Climate change and farmland environmental pollution have put greater pressure on the sustainability of agricultural production. Based on the provincial panel data of mainland China from 1978 to 2018, climate variables such as precipitation, temperature, and sunshine hours are included into the input indicators, and agricultural non-point source pollution and carbon emissions are taken as undesirable outputs, the agricultural production efficiency (APE) under the dual constraints of climate change and the resource environment was estimated by the super slacks-based measure (SBM)-undesirable model. On the basis of the trajectory of the imbalanced spatiotemporal evolution of APE shown by Kernel density estimation and the standard deviational ellipse (SDE)–center of gravity (COG) transfer model, the spatial convergence model was used to test the convergence and differentiation characteristics of APE. Under the dual constraints, APE presents a “bimodal” distribution with a stable increase in fluctuation, but it is still at a generally low level and does not show polarization, among which the APE in the northeast region is the highest. The COG of APE tends to transfer towards the northeast, and the coverage of the SDE is shrinking, so the overall spatial pattern is characterized by a tendency of clustering towards the north in the north-south direction and a tendency of imbalance in the east-west direction. APE has significant spatial convergence, and there is a trend of “latecomer catching-up” in low-efficiency regions. The introduction of spatial correlation accelerates the convergence rate and shortens the convergence period. The convergence rate is the highest in the central and western regions, followed by that in the northeastern region, and the convergence rate is the lowest in the eastern region. In addition, the convergence rate in different time periods has a phase change. The process of improving the quality and efficiency of agricultural production requires enhancing the adaptability of climate change, balancing the carrying capacity of the resource environment, and strengthening inter-regional cooperation and linkage in the field of agriculture.

Sustainable watershed development suffers from severe challenges, such as water pollution and water scarcity. Based on an analysis of water quality and water utilization in the Fenhe River Basin, an inexact two-stage stochastic programming model with downside-risk aversion was built for optimal water resource allocations for the four primary water use sectors (industry, domestic use, agriculture, and the environment) in the Fenhe River Basin. The model aims to maximize the comprehensive watershed benefits, including water benefits, water costs, water treatment costs, and downside risks. The constraints are water quality, available water resources, and sectoral demands in different hydrological scenarios. The results show that pollutant emissions decrease as risk-aversion levels increase and show the opposite trend in the midstream and downstream areas. The increase in water resource allocation for agriculture and reduction in ecological water indicate that agriculture suffered the greatest water shortage and risk. Improving water recycling and coordinating the transferred water resources increases the comprehensive benefits and reduces sectoral risks. The model effectively manages rational water allocations under dual constraints and provides support for coordinating socio-economic development and environmental protection in the river basin.

Water resource allocation aimed at sustainable watershed development suffers from prominent challenges such as water pollution and scarcity, especially in water-deprived regions. Based on analysis of water quality, use, and sectoral demands during the planning period in the Fenhe River Basin, an improved inexact two-stage stochastic programming model with downside risk control was built for optimal resource allocations for the four primary sectors (industry, domestic use, agriculture, and the environment) in the basin. The principal constraints are river water quality and available water resources under the three hydrological scenarios (low, medium, and high). The results show that industrial, domestic, and agricultural water use in the middle and lower reaches were significantly reduced by requiring improved water quality; agriculture suffered the greatest water shortage and risk. As the level of risk control improved, the comprehensive watershed benefits and agricultural risks were gradually reduced. Improving water reuse significantly reduces the risk and increases the benefits. The model can effectively manage rational water allocations under the dual constraints of water quality and quantity, meanwhile alleviating water competition caused by different water benefits to provide support for coordinating the improvement of water quality and socio-economic development in the basin.

Two fundamental constraints limit the number of characters in text that can be displayed at one time—print size and display size. These dual constraints conflict in two important situations—when people with normal vision read text on small digital displays, and when people with low vision read magnified text. Here, we describe a unified framework for evaluating the joint impact of these constraints on reading performance. We measured reading speed as a function of print size for three digital formats (laptop, tablet, and cellphone) for 30 normally sighted and 10 low-vision participants. Our results showed that a minimum number of characters per line is required to achieve a criterion of 80% of maximum reading speed: 13 characters for normally sighted and eight characters for low-vision readers. This critical number of characters is nearly constant across font and display format. Possible reasons for this required number of characters are discussed. Combining these character count constraints with the requirements for adequate print size reveals that an individual’s use of a small digital display or the need for magnified print can shrink or entirely eliminate the range of print size necessary for achieving maximum reading speed.
