<p>As one of the states of exception, a state of a natural disaster often makes public administration, including local governments, take actions that restrict the sphere of human rights and civil liberties. One-person bodies are entrusted with being in charge in matters related to a state of natural disaster. Actions taken during a state of natural disaster to prevent or remove its effects are managed by the commune executive body when the state of a natural disaster was introduced only in the territory of the commune. However, if the state of a natural disaster was introduced in more than one commune in a district, then the starost is in charge of the operations. As a monocratic body is entrusted with executive powers, decisions can be taken faster and time is essential from the point of view of the effects of a natural disaster. Due to a formalized method of decision-taking, a collegial body may not respond adequately to a dynamically developing threat.</p>

AbstractPassengers principally rely on signage to making wayfinding decisions in transportation buildings. Most existing research focuses on the analysis of the wayfinding trajectory, but there is less attention on the process of how passengers make the wayfinding decision. So, it is hard to accurately locate the causes of the wrong wayfinding decision. Taking the Satellite Terminal of Shanghai Pudong International Airport (PVG Airport) as an example, we adopted the eye-tracking technology and recorded the eye-tracking data of passengers observing the signage and making wayfinding decisions. Then, we compared and analyzed the data, presenting it by data visualization. This study found the causes of passengers making wrong wayfinding decisions and the visual behavior of wayfinding: the reconfirmation behavior, the priority of attention, and the clockwise observation. Finally, corresponding suggestions for signage design optimization are put forward regarding some wayfinding decision points. As a result, the optimized signage system in the satellite terminal is welcomed by the passengers two months later according to monthly questionnaires.

Abstract Background Hemophilia B (HB) (also known as Christmas disease) is a rare X-linked recessive disorder characterized by spontaneous or prolonged hemorrhages caused by mutations in Factor 9 (F9) gene leading to deficient or defective coagulation F9. Our study aimed at identifying the causative mutations within a sample of HB Egyptian patients. The present study comprised clinical data of eleven HB patients descending from six unrelated families and a seventh family including a carrier mother with a history of deceased HB sibling. Sequencing of F9 gene was performed. Results The study revealed four mutations; two missense NM_000133.3:c.676C>G, (P.Arg226Gly) and NM_000133.3:c.1305T>G, (p.Cys435Trp), and two nonsense mutations NM_000133.3:c.880C>T, (p.Arg294*) and NM_000133.3:c.1150C>T, (p.Arg384*), identified mutations spanned exons 6 and 8 of which a total of three mutations are located in hotspot exon 8 of F9 gene. Conclusions Reviewing the literature, this is the first molecular analysis of F9 gene in HB Egyptian patients. Consistent genotype/phenotypic severity correlation could be concluded, helping proper genetic counseling and prenatal decision taking.

De las formas históricas de asambleas eclesiales y de la teología del pueblo de Dios se identifican los fundamentos de las actitudes y de los comportamientos, así como los actores y los procedimientos necesarios para que el evento sinodal sea la repraesentatio Ecclesiae, la representación del cuerpo de Cristo verdadero. La Eucaristía, fuente y culmen de la vida cristiana, ofrece un modelo para el evento sinodal. El consenso de los fieles, articulado en las distintas figuras, es condición para una auténtica recepción de las decisiones doctrinales y disciplinares. El obispo diocesano está “en el sínodo”, es miembro calificado y forma parte de él con funciones muy precisas, entre ellas, la de ejercer la autoridad legislativa. El camino sinodal lleva a la Iglesia a través del proceso de decision making hacia el momento del decision taking e involucrando el obispo para que pueda ser testigo de cuanto decía san Agustín: “Vobis enim sum episcopus, vobiscum sum christianus. Illud est nomen suscepti officii, hoc gratiae; illud periculi est, hoc salutis” [Para ustedes soy obispo, con ustedes soy cristiano. Aquel es el nombre de un oficio confiado, este de la gracia; aquel del peligro, este de la salvación].

The regulatory function of Article 199a [Tax Ordinance Act, hereinafter: T.O.] is to supplement tax authoritiescompetences deriving from other regulations of evidence proceeding to establish the facts. Determination of a transaction hidden under apparently correct fiscal and legal state of affairs results in consequences that can be seen in private law, tax law and, ultimately, penal fiscal law. The purpose of the paper is to point out to inter-dependencies that relate to final decisions and to the whole process of decision taking in the above-mentioned aspects of application of law.

The current scenario of the national and international market is marked by increasingly fierce competition and to ensure the survival of organizations, requires companies to develop new products cannot fail regarding cost, quality and time during a project. For this, the decisions that are made during the engineering changes of a product need to be assertive, taking into account factors of risk and concurrent engineering. The present work aimed to develop a new method to support the decision-taking process among multiple alternatives based on the evaluation of risk factors in the context of an engineering change. For this development, the Design Science Research was used as a methodological framework. The demonstration and evaluation steps were performed in the engineering environment of an automotive partner company. The solution developed was very pertinent to assist the decision-taking process, being able to provide more information and facilitate the evaluation of risk factors in the initial phases of the project. Also, it has been pointed out that, often, new artifacts applications need to be accompanied by a change in the mindset of organizations so that they can be effectively implemented.

This last chapter looks at the role of Theresienstadt as a transit ghetto and explains how the transports to the East were organized. Specifically, the Jewish self-administration was forced to compile lists of prisoners for transports. The Jewish functionaries categorized people as indispensable and inmates complained about the injustice of the selection, demonstrating another aspect of stratification among the prisoners. Inmates’ decision taking but also fear and panic at the departing transports redefines our understanding of the victims’ powerlessness. Finally, the chapter looks at the long-standing ignorance of Theresienstadt inmates about the mass murder underway in the East as part of a coping mechanism.
