AbstractDemand side management (DSM) is seen as a promising, cost-effective measure to cope with high shares of intermittent renewable energy in the electricity grid system. As the regulatory framework in Europe is changing in favor of opening up new market opportunities for DSM, the question is answered, which potentials are effectively available in the tertiary sector today and in the future. Results in this study are based on empirical data gathered from services companies. The collected data is of high quality and rich in detail and is of utmost importance for relevant model-based analyses. Additionally, the discussed acceptance rates of new technology or behavioral trends have a high impact on the results of the model analyses.

ABSTRACTOral mouthwashes decrease the infectivity of several respiratory viruses including SARS-CoV-2. However, the precise agents with antiviral activity present in these oral rinses and their exact mechanism of action remain unknown. Here we show that Cetylpyridinium chloride (CPC), a quaternary ammonium compound present in many oral mouthwashes, reduces SARS-CoV-2 infectivity by inhibiting viral fusion with target cells. We also found that CPC and CPC-containing mouth rinses decreased a thousand times the infectivity of SARS-CoV-2 in vitro, while the corresponding vehicles had no effect. CPC-containing mouth rinses could represent a cost-effective measure to reduce SARS-CoV-2 infectivity in saliva, aiding to reduce viral transmission from infected individuals.

Quitlines are effective, evidence-based tobacco cessation interventions that help tobacco users quit through a variety of services. The present study was done to evaluate the cost effectiveness of the National Tobacco Quitline Service (NTQLS). We calculated twoyear program use and costs for establishment, salary of the staff, media promotions, intervention services, Quitline registration calls and the number of quitters since inception of NTQLS in the year 2016, we examined whether NTQLS is cost-effective or not. Out of 63,350 callers, 9420 (97.9% males) callers with the mean ±SD age at 37.5±12.6 years; were registered for tobacco cessation counselling services at the National Tobacco Quitline Services (NTQLS) between 30th May 2016 and 31st May 2018. 3012 (32%) quitted their tobacco use till the last proactive calls. Average cost per completed counselling was 22.37 US$. Our study concludes that Tobacco Quitline as a tobacco control intervention is an excellent investment and cost-effective measure in India. Average cost per quitter at 69.96 US$ is comparatively very low to other country’s Quitline, representing the ideal utilization of funds.

ABSTRACTAs COVID-19 continues to spread throughout the United States, there has been a search for policies to prevent individual infections, to slow the spread of the virus in general, and to mitigate the economic impact of the pandemic. Masks have proven to be a cost-effective measure in all regards, and as such some state governments have begun to mandate their use. However, while the efficacy of masks has been demonstrated, the efficacy of public policies which mandate the use of masks has not been demonstrated. This paper compares the rates of mask use in counties as defined by state policy. It finds that state mandates are strongly correlated with higher rates of mask use, and that mandating use by all individuals in public spaces is more effective than a less comprehensive mandate for mask use by all public facing employees.

Handwashing is the most cost-effective measure for prevention of a wide spectrum of diseases from respiratory, intestinal, soil transmitted helminthiasis, health-care associated illness to infection with pandemic potential like SARS, MERS and COVID 19. Experts view that handwashing can be the greatest investment in the mankind as it reduces under nutrition, morbidity, mortality and paves way for growth, development, educational attainment of people and thereby achieving healthier communities. Though the evidence of handwashing on health is two centuries old but change in human behaviour seems critical in both developing and developed countries. Hand hygiene is rarely practiced during crucial moments and even rarely soap is used. Therefore emphasis should be given towards a societal shift in behaviour change among children, caretakers and people of all age groups. Every school, community and hospital should be provided with Safe water, Sanitation and adequate Hygiene (WASH) services. Hand hygiene to be given top priority in national health plans by which millions of unnecessary deaths and burden on health care system can be avoided. Nevertheless under the looming threat of the current COVID 19 pandemic, where the exact epidemiology is still evolving and a vaccine doesn’t seem feasible as an immediate measure to control the disease, handwashing should be considered as a ‘social vaccine’ for everyone at every household level.

Collar-based activity sensors are in common use as a means of detecting oestrus to optimise farm fertility and, hence, productivity. Recently, the same acceleration-derived signals have been processed to detect the time spent ruminating and eating, which, together, give an insight into animal welfare. Here, the use of neck-mounted accelerometers to provide a quantifiable measure of the time period that an individual animal exhibits signs of heat stress is reported. Heat stress has a significant impact on both animal welfare and productivity. Cattle studied during elevated temperatures were found to exhibit signs of exaggerated breathing motions, an indicator of heat stress, for 8 h on average per day, exceeding the time that cattle spend feeding and is similar to daily rumination times. No similar cases were recorded in the cooler conditions of a Scottish winter. The approach offers a cost-effective measure of heat stress and a potential tool to quantify its impact more generally.
