Theories of intergovernmental relations and public bureaucracy might predict that the civil service of the Scottish Government would be an independent political resource for the devolved system, exercised within a distinctive institutional pattern. Neither is quite the case, because both the officials and their structures derive from UK norms and models. Scottish civil servants are managerially part of the British Home Civil Service and the framework of appointment, pay, and relations with politicians is set from London. Government structures follow UK classification protocols based on funding and policy control, and do not offer novel hybrid models for conducting public business. Themes of integration, regionalization, and centralization have been evident, reflecting the weak policy and financial capacity of local government and the attraction of all-Scotland bodies in some functions. Lack of controversy, visibility, and distinctiveness on these issues is in itself a notable aspect of devolution. It proved an area of resilience in the 2014 independence referendum, when Scottish officials used UK protocols about exclusive loyalty to their own devolved ministers to resist accusations of partiality to either side.

The purpose of this paper is to disclose some issues of Brazilian Modernism (in the 1920’s) and to discuss how the leading exponents of this movement attempted to shape a new and authentic way of evaluating the Brazilian national project, showing their views on cultural criticism as a whole. This paper is also an attempt to understand how contemporary criticism re-evaluates this aesthetic and critical project. The late 1970`s and early 1980`s can be seen as fundamental to all the changes in scenarios, images and discourses that took place in Brazil. These changes were not limited to the composition of pragmatic, academic and disciplinary scenarios, but there was an attempt to bring about changes in the face of Brazil. The new agenda of civil society began to be redefined and the relations between public and private worlds were in the spotlight again. The end of the authoritarian military rule was not only a rupture with the current institutional pattern, but it altered deeply the way of thinking about the country.

The community of farmers in land tenure have different institutional in terms of mastery of the land. In Indonesia there were generally institutional governing the utilization of land for mastery permanently, but there were also institutional governing dominion land in turn. This research aimed to chart institutional pattern characteristic mastery of the land inheritance system passes in, andanalyzeits contribution to sustainability of agriculture in the economic, social and ecological. Research method using case studies, with unit case a subdistrict in Gowa, South Sulawesi province, Indonesia. The results showed that institutional land pattern mastery system passes the inheritance patterns of alternation that has in effect hereditary, pattern rotation established by the heir land management patterns, depending on the number of beneficiaries, as well as not having managed to land fragmentation, so the scale of farming land, conditions can be maintained , the land was slanted so given a terracing, planting process was carried out by means of mutual. Neither found that institutional land pattern mastery system passes the inheritance had been contributing the sustainability of agriculture in social and ecological, but have yet to fully contribute to the sustainability of agriculture in economy.

