The article presents the analysis of the Ukrainian state policy in the field of higher education in terms of its integration into the global educational space. The process of management and financing of Ukrainian higher education institutions, the quality and quantity of teaching staff, the ratio of the number of teaching staff, and students are considered. The authors determine the reasons for the slow integration of Ukrainian higher education into the global educational space, low ratings of Ukrainian higher education institutions in the world ranking of universities. The main problems of Ukrainian higher education institutions are inadequate financing from the state budget, restriction of their autonomous right to set the rules, the decrease in the number of students, and the growing quantity of lecturers which exceeds the number of students in higher education institutions. The authors made recommendations for improving the quality and competitiveness of Ukrainian higher education in the world. Among them, in particular, are developing criteria for forming a rating of higher education institutions in Ukraine that will coincide with the world and European requirements, increasing academic exchanges with the world’s leading universities, forming an effective model of state policy for the development of higher education in Ukraine focused on improving the institutional and organizational structure.

The article is devoted to investigation of methods to improve tourist attractiveness of areas of the Central Federal districts with the help of internet sites and activity in social media. Literature illustrates the direct impact of social media on increasing region’s touristic attractiveness. In budget restriction conditions the development of touristic strategy and its realization may be very expensive project for small cities, but developing news streams and social channels, due to possibilities of content generation by users, can be outstanding opportunity to raise the touristic attractiveness. The author conducts the research of touristic services volume, growth rates of Central Federal districts, and correlates them with the tourist portal development and social media activity. The data shows the bigger influence of social media activity on tourist services volume than attendance of internet site.

Mathematical models in Project Management became one of the key elements that in the 50th of the past century had formed a new branch of science � Project management. Since then there have been developed a large number of mathematical models adapted for solving partial problems. Unfortunately no universal practical models, which allow managing projects in conditions of resource or budget restriction, have been invented. Therefore the classification of different mathematical models is the pressing problem which could bring to order all these models from the one hand and reveal the most perspective directions of further research. In this paper existing classifications are analyzed and a new classification is proposed.

Decisions about automobile ownership and use have been the subject of several investigations over the past few decades. However, decisions about car and motorbike ownership and use have not been sufficiently explored. It is important and useful for researchers and government officials in Taiwan to consider joint household decisions about car and motorbike ownership because many motorbikes are used in Taiwan. Therefore, both cars and motorbikes are considered in this study on the basis of microeconomic consumer behavior theory, in which fixed and variable costs are the two main components of budget restriction. A household is assumed to maximize its utility with three parameters: annual kilometers traveled by car, annual kilometers traveled by motorbike, and annual volume of all other goods and services (in monetary units). Probabilities of car and motorbike ownership are derived and calculated from demand functions and indirect utilities. Different scenarios are modeled to investigate the impact of changes in variable and fixed costs of car and motorbike, income, and combinations of these parameters on car and motorbike ownership and use.
