Ethnic riots are a costly and all too common occurrence during political transitions in multi-ethnic settings.  Why do ethnic riots occur in certain parts of a country and not others? How does violence eventually decline? Drawing on rich case studies and quantitative evidence from Indonesia between 1990 and 2012, this book argues that patterns of ethnic rioting are not inevitably driven by inter-group animosity, weakness of state capacity, or local demographic composition.  Rather, local ethnic elites strategically use violence to leverage their demands for political inclusion during political transition and that violence eventually declines as these demands are accommodated. Toha breaks new ground in showing that particular political reforms—increased political competition, direct local elections, and local administrative units partitioning—in ethnically diverse contexts can ameliorate political exclusion and reduce overall levels of violence between groups.

The theory of consociationalism has been extensively discussed in literature; however, its feasibility in managing conflicts in deeply divided societies is heavily contested. The few studies that have examined how the theory applies in real-world situations remain inconclusive. The present work, therefore, explored the prospect of consociational power-sharing model in addressing the problem of under-representation, political exclusion, and marginalization in Nigeria. This is against the backdrop of the incessant separatist agitations in Nigeria, which has undermined the peace, stability, and unity of the country. Using qualitatively analyzed data from secondary sources, this study argues that even though Nigeria does not meet any of the favorable conditions of consociationalism set out by Lijphart (1985), it would still benefit from consociational power-sharing. The study proposes the adoption of semi-presidentialism based on the principle of grand coalition and proportionality and gives an assessment of how it could work for Nigeria. It contends that the rotation of power among the six geo-political zones in the country and the adoption of proportional sequential mechanism would facilitate elite cooperation and inclusion of all segments of the society in the political process, thereby easing the fear of sectional domination in Nigeria. <p>Recent scholarship forcefully claims that group grievances due to political exclusion and discrimination drive civil wars. This perspective argues that socio-psychological factors allow groups to overcome collective action problems. We argue that the grievance perspective (over)focuses on the <i>ends</i> and not <i>means</i>, which are critical to explain how groups survive state repression, allowing contention to become civil wars. We suggest that inclusive economic governance reduces investment in state-evading infrastructures for quotidian economic reasons. Our analyses show that group-grievance-generating political factors are poorer predictors of civil war compared with economic freedoms measured as free-market friendly policies and the private ownership of economies. These results are robust to several alternative models, data, and estimating method. Theory that ignores the <i>means </i>explain the main causes of costly violence only partially or mistake symptom for cause. Freedom and inclusiveness are intrinsically valuable and hard to obtain when violence is waged for narrower ends. </p><p> </p>

Do people from disadvantaged ethnic groups favor political violence over non-violent tactics? Studies of horizontal (between-group) inequality often concentrate on civil war. This article drills below the macro level and looks beyond civil war, to investigate individual participation in various types of conflict. Different types and combinations of ethnic disadvantage favor participation in different kinds of conflict, because of different opportunity structures. Political exclusion motivates leadership, which facilitates organized movements. Economic disadvantages restrict economic leverage, making non-violent tactics less likely to succeed. The article maps these components of groups’ opportunity structure onto different constellations of inequality. It uses Afrobarometer survey data ( N = 29,727) to show that economic disadvantages increase participation in political violence short of civil war. When they coincide with political exclusion, they also make people steer actively away from demonstrations. The evidence is less conclusive for political disadvantages alone, but points toward increased participation in demonstrations.

As Salvador Allende and his supporters forged a democratic path towards socialism, the task of building a more sovereign and egalitarian national economy became one of the Popular Unity (UP) revolution’s first priorities. To that end, Allende’s coalition promoted a massive downward redistribution of income during its first months in office while also extending state control over many of the country’s most essential industries. Chile’s food economy, including its agricultural sector, received special attention during this early period as both purchasing power and domestic production soared. However, when a combination of economic, ecological and political factors caused consumer production to stagnate, acute shortages for a wide range of goods raised questions about the viability of the UP’s plans for a more just consumer economy. The emergence of a powerful opposition movement also raised questions about the government’s reluctance to pursue substantive political changes at the same time that it implemented major economic reforms. By examining the political economy of the UP experiment in the context of Chile’s 2019–20 uprising against inequality and political exclusion, this article reconsiders the consequences of the UP’s inability to link economic transformations with changes in how political power was exercised in mid-century Chile.

Abstract In comparative works on nationalism, Latin America is usually portrayed as a world region that is devoid of nationalist and separatist movements, while in Europe nationalist movements seeking greater self-determination or separate statehood can be easily observed. This article takes a different perspective. Applying the concept of territorial autonomy movements, it pursues a cross-regional comparison of Santa Cruz in Bolivia, Guayas in Ecuador, and Catalonia in Spain to show that movements strikingly similar with regards to their core claims, diagnostic frames, and tactics do in fact exist across the Iberian world. The chapter then draws on social movement theory to account for the recent intensification of territorial autonomy mobilizations in these cases. We argue that in all three substate units (1) threats of political exclusion emanating from contestations over established power-sharing arrangements triggered territorial grievances; (2) the formation of dense associational networks and new alliances with subnational party and state representatives enhanced the organizational resources of territorial challengers; and (3) broader protest cycles, and their concern with direct democracy and/or multicultural group rights, provided territorial challengers with new framing strategies to justify their demands.

One’s ability to represent the community with which they identify is often determined along racialized lines, where the political exclusion of certain groups causes underrepresentation of racialized minority groups in politics. This study will be examining the particular case of South Asians in Peel Region, where there is significant representation of South Asians at the federal and provincial level, but virtually none at the municipal level. This study will utilize a social inclusion framework to uncover the barriers in place restricting South Asian representation in politics at the municipal level and the steps that can be taken to mitigate these barriers to promote more diverse representation for all individuals in the political sphere.
