there are no statistically significant differences at the level of significance (α = 0.05) in the responses of the respondents on management ethics and administrative creativity in the school administrations of the Asir region In Khamis Mushayt governorate, the following demographic variables are attributed to (gender - age - years of experience - job title - workplace), and there are statistically significant differences at the level of significance (α = 0.05) in the responses of the respondents on management ethics and administrative creativity in the school administrations of the Asir region of the governorate Khamis Mushait attributed to the variable (scientific qualification), and based on these results, the researcher recommended a set of recommendations, the most important of which are: The need to increase The school administrations have created a research and development unit that undertakes the task of studying ways of creativity at the school level.

The article examines the main problems of such a social institution`s functioning in the Russian state as a public service. The particular attention is paid to the ethical principles of the state and municipal employees in the context of the administrative ethics. It is noted that one of the problems of the civil service as a social institution in the country is the lack of citizens` awareness of the civil servants` activities results as well as the excessive bureaucratization of the internal activities of public authorities in the country.

After more than a century of development, the administrative moral construction of civil servants in the United States, Japan with a distinctive cultural background of the West and the east. In practice, they have explored the construction mode that accords with the actual situation of their own country, formed a relatively perfect system and accumulated more successful experience. It is the common need for China to construct a service-oriented government and solve the ethical dilemma of civil servants and the Anomie of administrative ethics. Based on the specific conditions of our country and the experience of some developed countries in their exploration of civil servant's administrative moral construction, this paper actively studies its localization development, and puts forward some ways to improve our civil servant's professional ethics, put forward their own countermeasures and suggestions.
