Commonly used UAV emergency inspection methods are executed by the instructions of the ground command center. The response rate depends on the stability of the communication network and the rapid response ability of the commander. The critical time window is fleeting, which is likely to cause unnecessary loss. Crisis rapid response capability has become the key to measuring system capabilities. In order to improve the system’s rapid response capability, a method of deploying decision-making agents on airborne computers and ground early warning systems is proposed. This early warning method uses key technologies such as multi-network integration, situation assessment, neural network architecture, deep learning, reinforcement learning, and intelligent cognitive reasoning to effectively ensure the effectiveness of crisis warning. The early warning method of the early warning system is as follows: the mission computer uniformly collects the flight control status parameters, the load status parameters and the load real-time data form a composite information flow. The task computer adopts the methods of protocol conversion, data classification, and danger recognition to the compound information flow to identify the crisis information and make a preliminary analysis and judgment of the crisis state. If it is determined that it is necessary to track the target in real time, the initial task assignment and parameter adjustment of the load are carried out, and the continuous tracking of the task target is carried out to realize the rapid response to the crisis on the edge side. At the same time, the composite data are downloaded to the command center. The command center performs the secondary crisis analysis and risk level determination and outputs the crisis plan deduced by the agent to realize the strategy assistance. The accuser refers to the plan strategy and issues instructions to the task computer, and the task computer receives it. Instruction and secondary adjustment and optimization of the load parameters. If there is a flight route adjustment instruction, the adjustment route will be sent to the flight controller, which greatly improves the flexibility and efficiency of handling the crisis in the UAV inspection process. By adopting this set of early warning methods, it can provide users with an updated, faster and more efficient way to realize the early warning requirements in drone inspections, which is a new breakthrough in the field of drone command methods.

Abstract. Underlying the impact of global warming and rapid growth of the tourism industry, the increasing frequency of flood post threats to the sustainable development of the coastal cities in China. The article proposes a methodological approach to evaluate the emergence response capability. This approach combines the flood simulation scenario method, traffic big data with the path navigation interface of the web. This article provides an empirical study to evaluate the emergency response from Fire & Rescue Service (FRS) to the tourist hotel in Shanghai from spatial accessibility perspective. The findings show that (1). The emergency response from FRS has significant relationships with the situation of transportation, the location of hotels, the intensity of flood inundation and the number, location of the urban FRS. (2). The emergency accessibility of a city caused by floods depends on the prevailing traffic conditions. The more severe traffic congestion has a significant impact on the spatial accessibility. (3) Flooding and real-time traffic conditions can change the fastest path from FRS to tourist hotels, resulting in delays in emergency response times, and the selection of the most appropriate travel routes is critical to improving the emergency response capability of cities. The results proved the validity of this proposed approach. Consequently, the approach contributes to the enhancement of the level of emergence response ability of urban tourism when they encounter disasters.

An inertial response emulated control strategy of doubly-fed induction generators (DFIGs) is able to arrest their frequency decline following a severe frequency event. Nevertheless, the control coefficient is unchanged, so as to limit the benefit potentiality of improving the inertial response capability for various disturbances and provide less of a benefit for boosting the frequency nadir. This paper addresses an enhanced inertial response emulated control scheme for a DFIG to improve the maximum frequency deviation and maximum rate of change of frequency for various disturbances. To this end, the control coefficient is coupled with the system frequency deviation so as to regulate the control coefficient according to the system frequency deviation (i.e., sizes of the disturbance). Results clearly indicate that the proposed inertial response emulated control strategy provides better performance in terms of improving the maximum rate of change of frequency and maximum frequency deviation under various sizes of disturbance and random wind speed conditions.

Abstract Because the VIENNA rectifier has fewer switching devices, a high power factor and no need to set dead zone time, the front rectifier of the DC charging module of ev mostly uses VIENNA circuit. However, the DC charging module has higher requirements on the dynamic response capability and stability of the VIENNA rectifier system. The traditional PI double closed loop control strategy has poor dynamic response capability. For this reason, a hybrid control strategy of PI control for current loop and sliding mode control for voltage loop is used to control the VIENNA rectifier to improve the dynamic response and stability of the system. Finally, through the simulation of the rectifier circuit, and the comparison of the simulation results, it can be proved that the dynamic response ability and stability of the hybrid control strategy is relatively good. Finally, a simulation model of VIENNA rectifier is built, and the hybrid control strategy is proved to have good dynamic performance and stability by comparison.

PurposePersons with disabilities face the impacts of disasters differently. Early warning systems can be one of the powerful tools to reduce the vulnerabilities of persons with disabilities and mitigate the impacts of disasters. The main objective of this study was to assess the disability inclusiveness of the current early warning system (EWS) in flood-prone areas of Bangladesh.Design/methodology/approachA qualitative method was focused on getting in-depth information. Persons with disabilities participated in focus group discussions (FGDs) and shared the inclusiveness and gaps of the current EWS. Through extensive literature review, a checklist was developed to conduct the FGDs. QDA Miner 6.0.6 software was used for coding and analyzing the data.FindingsResults indicated that, though persons with disabilities have proper risk knowledge, the current monitoring and warning service, dissemination and communication, and response capability are not fully inclusive. A significant gap in the EWS was found in response capability. Even if somehow persons with disabilities manage to receive a warning about a flood, they lack the capacity to respond to the warning.Research limitations/implicationsThe study proposed that to make an EWS inclusive and effective, the concerned authorities should focus on all four parts of the EWS.Originality/valueStudies related to disability and disaster management are not very common. Conducting a qualitative study provided the persons with disabilities the opportunity to share their perspectives. Future studies can focus on vulnerability and capacity assessment of persons with disabilities to identify areas requiring interventions to enhance resilience.

Wind turbines can have inertia characteristics similar to synchronous generators through virtual inertia control, which helps to provide the inertia support for the system. However, there is the problem of how to coordinate the allocation of virtual inertia among wind turbines. In response to this problem, this paper first analyzes the inertia response capabilities of wind turbines and puts forward an evaluation index that quantifies the inertia response capability of wind turbines. The inertia response capability of a wind farm is evaluated at the entire system level. Based on the evaluation index, the virtual inertia coordinated allocation method considers the system inertia demand and the inertia response capabilities of the wind turbines. It is proposed to release the inertia response capability of each wind turbine while avoiding an excessive release of kinetic energy and bring a second impact by wind turbines’ exiting operation. Finally, the effectiveness of the proposed method is verified by a simulation case study.
