Small towns are a significant component of the landscape in Europe and a key element of its cultural heritage. Currently, they face socio-economic crisis and spatial disintegration. Against this background, the spatial transformation of the Swiss town of Monte Carasso is of particular interest. It was initiated in the 1970s as a design intervention made by the architect Luigi Snozzi and eventually constituted a local spatial policy with a scope to maintain or even restore town urbanity and identity. This paper describes the case through its decomposition into primal elements such as context, main procedure elements, supplementary action, and obtained results. The results were measured by calculating urban parameters and observations compared with the adjacent town of Sementina, whereby they proved that the policy is effective. In the next step, a synthetic diagram was proposed that describes the interrelation between specific elements of the procedure. It was then modified to serve as a model for other possible contexts. Finally, its main potentials and limitations were described. It was concluded that the construction of the Monte Carasso urban regulatory mechanism has the potential to be replicated elsewhere. However, some of its features need to be rethought—mainly the role of an individual architect, which was highly exposed in the original case.

AbstractFertő/Neusiedlersee Cultural Landscape, as a transboundary World Heritage Site of Hungary and Austria, possesses unique cultural and natural values. The examined areas can be characterised as meeting places of different cultures. We examined the role of small towns in Fertő/Neusiedlersee Cultural Landscape, which play an important role in regional development. In the last 25 years, different levels of cooperation started among the Hungarian and Austrian settlements aiming at nature and cultural heritage protection and tourism development. We formulated suggestions to maintain and strengthen the existing co-operation and relations.

Historical sites may be found in nearly all small towns in Poland. Some are listed by UNESCO as World Heritage Sites. The purpose of the paper is to discuss the role of these resources in the broader set of elements shaping the tourism potential of towns, and also to illustrate the regional differences among small towns in Poland in terms of their potential to develop a local or regional tourism sector. The study provides a typology of towns based on local natural and landscape elements, cultural heritage resources as well as hotels and other tourist accommodations. The statistical data discussed in this paper was obtained from the Local Data Bank of Statistics Poland for the period 2012–2014, while historical sites were chosen from the National Heritage Board of Poland. The study covers all small towns in Poland and has shown unequivocally that the presence of a historical site is not necessarily a factor in the overall development of a local tourism sector. The cultural resources appear to be an undervalued asset, which can be used to develop a local tourism sector, especially in towns which are searching for new development paths.

The essence of the concept of “geo-cultural potential settlement” is uncovered. Leading role of ethnic and religious factors in the formation of geo-cultural potential of very small urban settlements is grounded. The main stages of transformation of ethnic and religious structure of the population of Lviv region are defined and her influence on the formation of the cultural heritage of small urban settlements. It is concluded that the basis of geo-cultural potential of very small urban settlements of the region are Ukrainian cultural traditions, combined with the experience of other ethnic groups, especially the Polish, German and Jewish. The differentiation of urban villages and small towns a concentration on features monuments are analyzed and its socio-geographic importance are defined. Some options for using geo-cultural potential of very small urban settlements in the tourism industry are outlined. The article analyzes fundamental reasons for the world economic crisis in the light of global technological shifts. It proves that it is caused by the substitution of technological modes. It is shown that sharp increase and slump in stock indices and prices for energy resources are typical of the process of technological substitution which occurs regularly according to the rhythm of long-wave fluctuations of the world economic activity. The article rationalizes a package of anti-crisis measures aimed at stimulating the new technological mode. Its structure and role of the locomotive factor of the new long wave of economic growth are revealed.

The article analyzes the fiscal role of the excise tax on excisable goods (products) produced in Ukraine in the context of permanent changes in the tax legislative framework and within the framework of the global crisis through the coronavirus disease COVID-19. The concept of excise tax has been substantiated, a list of excisable products (goods) has been provided in accordance with legislative acts, the payers of this tax have been specified. The most important events and transactions that influenced the amount of tax revenues from excise tax are investigated. The authors believe that the main reason for the changes in the administration process and the receipt of the excise tax are the European integration transformations and the conditions of the global socio-economic crisis. Based on the difficult economic situation in the state, some legislative acts regulating the collection of excise tax from excisable products produced in the country were considered. It was revealed that a moratorium on the payment of excise tax was imposed on the territory of the studied state for a certain period. This event made its own adjustments to the proceeds from the payment of excise tax on excisable products (goods) produced domestically, and also allowed domestic producers to move from the place of economic stagnation. In Ukraine, they began to actively manufacture and sell antiseptic and disinfectants of their own production to protect citizens. According to the data of the State Treasury Service of Ukraine, the authors analyzed the indicators of tax revenues for each type of excisable products (goods) of domestic production. It was revealed from which products more tax was received during the study period. The main factors that influenced the receipts of excise tax from excisable goods produced on the territory of Ukraine in the period of 2019, as well as for 9 months of 2020, have been determined.

У рамках імплементації Конвенції про охорону нематеріальної культурної спадщини вивчено заходи культурної політики, що заклали основи для втілення новітніх політичних підходів, механізмів і програм. У контексті виконання міжнародно-правових стандартів UNESCO та положень Конвенції визначено курс на аналіз, збереження й розвиток культурного розмаїття та надбання. Умотивована необхідність формування стратегії культурної політики у галузі збереження нематеріальної культурної спадщини, що полягає у проектуванні й затвердженні культурних проектів національного й регіонального спрямування. Враховано наявну ускладнену ситуацію щодо ролі місцевої влади та обмеженість бюджетного фінансування в країні загалом. Встановлено, що дії, що сприятимуть виявленню елементів нематеріальної культурної спадщини, організації та реалізації заходів щодо її збереження в Україні повинні стати цільовими пріоритетами. Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.
