This study aims to examine how the ability to apply professional competency tutors and how the ability to apply basic skills tutorial tutors Early Childhood Education Program in the Makassar Open University Distance Learning Program Unit. This research is type of qualitative research. Research sample consisted of six tutors as key informants. Purposive sampling technique is used with the consideration of key informants in the level II regional pokjar. Data analysis used four stages, namely identification, data reduction, interpretation, explanation, and conclusion. The results of this study indicate that tutors have tutorial readiness, tutors do not check module readiness and do not convey special competencies (KK), the presentation of material is still not optimal. The tutor does not provide apperception, the tutor is flexible and positive in the tutorial, presents the material using power points, the tutor has not maximized the assessment process or learning outcomes.   Keywords: Basic, competence, application, professional, skills, tutorial;

The Korean government has been continuously conducting diverse national R&D programs to discover new growth engines. The Republic of Korea is one of the countries with the largest investment in national R&D, but its efficiency was relatively low. In response, this study established a framework to identify the characteristics and direction of outstanding R&D programs. In this study, the performance of the R&D programs was identified in the sub-program unit. The efficiency of the national R&D program was analyzed using the data envelopment analysis model through the outputs of the national R&D programs such as papers and patents. However, patent and paper output would take time to be realized. Therefore, this study also calculated the diversity index of R&D programs to identify their potential expected performance. This study applied the suggested framework in the electric vehicle fields, which is one of the core growth engines of South Korea. A list of outstanding programs was identified from the National Institute of Science and Technology Information (NTIS) data. Additionally, this study also discovered the main technology areas and their current issues of outstanding and -new R&D programs. These results could contribute to suggesting the policy direction to conduct high-performance national R&D programs.

From a sociocultural perspective of autonomy, it is vital that learners can access information, identify their values, know themselves, and manage their cognitive and affective states in their learning environment, and voice their opinions within their community of practice. To provide its learners with autonomy-supportive and structured environments within its specific context, the Learning Advisory Program Unit (LAP) of Ankara Yıldırım Beyazıt University School of Foreign Languages (AYBU SFL) designed an extracurricular program, the LAP Club, which incorporated self-determination theory (SDT), PERMA-the five pillars of well-being, and intentional reflective dialogue (IRD) to promote advising practices. The resulting content was delivered following the phases defined in the equipped for future (EFF) framework and standards. In this qualitative research project investigating the participants’ perceptions of the efficiency of the program in promoting their well-being, a questionnaire developed based on PERMA profiler by Butler and Kern (2016) was administered to five regular participants in their L1, Turkish. A translation method was applied to the data by the researcher to manage sensitive qualitative data and enhance research transparency. The findings indicate that the awareness gained with notions of well-being improves the learning process and develops the sense of self-determination with high levels of well-being.

Tidak berjalannya unit usaha BUMDes tentunya sangat dipenagruhi oleh bermacam-macam faktor. Baik secara internal maupun eksternal. Faktor-faktor pengahambat itulah yang membuat BUMDes Dile mengalami kemacetan selama beberapa tahun terakhir semenjak dibentuk tahun 2016. Unit usaha yang masih eksis hanyalah unit usaha sewa tenda dan kursi. Sedangkan kedua unit usaha lain mengalami kendala. Peneliti sangat menfukuskan perhatian kepada faktor – faktor yang mempengaruhi kinerja BUMDes Dile. Penulis melakukan kajian deskriptif kualitatif untuk menggambarkan Kinerja Bumdes Dile Dalam Implementasi Program Unit Usaha. Jenis penelitian ini adalah penelitian deskriptif kualitatif. Teknik pemilihan subyek adalah teknik purposive. Teknik pengumpulan data yang digunakan penulis adalah observasi, wawancara, dan dokumentasi, Teknik analisis data yang digunakan penulis adalah dilakukan secara interaktif terdiri dari reduksi data (data reduction), penyajian data (data display), dan conclusion Drawing/Verification. BUMDes Dile tidak berjalan dikarenakan beberapa faktor, yaitu kapasitas sumber daya manusia yang tidak maksimal dalam mengelola dikarenakan masih terdapat persoalan internal yang belum selesai. Persoalan internal itu adalah SK pengurus yang belum dibuat, sehingga pengurus kehilangan legitimasi dari masyarakat. Pelaporan pelaksanaan program yang tidak di buat dari tahun 2018 sampai sekarang. Dan pelaksanaan peningkatan keterampilan pengurus melalui DIKLAT yang tidak efektif dan efisien. Semua temuan ini kemudian mempengaruhi kinerja BUMDes Dile yan mengalami penurunan kualitas dari tahun ke tahun.

Non-Formal Education is an alternative solution. In this study, a school data management information system was built consisting of five levels of users, namely the main administrator, school administrator, teachers, students, and community. The data were in the form of school data, facilities, managers, teachers, students, and general information. In addition, there was a Learning Program Unit (SAP) which informed the materials that must be delivered in the learning process. This information system was equipped with a learning application for the National Examination for students, consisting of subject material and practice of multiple-choice questions for economics, sociology, Indonesian, English, Geography, and Mathematics. The data constructed from the Education Office of Muaro Jambi Regency and the organizers of the package C program. While the learning application materials came from certain high school textbooks.

Open University is needed to meet the needs of studying without being limited by space, time, amount, cost, age, and distance with a quality tutor. This study aims to describe the ideal form of tutor recruitment, the role of tutors and get quality tutors. This survey research was conducted at the Distance Learning Program Unit (DLPU) Surabaya with data collection methods through observation, interviews, questionnaires and documentation. Sources of data were obtained from Study groups, Tutors, Department of Education, Regional Responsibility in the tutorial period 2019.1 and 2019.2. Data were analyzed descriptively. The results showed that: (1) The ideal form of tutor recruitment is through tutor selection, through the tutor candidate test, through agency recommendations and special offers. (2) The role of tutors in the professional learning process is that tutors are still needed for certain subjects, as innovators and motivators, to play a role in reducing dropout. (3) To get quality tutors and not only as a part-time job so that tutors in working remain professional is to build a sound system. The obligations and rewards that are received appropriately. Between taxes and a decent income. Also, between expertise or rank need to be adjusted to the level of compensation which is given.
