AbstractCitation information in scholarly data is an important source of insight into the reception of publications and the scholarly discourse. Outcomes of citation analyses and the applicability of citation-based machine learning approaches heavily depend on the completeness of such data. One particular shortcoming of scholarly data nowadays is that non-English publications are often not included in data sets, or that language metadata is not available. Because of this, citations between publications of differing languages (cross-lingual citations) have only been studied to a very limited degree. In this paper, we present an analysis of cross-lingual citations based on over one million English papers, spanning three scientific disciplines and a time span of three decades. Our investigation covers differences between cited languages and disciplines, trends over time, and the usage characteristics as well as impact of cross-lingual citations. Among our findings are an increasing rate of citations to publications written in Chinese, citations being primarily to local non-English languages, and consistency in citation intent between cross- and monolingual citations. To facilitate further research, we make our collected data and source code publicly available.

During the first 97 percent of the approximately 200,000-year history of Homo sapiens, when humans existed as hunter-gatherers and early agriculturalists, they lived with little political and economic inequality, due to the ready availability of stone weapons and ability of the weaker ones to form defensive coalitions blocking bullies’ attempts to amass political power. Their egalitarian incentive structure rewarded them for sharing food, child care, and practically everything else. The slow adoption of agriculture beginning about 10,000 years ago created the material condition on which a limited degree of social hierarchy could develop. About 9,000 years ago, chiefs arose by ideologically claiming special access to celestial powers to better assure the welfare of the community. They thereby gained greater access to material goods and mates. However, their legitimacy was fragile, readily upset by poor harvests or other catastrophes that delegitimated their ideology and returned their societies to economic and political equality.

Since 2003 in Poland, it has been obligatory to prepare forecasts of the financial impact of adopting local spatial development plans. Whether or not the forecasts are put to actual use and what their content and presentation form should feature, in addition to what role should the forecast play and who should be able to make use of it? This study presents the results of a series of interviews and a survey performed among a group of municipal officials. Legal documents and the literature were analysed as well. Studies have shown that financial impact forecasts are used by municipal governments only to a limited degree. Many have expressed doubts as to the feasibility of preparing and using these forecasts. Specifically, most municipal governments do not make use of these forecasts and they are prepared only because it is their legal obligation to include them as a document added to the local spatial development plan. Due to the significance of the impact of the financial implications of adopting a local spatial development plan on a municipality's budget, it is necessary to change the approach to preparing and presenting financial forecasts.

Abstract In the history of Poland after 1945, the functioning of the railway was one of the most important elements of everyday life – great migrations, modernity, commuting to work or holidays, military or employment. The largest transport in history was recorded by the state carrier at the end of the seventies. In reality, however, the activity of PKP was paid for by numerous compromises – outdated rolling stock, organizational structure and network in fact reflecting the beginning of the 20th century, the pursuit of electrification of almost all sections with a limited degree of motorization, mass transport and the abandonment of many potential customers. The aim of the article is to summarize the state of research and indicate questions that will allow to answer the question posed in the title. The inspiration came from the thesis of M. Jarząbek, expressed a few years ago, that the railway in this epoch from a symbol of modernity became an unwanted choice out of necessity.

The hair bundle is the mechanosensory organelle of hair cells that detects mechanical stimuli caused by sounds, head motions, and fluid flows. Each hair bundle is an assembly of cellular-protrusions called stereocilia, which differ in height to form a staircase. Stereocilia have different heights, widths, and separations in different species, sensory organs, positions within an organ, hair-cell types, and even within a single hair bundle. The dimensions of the stereociliary assembly dictate how the hair bundle responds to stimuli. These hair-bundle properties have been measured previously only to a limited degree. In particular, mammalian data are either incomplete, lack control for age or position within an organ, or have artifacts owing to fixation or dehydration. Here, we provide a complete set of measurements for postnatal day (P) 11 C57BL/6J mouse apical inner hair cells (IHCs) obtained from living tissue, tissue mildly-fixed for fluorescent imaging, or tissue strongly fixed and dehydrated for scanning electronic microscopy (SEM). We found that hair bundles mildly-fixed for fluorescence had the same dimensions as living hair bundles, whereas SEM-prepared hair bundles shrank uniformly in stereociliary heights, widths, and separations. By determining the shrinkage factors, we imputed live dimensions from SEM that were too small to observe optically. Accordingly, we created the first complete blueprint of a living IHC hair bundle. We show that SEM-prepared measurements strongly affect calculations of a bundle’s mechanical properties – overestimating stereociliary deflection stiffness and underestimating the fluid coupling between stereocilia. The methods of measurement, the data, and the consequences we describe illustrate the high levels of accuracy and precision required to understand hair-bundle mechanotransduction.

