Abstract This article discusses the possibility of improving hydrological forecasting methods based on a neural network. The hydrological series, its importance and forecasting features are considered. For hydrological forecasting using the MapInfoProfessional geoinformation system, an electronic map has been developed containing information about the rivers of Russia, as well as gauging stations on the Ob River. The electronic map is the basis for creating a module for short-term hydrological forecasting based on an artificial neural network. The features of a neural network, methods of its training and implementation are considered. The developed artificial neural network is a layer of neurons with a linear activation function and a delay line at the input. To predict the levels of hydrological series, real water levels at gauging stations of the Ob River in the Novosibirsk region will be used. The developed module and its capabilities have been tested. The study was carried out on the basis of models of hydrological series, as well as on the basis of levels of real hydrological series. Based on the study, dependence of the root-mean-square error on the number of previous values of series was revealed. The study also shows that it is possible to use a neural network for the current one-step forecasting of levels of hydrological series in conditions of insufficient information about the runoff region and its characteristics.

To develop refined agriculture and improve Agricultural productivity, a new monitoring system has been proposed in this paper. Based on the actual situation of early agriculture and the actual national conditions of China, Geographic Information System (GIS) technology and Global Positioning System (GPS) technology have been combined. Based on the combination of GIS technology and GPS technology, the results show that the position of field vehicles can be displayed in the electronic MAP in real time within 5% error. On this basis, Agricultural production and cultivation can be realized, and the monitoring system can realize the real-time display of vehicle location in the field on electronic MAP to guide production and cultivation. The static test shows that the positioning accuracy of the four GPS receivers is the worst, and the positioning accuracy of MAP330 receiver and GPS25 receiver is better. However, the positioning accuracy of AGl32 receiver is the highest with the 0.37m error when compared with the error of 1.2m of other machines. Using GPS to measure the area, the error of farmland area and farmland side length is less than 5%, and the precision AGl32 receiver for precision Agricultural measurement is also improved with the proposed model.

The possibility of assessing the distance from the aircraft to an operating ground-based radar based on the totality of reflections of its signals from the terrain and local objects is evaluated. The peculiarity of the measurement algorithm is that a priori it is not necessary to know from which object one or the other signal was reflected. The coordinates of the reflectors are stored in the computer memory in the form of an electronic map of the area. The position of the radio emission source is determined by the difference in the arrival times of the direct and reflected signals, as well as the bearings measured from them.

The paper presents a method of developing a layer "Species of plants listed in the Red Book (RB) of Dnipropetrovsk region" electronic map of the region using geoinformation technologies (GT) and analysis of the distribution of these plants relative to the ecological network (EN), which is designed in Dnipropetrovsk region. According to the proposed method, a file database was created in the ArcGIS environment, which contains five sets of class objects that display the protection status (PS) of plants on a five-point scale. Status "0" – extinct species, "1" – endangered, "2" – vulnerable, "3" – rare, "4" – indeterminate. In each set of class objects that display the status of plants on a five-point scale, created point layers that reflect the geographical location of each plant with RB of Dnipropetrovsk region. A geoinformation analysis of the developed layer of the electronic map, which reflects the distribution of 424 species of plants listed in the RB of Dnipropetrovsk region, and their location. It is established that the most frequent encounters in relation to the number of species have plants 3 PS. It was determined that most of the plants are distributed within the protected areas, but it was found that 390 species of plants are found outside the EN of the region. These plants are found near the banks of large rivers of the region, namely: the river Inhulets (industrial areas of Kryvyi Rih and the territory of Shyrokivskyi district), the river Saksahan (Piatykhatskyi district), the rivers Bazavluk and Kamianka (Nikopolskyi district), Samara river (Novomoskovskyi and Pavlohradskyi districts), Oril river (Tsarychanskyi and Mahdalynivskyi districts), as well as near the banks of the Dnieper river (Verkhnodniprovskyi district, industrial districts of Kamianske and Dnipro). It is proposed to reserve protected areas in places of accumulation of plant species that have the PS for the development of the EN of Dnipropetrovsk region.