ABSTRACKThis paper analyzed the people’s practices of citizenship in Central Java during the 1950s using the conceptual frame of social risilience. The notion of risilience had so far been studied in terms of security, food and energy supplies, and social nets on natural disaster risk reduction. Meanwhile, the period of the 1950s in Indonesian history had attracted many studies to focused on political aspects, such as parliamentary system of governance, regionalism and the dreath of economic crises leading to a change in political regimes. During the 1950s the newly independent state of Indonesia had to struggle for physical, political and social infrastructures, partly as the post-Second World War recovery project.This paper showed that, regardless of the difficult situation and limited financial sources, the Indonesian people during the 1950s proved themselves to be risilient. They took an active part in the daily communal life activities. By using historical method in analysing several newspapers of the 1950s, this paper argued that the people’s participation in philantropy programs, social organizations and solidarity movements, significantly formed a strong social tie in the presence of the weak Indonesian State. The people showed a type of citizenship through which a quality of social risilience was performed and contested. However, it was hard to identified the institutional pattern in these practices of citizenship.ABSTRAK Artikel ini mengkaji praktik kewargaan sehari-hari masyarakat Indonesia, khususnya di Jawa, tahun 1950an dalam bingkai ketahanan sosial. Selama ini konsep ketahanan telah dipahami dalam konteks keamanan, ketersediaan pangan dan keberlanjutan energi, dan jaring sosial menghadapi darurat bencana alam. Di sisi lain, kajian tentang periode 1950an dalam sejarah Indonesia terfokus pada aspek politik menyangkut percobaan sistem pemerintahan, isu-isu regionalisme dan krisis ekonomi yang berujung pada pergantian rejim kekuasaan.Artikel ini bermaksud menunjukkan bahwa pada periode 1950an itu, praktik kewargaan sehari-hari masyarakat menunjukkan pola yang jika dibaca dalam konsep kontemporer merupakan bentuk ketahanan sosial masyarakat. Periode 1950an merupakan masa-masa awal kemederdekaan Indonesia dengan kondisi pasca perang yang membutuhkan pembangunan infrastruktur di berbagai bidang. Meskipun demikian, dalam kondisi struktur negara yang masih lemah itu masyarakat membuktikan kemampuan bertahan dan berpartisipasi dalam aneka dimensi kehidupan sehari-hari secara kolektif. Dengan metode sejarah untuk membaca berbagai berita surat kabar tahun 1950an sebagai sumber data primer, artikel ini menyimpulkan bahwa praktik kewargaan sehari-hari  dalam bentuk program-program filantropis, perkumpulan sosial dan aksi gerakan sosial merupakan penanda ketahanan kolektif masyarakat dalam menghadapi keadaan tak menentu akibat lemahnya negara ketika itu. Meskipun demikian, praktik kewargaan tersebut cenderung tidak memiliki struktur institusional yang baku.

In this paper, similarities and differences between the institutional theory of organization and organizational culture theory are analysed, and how these theories complement each other is highlighted. This study posits that both the institutional and cultural theories of organizations have the same research subject and that they approach it from the same research paradigm. The level of analysis distinguishes the two, and therefore, an interaction between the institutional and cultural theories of organizations is useful. Organizational culture theory supports the institutional theory in explaining the underlying factors and the forms of the implementation of institutional pattern in organizations. The institutional theory of organizations supports the organizational culture theory to expand its findings regarding the sources of organizational culture.

Abstract This paper presents basic postulates of the institutional, organizational theory as a new research framework for understanding contemporary organizations structuring and functioning. More and more structures in modern societies are being institutionalized due to changes in technical, social, and political spheres. Organizations in institutionalized sectors do not prove their legitimacy by their rationality and effectiveness, but by implementation of the current institutional pattern. Institutional pattern has its regulatory, normative, and cultural-cognitive components, and it is imposed on organizations within a sector by means of coercive, normative, and mimetic mechanisms. The consequence of implementing of a uniform institutional pattern in the structuring and functioning of all organizations within a sector is organizational isomorphism. The described elements of the institutional, organizational theory are applied in the analysis of structuring and functioning of universities and faculties in the higher education sector in Europe and Serbia. It is shown how the Bologna Higher Education Model, as a typical institutional pattern, impacts structuring and functioning of all universities and faculties in the European higher education area, thereby implicating their organizational isomorphism.

Theories of regional integration are becoming obsolescent because three core assumptions on which these theories have been based are becoming less and less relevant to the behavior patterns actually displayed by governments active in regional organizations. These three assumptions are (1) that a definable institutional pattern must mark the outcome of the process of integration, (2) that conflicts of interests involving trade-offs between ties with regional partners and ties with nonmembers should be resolved in favor of regional partners, and (3) that decisions be made on the basis of disjointed incrementalism. The history of the European Communities since 1968 shows that most governments no longer behave in accordance with these assumptions, although they did earlier. The explanation for the new trend is to be found in awareness of the various novel kinds and dimensions of interdependence between countries, issues, and objectives, particularly with reference to policies involving those aspects of highly industrial societies which do not respond readily to the incentives of a customs union. A new decision-making rationality–labelled “fragmented issue linkage”–seems to be competing with incremental habits, suggesting that efforts are being made to cope with “turbulence” in the industrial environment so as to avoid piecemeal solutions. The effort to cope with turbulence, in turn, is unlikely to lead to any “final” set of regional institutions.