Among end-effector robots for lower limb rehabilitation, systems based on Stewart–Gough platforms enable independent movement of each foot in six degrees of freedom. Nevertheless, control strategies described in recent literature have not been able to fully explore the potential of such a mechatronic system. In this work, we propose two novel approaches for controlling a gait simulator based on Stewart–Gough platforms. The first strategy provides the therapist direct control of each platform using movement data measured by wearable sensors. The following scheme is designed to improve the level of engagement of the patient by enabling a limited degree of control based on trunk inclination. Both strategies are designed to facilitate future studies in tele-rehabilitation settings. Experimental results have illustrated the feasibility of both control interfaces, either in terms of system performance or user subjective evaluation. Technical capacity to deploy in tele-rehabilitation was also verified in this work.

<p>A current theory of the cognitive underpinnings of developmental reading disorders supposes that two impairments contribute to the overall profile of disordered reading: one of phonological awareness and one of visual attention span. The severity of each impairment is different for each child. By identifying children that display a severe degree of one impairment, but a limited degree of the other, each impairment can be investigated. The current study identified one participant with a stronger phonological impairment, and one with a stronger impairment of visual attention span. They completed two training programs: one program tailored to improve phonology, and one tailored to improve visual span. Both treatments improved reading performance in both participants. It was expected that the treatment targeting each participant‟s particular cognitive impairment would prove more effective for that participant. However, both treatments were found to show similar levels of improvement with both participants.</p>

Consumer food waste, like many environmental behaviours, takes place in private, and is not directly subject to social monitoring. Nevertheless, social interactions can affect private opinions and behaviours. This paper builds an agent-based model of interactions between consumers heterogeneous in their sociability, initial opinions and behaviours related to food waste and willingness to consider different opinions, in order to assess how social interactions can affect private behaviours. Compared to existing models of opinion dynamics, we innovate by including a range of ``cognitive dissonance'' between stated opinions and actual behaviours that consumers are willing to accept before changing one of the two. We calibrate the model using questionnaire data on household food waste in Italy. We find that a limited degree of mixing between different socio-demographic groups, namely adult and young consumers, is enough to trigger change, but a certain openness of mind is required from more wasteful individuals. Equally, a small group of environmentally committed consumers can attract a sizeable share of the population towards low-waste behaviours if they show a certain variability of opinions and are willing to compromise with individuals in their close neighbourhood in terms of opinions. These findings can help design effective interventions to promote pro-environmental behaviours, taking advantage of the beneficial network effects while anticipating negative externalities.

In chronic wounds in humans, biofilm formation and wound chronicity are linked, as biofilms contribute to chronic inflammation and delayed healing. Biofilms are aggregates of bacteria, and living as biofilms is the default mode of bacterial life; within these aggregates, the bacteria are protected from both antimicrobial substances and the immune response of the host. In horses, delayed healing is more commonly seen in limb wounds than body wounds. Chronic inflammation and hypoxia are the main characteristics of delayed wound healing in equine limbs, and biofilms might also contribute to this healing pattern in horses. However, biofilm formation in equine wounds has been studied to a very limited degree. Biofilms have been detected in equine traumatic wounds, and recent experimental models have shown that biofilms protract the healing of equine limb wounds. Detection of biofilms within wounds necessitates advanced techniques that are not available in routine diagnostic yet. However, infections with biofilm should be suspected in equine limb wounds not healing as expected, as they are in human wounds. Treatment should be based on repeated debridement and application of topical antimicrobial therapy.