Monitoring of the animal world is an important component in the development of world science. Observations of animals in specially protected nature areas are conducted year-round. The goal of the study was to develop electronic data collection forms for Survey123 used for ArcGIS application and to collect field data using this application tested during the field seasons 2018–2019 in the National Park Russian Arctic. Monitoring of the number of Arctic animals (white bears, walruses, seals, etc.) was carried out from the marine vessel and along the walking routes during the polar day by the state inspectors of the Russian Arctic National Park. The results of the application testing were the animal counting field data in electronic format taken during one flight of the 50 Years of Victory icebreaker, on the vessel “Altai” and during three flights of the Sea Spirit vessel. The total number of mammals obtained using the application during the 2018–2019 field seasons was 3,452 individuals, and the total number of birds was 14,457. All animal encounters are referenced by coordinates and presented on the electronic map. The Survey123 application testing during the 2018–2019 field seasons showed the efficiency of collecting animal data in electronic format which makes the data immediately available for processing and analysis. At the end of the field seasons, it was concluded that the electronic application can completely replace the hand-written register of animals.

Предложена информационная и программная среда исследования комплекса топонимов многолистного плана дач на примере сел Новоуспенского и Хмелевицкого Ветлужского уезда Костромской губернии. Основой информационной среды является электронная карта объединения листов плана дач и геокодированные списки топонимов: населенные места, урочища, гидрография и другие. Основой программной среды является библиотека LeafLet на языке программирования JavaScript. Предложенная среда ориентирована на использование Интернета. Подход может быть использован для большого количества аналогичных многолистных планов дач XIX в. The information and program environment of the study of the toponyms of the multi-leaf summer cottages is proposed using the example of giving of the villages of Novouspen and Khmelevitsky Vetluzhsky district of Kostroma province. The basis of the information environment is an electronic map of combining sheets of the summer cottages plan and geocoded lists of toponyms: settlements, lessons, hydrography and others. The basis of the software environment is the library LeafLet in the programming language JavaScript. The proposed environment is focused on the use of the Internet. The approach can be used for a large number of similar multi-leaf cottage plans of the XIX century.

The paper is devoted to the problem of creating an electronic version of a folklore archive and finding ways to present it on the Internet. A preliminary review of the electronic archives of folklore materials posted on the Internet indicates different approaches to their implementation. In the category of archives containing information about folk songs, various methods of classifying musical genres are used, as well as ways of organizing them, which in general makes it difficult for the user to work with resources. The authors of this study propose their own development of a draft electronic map Ethno-cultural heritage of Belgorod Region. This information resource is aimed at both professional figures in the field of folk music and a wide range of amateurs. The basis of the electronic map was made up of expeditionary materials from the archive of Folk Singing Art Department of Belgorod State Institute of Arts and Culture. While developing the project, modern trends in the presentation of archival materials on the Internet were taken into account, which made it possible to fully reveal the traditional culture of the region. The proposed method of presenting information allows you to maximally illuminate the musical genre composition of folk singing, get acquainted with the creative heritage of outstanding performers, as well as greatly facilitates the search for specific song samples, both among the archive materials and in existing publications.

In order to improve the scientificity and efficiency of quality inspection of navigation electronic map, and save the cost of quality inspection, it is necessary to establish the national navigation electronic map quality inspection sample database. In this paper, the construction goal, data acquisition technology process, and database construction method of navigation electronic map quality inspection sample database are described in detail, and the construction content and technical indicators are discussed. The quality test is carried out by combining the in-house verification with the field comparison of the navigation electronic map quality test sample database, and the test results are analyzed and evaluated. The effective application of the sample database in the quality test and evaluation of the internet navigation electronic map in the pilot area is carried out. At the same time, the application of navigation electronic map quality inspection sample database in the research of urban fine management and solid waste recycling economy ecological park planning is prospected.
