   The authors in the article analyzed the CIS customs legislation, particularly the provision of tariff preferences to declarants of food and agricultural products in the conditions of free trade of the CIS countries. The authors also evaluated the impact of the market of these goods on the food security of Russia. The authors highlighted fragments of the history of creation, development of the CIS, modern relations, strategy and prospects for improvement.

The substantiations for the use of the indicator of national wealth, including produced, natural and human capital, as a tool for managing the sustainability of the economic growth of the state are given. Considering that at present the measurement of the National Wealth in the Republic of Belarus is limited to fixed assets, the approaches of the World Bank to assessing the National Wealth by countries of the world are considered. The amount and structure of the national wealth of the Republic of Belarus in the assessment of the World Bank based on data for 2018 is presented. A comparative analysis of the share of produced, natural and human capital in the Republic of Belarus, CIS countries, regions of the world and countries with different income levels is carried out. The approaches to the management of national wealth to ensure sustainable development are considered, allowing to diversify the portfolio of assets and ensure balanced investment in various assets to ensure greater sustainability of the state.

An object of this research is to evaluate the premises of transfer of dual use technologies appeared in Ukraine and other CIS countries. It aims to highlight a hybrid impact of political, historical and other potential barriers faced between technology offeror/recipient nowadays. The investigated problem. Apart from the highlighted affect of political, historical and other potential barriers faced between technology supplier /recipient these days, the paper also discusses how the covid pandemic and democracy crisis on the global joined to and affect an efficiency, proper functioning and transparency of technology transfer process. The experience and practice show that the process of technology transfer is rather complicated, multi-leveled and involves more than two players. It is impacted with and follows few factors and conditions that constrain its success or failure at the end. It was shown that the development of dual use technologies continues in a quagmire of conflicting interests, in light of discussed factors therein, national security and export control rationales. For the time being, debates on dual use (DU) technologies and their misuse lack creativity and rather dim; political and diplomatic initiatives came finally to nowhere trying to find turnkey solutions, thus the discussed set of factors affecting the efficient transfer and strategic export control, is quite a challenge nowadays. The main scientific results. The discussed therein factors imply the hybrid threat to transfer of technologies, closely interrelated and possess a profound significance, tho. From today and forward each step towards optimization of transfer should be carried out considering all groups and specifics of high level of science intensity of advanced technologies. Ukraine being a country with still transitional (from socialist to capitalist) type of economy, a mechanism for IP protection with regard to their scientific and technical results providing this necessary level of science intensity of technology, in the analyzed period of time has not yet been properly worked out and not enshrined in bylaws. The result of this eresearch makes a solid background for further debates as to technology transfer in terms of political science and export control

The article is devoted to the analysis of foreign trade in agricultural products of the Republic of Kazakhstan. The analysis of indicators of export of agricultural products of the country. In the process of studying the foreign trade turnover of agricultural products of Kazakhstan, identified the main trading partners or importers of agricultural products of the Republic. The analysis of changes in the structure of exports of agricultural products of the Republic to the countries of the Commonwealth of Independent States and the rest of the world. The main agricultural products occupying significant shares in the structure of export of the Republic are determined. For the analysis, a statistical review of the dynamics of foreign trade in agricultural products over the last five years is presented. The analysis of indicators of production of agricultural products, as well as the share of manufactured products for export (Simić, Stankov, 2020).   The study confirmed that the share of agricultural exports in the overall structure of the country's exports is insignificant. A significant part of the exported agricultural products are directed to the CIS countries and neighboring countries. A significant part of the export of agricultural products falls on cereals. The share of this category of goods in the total income from exports of food and agricultural raw materials is 90 percent. Thus, exports and foreign trade in agricultural products in General are a source of growth of the agricultural economy for the country, the external factor is important to take into account when building forecasts of economic growth and modeling the economic policy of the country in the field of agriculture.

The article examines the features of employment in the Russian labor market of highly skilled labor migrants from Kyrgyzstan, Tajikistan and Uzbekistan. The main attention is paid to their economic activities, occupations, wages and labor intensity in comparison with similar characteristics of less skilled Central Asian labor migrants and highly skilled migrants from other post-Soviet states. It is concluded that highly skilled migrants from Central Asia, being more successful than their less skilled compatriots, lose in competition for the best jobs to highly skilled migrants from other countries. Special attention is paid to the behavior of highly skilled Central Asian migrants during the pandemic in 2020, when they demonstrated a high potential for adaptation to the extraordinary transformation of the labor market. Regarding the situation as temporary during the first wave of the pandemic (spring 2020), confident in their ability to find a job in Russia and not wanting to leave it, highly qualified Central Asian migrants did not err in their expectations, strengthening their position in the Russian labor market. During the second wave of the pandemic (autumn 2020), their optimism, based on assessing the possibilities of finding a decent job in Russia, satisfaction with conditions and wages, increased even more. The empirical base of the study was the results of sociological surveys of labor migrants from the CIS countries, Ukraine and Georgia in 2017, as well as during the first and second waves of the pandemic (2020).

