The aim of the article is to analyze the Russian authorities’ approach to the development of the digital economy and the digital society based on accepted digitization strategy, identification of the core policy directions and the conditions for their implementation, together with an initial assessment. The following research hypothesis has been adopted: Regardless of the concepts, program and strategy of the digitalisation of the economy adopted, the Russian authorities have been unable to generate effective mechanisms for their implementation and the deterioration of the economic situation slows down the process. The development of the digital economy and the digital society is a part of a centralized government’s policy and the main beneficiaries of the process are the largest state-owned enterprises linked to elites. The most important barriers to the digitization of the economy and society result from the systemic problems of the Russian Federation and the economic downturn caused by the Covid-19 pandemic. There are no prerequisites that would permit the assumption that, that the strategy and its program for the development of the digital economy in Russia that the strategies will be implemented in accordance with accepted assumptions and time frames.

Blockchains play a crucial role in the digitalization of future supply chains (SCs). In this study, we analyzed the major influences that blockchain-based digital business strategies may play in SC operations. We conducted 18 interviews with international experts from different sectors and analyzed the collected data using the grounded theory approach, identifying four major categories. A set of three matrices is presented to address those elements that may support digital transition procedures in SCs: (1) value of trust and automation, (2) transformative role for operations, and (3) digital business strategy identification. As an additional result, a reference framework was identified for the evaluation and detection of those aspects to be taken into consideration during blockchain adoption in SCs. For use as a guide, this result comprises 22 recommendations and was framed in four progressive steps as follows: (1) identify, (2) assess, (3) design, and (4) assure.

Successful operation and development of enterprises in modern conditions involves the expansion of markets. The company's entry into international markets requires the formation of its international competitive strategy, identification of competitive advantages in the markets of selected countries, and this, in turn, implies the need for export potential of the company. In determining the export potential of the aviation complex, it is necessary to consider the specific features of enterprises in this industry, among which we can highlight the features of the products of aviation enterprises and the features of the international aviation market. To qualitatively assess the level of economic potential, we propose to use a system of classification features, developed based on the well-known Harrington scale, but slightly modified by the authors in relation to the calculated data and available statistical information. The phases of the life cycle of the economic potential of the enterprise are determined. Not only the quantitative and qualitative level of economic potential are important, but also the changes associated with the passage of time. In order to determine the importance of indicators in each group, methods of component analysis of the characteristics of variation series of the results of the survey of experts were used. When comparing the variation of different features in one set with different average value, we use the relative indicators of variation - coefficients of variation. The obtained result together with the results of application of the method of component analysis allows us to conclude that in the formation of the integrated indicator of the first group (K1) it is enough to consider these five indicators, and the most important of them are two: technological processes to other activities.

The Spatial Development Strategy (Strategy) needs a radical overhaul, and the priority actions should detail the promising economic specializations of the Russian regions. Methodological and substantive gaps are actively discussed by analysts and the academic community. At the same time, the fact of the absence of one of the constituent entities of the Russian Federation dropped out of account, and therefore, the detailed elaboration of promising activities contains only 84 out of 85 regions. In the presented study, a quantitative analysis of promising economic specializations of the constituent entities of the Russian Federation was made based on a comparison of the Strategy data with the NACE. There is given a constructive criticism of the applied system for identifying the industry specialization of the subjects of the Russian Federation based on the NACE’ approach. There are done recommendations on primary measures in identifying the industry specialization of the Russian state. The results of the study confirm the need for a radical revision of the classification of industry specialization of the constituent entities of the Russian Federation

Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.
