Aiming at the problem of fault diagnosis of the photovoltaic power generation system, this paper proposes a photovoltaic power generation system fault diagnosis method based on deep reinforcement learning. This method takes data-driven as the starting point. Firstly, the compressed sensing algorithm is used to fill the missing photovoltaic data and then state, action, strategy, and return functions from the environment. Based on the interaction rules and other factors, the fault diagnosis model of the photovoltaic power generation system is established, and the deep neural network is used to approximate the decision network to find the optimal strategy, so as to realize the fault diagnosis of the photovoltaic power generation system. Finally, the effectiveness and accuracy of the method are verified by simulation. The simulation results show that this method can accurately diagnose the fault types of the photovoltaic power generation system, which is of great significance to enhance the security of the photovoltaic power generation system and improve the intelligent operation and maintenance level of the photovoltaic power generation system.

Planar parallel robots are appealing due to their structural simplicity, high stiffness, and large payload capacity. One major problem is that workspace and singularity of non-redundant parallel robots are unchangeable. Hence, when the desired path crossed with singularity or exceeded the workspace’s boundary, the robot is incapable of finishing the task. Another one is closeness to singularity. If one can know the distance between the end manipulator and singularity or workspace’s boundary, the robot will avoid lose control or breakdown. Compared with the traditional planar parallel robot, the planar parallel robot with kinematic redundancy possesses the advantages of avoiding singularity, expanding workspace by adjusting kinematic redundancy parameter. Therefore, the objective of this article is to present an offline action-strategy of a planar robot with kinematic redundancy to measure the closeness to singularity and avoid singularity. It includes two main parts: First, before the robot moves along the desired paths, the closeness to singularity was measured based on the performance of the kinematics and dynamics so that one can know where to pause the robot. Second, an algorithm is designed to previously find the proper kinematic redundancy parameters for changing singularity and workspace. Hence, the robot can smoothly move far from the singularity to finish all paths. The results indicate that the robot can adjust its configuration to well realize the goal by the offline action-strategy.

Policy integration is a substantive and innovative strategy, used to address complex problems that go beyond the scope of sectoral policies, and require a joint and integrated response. While theoretical advances have been made in the field, there have not been many empirical proposals of a comparative nature. This paper develops a proposal for the analysis of integrality in the domain of urban policies, in which the integrated strategy has become a key component. Following a literature review, three dimensions were defined, referring to the diagnosis, the action strategy, and the project governance, which have allowed us to examine the presence of an integrated strategy in the designs of the projects developed within the framework of the URBAN and URBANA, initiatives implemented in Spain between 1994 and 2013, promoted by the European Union (EU). The results show that, as occurs in other public policies, the extent of the integrated strategy is limited and varies according to the dimensions. Moreover, the differences found between the two initiatives support the idea that policy integration is a gradual and dynamic process, with a certain learning effect, which develops over time and in which the dimensions of integration do not evolve in a coordinated manner.

This article describes reforms aimed at ensuring openness and transparency of the budget in Uzbekistan based on the Action Strategy for 2017-2021. Suggestions and recommendations were made to increase the transparency of the process of financing regional programs of socio-economic development.The purpose of the study is to analyze the current situation with the transparency of financing programs for the socio-economic development of regions, to develop proposals and recommendations for the effective use of local budgets in the future by increasing transparency.Scientific novelty of the research:1. The need to increase the role of mass media in strengthening public control over the spending of budget funds at the national level, ensuring the effective implementation of regional (regional, district and city) budgets;2. It is proposed to achieve the focus on financing the planned activities for socio-economic development of the regions by strengthening the activity of citizens in monitoring the implementation of budgets;3. In order to ensure the transparency of budget processes, it is necessary to regularly publish indicators related to budget execution on the official websites and periodicals of territorial (regional, district and city) executive bodies.Keywords. Objective: To analyze the objectives proposed by the UN, linking them in a theoretical and practical way with the real condition of artisanal fishing cooperatives in Mexico, contrasting the theoretical scope of the 2030 Agenda vs. the real praxis of the communities of artisanal fishermen. Design / Methodology / Approach: Through the application of a Participatory Rapid Appraisal Workshop (PRAW) points of the Agenda 2030 were discussed with three artisanal fishing communities in Mexico. The participants learned in a theoretical way the objectives presented by the UN; selected those that in their opinion are important and punctual parts of their fishing activity; and then analyzed these objectives comparing them with their practical daily reality. Results: Conclusions and clarifications were obtained from the social subjects in which it was recognized as a general argument that for the Mexican artisanal fishing cooperatives framework the objectives of the 2030 Agenda are possible as long as the action strategy promotes a cooperative culture with community values and social bonds; respect for their environment and way of life; as well as the sustainability of the ocean as their means of work. Limitations / Implications of the study: the main implication noticed was the enormous importance that exists towards delivering theoretical considerations from international organizations and decision makers, to the social base who operates these proposals. These spaces create discussions that allow the theoretical analysis of practical needs which is mandatory in the social sciences. Findings / Conclusions: The neoliberal globalized economic system is the main disagreement for the 2030 Agenda. The 2030 Agenda encourages developed countries to support under-developed countries with knowledge, technology and investments to achieve sustainability. However, the Agenda does not recognize local knowledge, use forms and customs in those developing countries, as effective operational alternatives.

Abstract The external globus pallidus (GPe) is an integrative hub and gateway for behavioral flexibility in reward-related behaviors. However, it remains unknown whether enriched astrocytes in the GPe guide behavioral flexibility. Here, we trained mice to exhibit goal-directed and habitual reward-seeking behaviors using the behavior tasks with effort- and time-based reward delivery, respectively. Then, we examined the temporal dynamics of GPe astrocytes during goal-directed and habitual learning. Overall, GPe astrocytes were substantially silenced during habitual learning compared to goal-directed learning. In the timescale of action events, GPe astrocyte activities were increased immediately after termination of reward-taking behavior before the following action. However, during habitual learning, the increase of astrocyte activity was not evident. Moreover, support vector machine (SVM) analysis demonstrated that GPe astrocytes dynamics predicted whether mice perform goal-directed or habitual behaviors. Interestingly, chemogenetic activation of GPe astrocytes, which dampened GPe neuronal firings and habitual behaviors, exhibting goal-directed behaviors. Strikingly, brief and repeated attentional stimulations recapitulated the effect of chemogenetic activation of GPe in intervening the habitual reward-seeking behaviors with increased GPe astrocyte activities. Our findings reveal a novel insight that increasing GPe astrocytic activities attenuates habitual behavior and improves behavioral flexibility, which may provide a potential therapeutic target for decision-making-related disorders, such as obsessive-compulsive disorder and addiction.

The issue of deliberate forest fires that set illegally in Indonesia by plantation companies in their slash and-burn forests to clear lands for lucrative palm oil plantations and its caused transboundary haze became a hot issue for discussion. These fires have a negative influence on Indonesia and its neighbourhood countries, especially on their financial and human resources such as environment, economy, properties, and people. Using the right strategies in responding to any crisis determines the success of its management and coping with that crisis with minimal losses. This study aimed to examine the communication crisis response by Indonesia to this crisis by using image repair theory. Also, this study examined how image repair strategies were used by Indonesia. This study analysed the content of news stories from the website of the New Straits Times newspaper. The time frame of this study was from 2015 to 2019. A total of 87 news stories have pertained to Indonesian response, and 37 stories included image repair strategies. Among the strategies of image repair theory, corrective action strategy was the most dominant with 70%, followed by 10.8% for each shift the blame and attack accuser. The least used strategies were mortification and simple denial with 5.4% and 2.7% respectively.