Language policy issues are inextricably linked with the socio-political vectors of development of a state. The significance of this problem field is actualised with a number of examples from modern history, when the "language issue" became a source of social tension, led to various kinds of conflicts, including interstate ones. The article is devoted to the analytical study of the modern specifics of language policy in the CIS countries. Research attention is focused on nine states that are active members of the integration association (Ukraine, which de facto does not participate in the activities of the Commonwealth, and Russia are not considered due to the presence of administrative national autonomies and the number of different ethno-cultural communities, as well as the need to reflect in the work the peculiarities of the functioning of the Russian language, which has a special status in the region). The practice of implementing the language policy pursued in the CIS countries allows to generalize and compare the experience of states that have relatively recently received sovereignty and the ability to form an appropriate agenda independently. The analysis made it possible to identify the general directions of language policy, typical for individual countries: 1) protection of the languages of the titular nation with the consolidation of their status as the only state and official for all spheres of communicative interaction (Azerbaijan, Armenia, Georgia, Uzbekistan); 2) carrying out an alphabetical reform in order to switch to the Latin alphabet (Azerbaijan, Kazakhstan, Moldova, Uzbekistan); 3) implementation of the policy of state bi- or polylingualism (Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan); 4) attempts to solve precedent linguistic problems (nomination of the state language for Moldova, the status of the Russian language for Armenia and Georgia).

Based on assessments of the meteorological services of the CIS countries, the skill scores of the consensus forecast for the territory of Northern Eurasia for the summer of 2021 are presented. The results of monitoring circulation patterns in the stratosphere and troposphere over the past summer season are discussed. Climate monitoring and seasonal forecasting results for the current situation are presented. A probabilistic consensus forecast for air temperature and precipitation is presented for the upcoming winter season 2021/2022 in Northern Eurasia. Possible consequences of the impact of the expected anomalies of meteorological parameters on the economy sectors and social life are discussed. The subject of this study is agroecological activity that combines the goals of agricultural production with maximum consideration of the tasks of environmental protection and rational use of natural resources, as well as the corresponding indicators that allow tracking the process and the main results of the considered integrated activity. A comprehensive comparative analysis of the conceptual apparatus and main definitions defining the sphere of interests of agroecology, agroecological accounting and statistics, used by various scientific institutions and individual scientists in specialized international organizations, primarily FAO, OECD, European Association for Agroecology, Eurostat and some other similar structures, in the CIS countries, Spain, Brazil and a number of other states, as well as in the French Ministry of Agriculture and the US Department of Agriculture. The objects of the analysis were mainly the approaches of various international organizations to defining the scope and structure of agroecological measures and individual actions, including the proposed accounting and statistical indicators. Particular attention is paid to the problem of organic agricultural production, i.e. the release of organic agricultural products and its place in the composition of agroecological statistics.

Background. The export of medical services is one of the most dynamically developing areas both in the structure of the world economy and in the structure of world health care. By decree of V.V. Putin of May 7, 2018 On national goals and strategic objectives of the development of the Russian Federation the need to increase the volume of exports of medical services was outlined. The real experience of receiving medical care by foreign citizens living in the territory of the Russian Federation has a serious impact on the broadcasted image of Russian medicine. Sociological research aimed at studying the opinion of foreign citizens about domestic medicine is a promising tool for ensuring a targeted approach in the export of medical services. Aims to study the opinion on the Russian medicine among foreign citizens of the CIS countries living in the territory of the Russian Federation in order to form an effective strategy for promoting medical services provided for foreigners in the territory of the Russian Federation. Methods. The focus group interviews with citizens of the CIS countries who received medical services and residing in Russia were held. For the analysis, the text data encoding procedure was carried out. At the same time, the study was not aimed at revealing the prevalence of opinions, statistical criteria were not used. An adapted COM-B model was used as a theoretical basis for the analysis, and the BCW (Behavior change wheel) method was used to develop recommendations. Results. The study examined some important details of the image of Russian medicine in the opinion of group participants (good equipment, reliable ambulance, feeling of conveyor belt, bureaucracy, etc.). The results are structured using the adapted COM-B model. The study identified the main strategies used by foreign citizens when seeking medical care. Insufficient awareness of foreign citizens about their rights in the field of medical provision in the territory of the Russian Federation was revealed. The main channels of communication used by citizens of the CIS to select a medical organization / specialist for seeking help have been studied, it is primarily word of mouth. It has been established that in order to be attractive, for Russian medicine its not enough to have advantages, they should be perceived as sufficient to overcome the convenience of conservative respondents to refer to native, familiar, as well as the fear of the stranger. Based on the results obtained using the BCW model, the recommendations have been developed and interventions have been proposed to promote medical services provided in the Russian Federation among foreigners.
