The biennial Ocean Sciences Meeting (OSM) is the most extensive opportunity for members of the global ocean sciences community to come together to share knowledge, network, build and strengthen collaborations, and grow ideas. In addition to sharing progress in research, technology, and education, these meetings are a valuable opportunity to advance diversity and inclusivity in the ocean sciences community. OSM 2020 featured several successful events and sessions with these themes, and reflection on them since then has been valuable for guiding further diversity, equity, and inclusion (DEI) efforts at our home institutions and for planning future conferences (Behl et al., 2021, in this issue; Le Bras, 2021).

The article shows that for the development of science, technology, and education, it is necessary to create an adequate information and analytical system to support the adoption of effective management decisions. One of the main difficulties of this task is that it should be solved comprehensively, and not in fragments, as it is done at present. After all, in the structure of the Russian Government there is no body for centralized management of the solution of this issue. Therefore, many state programs in this area are not coordinated with each other and are not supported by the necessary personnel, standards, and legal and information provision. All this will have to be created anew in the context of increasing attempts to isolate Russia economically and politically by the United States and its supporters in the countries of the European Union (EU). The author suggests using this geopolitical situation to review the strategy and tactics of Russia's scientific and technological development, making it a priority to increase the efficiency of using its own intellectual potential and expand scientific and technological cooperation with other countries. First of all, it should be the BRICS countries, the Eurasian Economic Union, as well as China, India, Iran and South Korea, which also face acute problems of scientific and technological development.

Background: Through the research process, the topic has selected a number of tactical coordination exercises, then applied them to chess classes at Ho Chi Minh City University of Technology and Education (UTE). Methodsː 66 male students in their 20s are divided into 2 groups of experiments (34 students) and control (32 students) all participating in the chess experiment program. Resultsː After the time of applying tactical coordination exercises, the results of tests performed by the experimental groups and control groups both increased, but the experimental group’s growth was more superior than control group’s (Means of of all 6 tests were significant difference with P <0.05). It shows that the rationality and effectiveness of the tactics coordination exercises selected to be included in the chess curriculum to improve the calculating capacity for students after a period of 4 months of experiment.
