This article examines the state of the hotel fund in Morocco and the capital of Rabat. The essence of the problem of the waking up of the hotel complexes in the territory of Morocco is different, which is connected with the national and traditional styles in the interconnected interior and the traditional decoration of the apartment complex. The relevance of the development of the basic principles of architec- tural and planning organizations and the air-space composition of the hotel and tourist complexes in the minds of the Moroccan climate of Morocco has been revised. It is worth looking at the future buddies of the hotel complexes and those in the minds of the practitioners. Practically necessary, the need to upraise the main national traditions and values ​​of the historical decline of Morocco. Also, in stats, important is the importance of developing regional standards for designing hotel complexes for the specialties of Morocco and the traditions of Morocco. As a result, it turned out that nowadays it’s been blown out of the ordinary mind with a touch of mass tourism in Morocco, which is simple, simple, well-planned and new hotel complexes. In order to make sure that everything was built like a system of spaciously connected architectural ensembles, it would be necessary to develop the basic principles of formulating the hotel complexes in the hot climate of Morocco. Although both praised and contested for its advanced conceptual elaboration and ineffective practical implementation, respectively, participatory planning has largely been considered a Yugoslav national legacy and a point of diversification compared with other similar contexts. However, there has been little research on the roots and features of public participation as observed through the lens of international influences on Yugoslav spatial and urban planning. By identifying the main channels (professional networks and events) and nodes (planning organizations and documents) in the diffusion of participatory planning ideas at both the international and national levels, we trace the evolution of citizen participation discourse in Yugoslavia. Based on archival research of the relevant documents (selected articles in professional journals, decrees, and plans), the paper examines the authenticity of the concept of citizen participation in Yugoslavia to, finally, elucidate the specificities of its implementation in the context of socialist self-management.

Federal Environmental Justice directives require transportation agencies responsible for planning and programming federal funds, including state departments of transportation and metropolitan planning organizations (MPOs), to identify and address disproportionately high and adverse human health and environmental impacts on minority and low-income populations. Despite issuance of federal and state guidance and training programs, many MPOs nationwide continue to seek clarity on effective environmental justice (EJ) approaches and procedural considerations. The South Central Pennsylvania Unified EJ Process and Methodology study was a year-long effort undertaken by a consortium of MPOs in Pennsylvania Department of Transportation (PennDOT) District 8 to identify a unified and replicable approach to implementing EJ in transportation planning. PennDOT, Federal Highway Administration PA Division, and Federal Transit Administration Region III provided technical assistance and support to the effort. The consortium engaged a technical assistance consultant to facilitate a collaborative process to identify a process framework, a set of analytical methodologies, and effective strategies for advancing EJ in the regional transportation planning process. The study demonstrated a model for convening regional, state, and federal partners to reach consensus around an effective EJ process and methodology. This paper provides an overview of the study process, findings related to the concerns of the participating MPOs, and a brief description of the recommended analytical approaches. The paper discusses lessons learned during the course of the study and considers additional work required to further enhance the EJ process.

Regional governments and regional intergovernmental organizations play an increasingly important role in land use and transportation planning in many countries. In the U.S., regional organizations such as metropolitan planning organizations provide regional forums and institutions to coordinate actions of local government necessary to overcome collective action problems that result from the fragmentation of local authority. Their regional scope allows them to directly address collaboration problems or broker collaborative arrangements among local governments within their boundaries. Nevertheless, the scale of regional problems often extends beyond the boundaries of these regional entities. Thus, collaboration across regional governance organizations is necessary to address problems that have multi-regional impacts, such as large transportation projects. Extant research generally measures regional collaboration based on counts of collaboration actions undertaken, but this does not account for the fact that some are symbolic, while others require resources and commitment. Drawing insights from the institutional collective action framework, we advance an explanation for how regional organizations overcome collaboration risks to participate in collaborative solutions to regional and multi-regional problems. The analysis employs a unique national survey of metropolitan planning organizations (MPOs) and adds a novel application of item response theory (IRT) to capture differences in risk or difficulty among collaborative actions. The IRT results offer support for our ICA-based explanation of collaboration commitments. The implications of the findings for theory development and empirical study of RIGOs are discussed in conclusion.

Availability of water in the Ganges River basin has been recognized as a critical regional issue with a significant impact on drinking water supply, irrigation, as well as on industrial development, and ecosystem services in vast areas of South Asia. In addition, water availability is also strongly linked to energy security in the region. Hence, quantification of spatial availability of water resources is necessary to bolster reliable evaluation of the sustainability of future thermal power plants in the Ganges River basin. This study focuses on the risks facing existing and planned power plants regarding water availability, applying climate change scenarios at the sub-basin and district level up to 2050. For this purpose, this study develops an integrated assessment approach to quantify the water-energy nexus in four selected sub-basins of the Ganges, namely, Chambal, Damodar, Gandak, and Yamuna. The results of simulations using Soil and Water Assessment Tools (SWAT) showed that future water availability will increase significantly in the Chambal, Damodar, and Gandak sub-basins during the wet season, and will negligibly increase in the dry season, except for the Yamuna sub-basin, which is likely to experience a decrease in available water in both wet and dry seasons under the Representative Concentration Pathway (RCP) 8.5 scenario. Changes in the water supply-demand ratio, due to climate change, indicated that water-related risks for future power plants would reduce in the Chambal and Damodar sub-basins, as there would be sufficient water in the future. For 19 out of 23 districts in the Chambal sub-basin, climate change will have a moderate-positive to high-positive impact on reducing the water risk for power plants by 2050. In contrast, existing and future power plants in the Yamuna and Gandak sub-basins will face increasing water risks. The proposed new thermal power installations, particularly in the Gandak sub-basin, are likely to face serious water shortages, which will adversely affect the stability of their operations. These results will stimulate and guide future research work to optimize the water-energy nexus, and will inform development and planning organizations, energy planning organizations, as well as investors, concerning the spatial distribution of water risks for future power plants so that more accurate decisions can be made on the location of future power plants.

The article presents the basics of architectural and planning organizations and the peculiarities of the formation of an ethnocultural tourist center. The analysis of existing facilities of the CIS countries was carried out. On the examples of the survey of tourist complexes and objects of ethno-aul, cultural-tourist and regional, the architectural and functional aspects of the organization of modern ethno-cultural cities and ethno-cultural tourist complexes are revealed. As a result of the research, modern tourist centers were studied.

Transportation inequities, consequences of decades of auto-oriented planning alongside discriminatory land-use and transportation planning and policy decisions resulting from structural racism, severely impact opportunities for people of color and other marginalized populations. While a growing body of work has examined inequities with respect to long-range transportation planning, less research examines how equity is incorporated in short-term planning processes via the Transportation Improvement Program. This research reviewed how the metropolitan planning organizations (MPOs) that serve the 40 largest US urbanized areas used equity-based criteria for transportation project prioritization in regional planning. Just over half deployed at least one equity criterion for allocating transportation funds, which fell into one of six categories with varying degrees of complexity and potential for impact. While most MPOs included equity in their prioritization criteria, the methods could be improved to better align with more complete definitions of transportation equity, focusing on how targeted groups are defined, more comprehensive methods for equity evaluation, and an increase in the weight that equity is given in prioritization. MPOs and other agencies implementing transportation projects should adopt a justice-oriented framework for project prioritization that ensures that projects first affirmatively remedy historical inequities and work with affected communities to adopt appropriate and meaningful solutions
